HomeMy WebLinkAboutMinutes - 19670605MINUTES OF THE ORANGE COUNTY BOOK 6 FACE 608 BOARD OF COMMISSIONERS June 1, 1967 The Board of County Commissioners of Orange County met in the Courtroom in the Courthouse in Hillsborough at 7:30 P.M. on Thursday, June 1, 1967, in joint adjourned session with the County Planning Board. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Henry S. Walker and Ira A. Ward. Members absent: Commissioner Carl M. Smith. The purpose of this meeting was to continue the adjourned public hearing commenced on Tuesday, May 30, 1967. For a detail account of the business transacted at this hearing you are hereby referred to the minutes of the Orange County Planning Board prepared for this meetinc There being no further business to come before the Board said hearing was adjourned. Gattis, Acting Clerk MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS June 5, 1967 The Board of Commissioners for the County of Orange, North Carolina met in regular session at the County Courthouse in Hillsborough, North Carolina, the regular place of meeting, at 10:00 h1clock A.M., on June 5, 1967. Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward. Members Absent: None The minutes of the previous meetings were read by S. M. Gattis, Acting Clerk, and approved by the Board. Gordon Battle, Attorney from Chapel Hill, presented the following petition which had been signed by residents of Eno Township. "TO THE HONORABLE BOARD OF COUNTY COMMISSIONERS OF ORANGE COUNTY: May 26, 1967 We, the undersigned free holders of Eno Township, Orange County, North Carolina respectfully request the Board of-County Commissioners to extend the operation of the Orange County Zoning Ordinance from Chapel Hill Township to include Eno Township. NAME ADDRESS ACRES" Mr. Battle stated that additional copies of said petition were in circulation and would be filed with the Board of Commissioners at a later date. He stated further that said petition was being sponsored by.the Eno Township citizens because they were concerned about the possibility of the reopening of a rock quarry located in said township. The petitioners, according to Mr. Battle, were aware that the current zoning ordinance would not prohibit the operations of this quarry, however, they felt that zoning would help control some of the objectable features connected with said quarry. Mrs. Carl Zener, Mrs. Marion Sands and T. H. Antrim were present and spoke in behalf of said petition. Chairman Bennett received the petition and advised Mr. Battle that the Board of Commissioners would take said matter under advisement. George Spranzy of Dogwood Acres in Chapel Hill Township presented a petition signed by residents of his area. Hezekiah Dodson, Chief Sanitarian for the District Health Department, stated that the Health Department approved of this petition. BOOK 6 PAGE 609 Minutes of the June $, 1967 meeting continued Chairman Bennett received the petition and directed the county Administrator to have the County Attorney review said petition and advise the Board of Commissioners as to the necessary legal steps involved concerning the enactment of said petition. The following road petitions were received and the Clerk was advised to forward same to the State Highway Commission: Murray Avenue, West Hillsborough, N. C. SE #1338 Tom Ward, Director of Welfare, requested the Board to authorize a transfer of $7,000.00 County Funds from the OAA Program to the AFDC Program. Upon motion of Commissioner Ward, seconded by Commissioner Walker, it was moved and unanimously adopted that the Director of Welfare be authorized to make the above requested transfer of County Funds from the OAA Program to the AFDC Program,. The Welfare Department was also authorized to employ under the PACE Program two students for summer work at a salary of $110.00 each. . Thomas A. Rose, Engineer for the Lake Orange Project, reported that bids could be opened on July 6, 1967 for said project. Mr. Rose was directed to take the necessary-steps to secure bids for the Lake Orange Project. S.iIveysofoved and Chapel Hill be re-appointed as members of the Chapel Hill Board of Adjustments for a three year term which will run consecutive to their present terms which expires on June 30, 1967. Upon motion of Commissioner Walker, seconded by Commissioner Ward, and unanimously adopted, T. B. Speller,-Representative of the Kiwanis Club of Chapel Hill, was authorized to hold a fireworks display in the vicinity of Fetzer Field on July 4, 1967. The following persons were appointed as members of the Building Committee to investigage plans for a County Welfare building. They were: Harvey D. Bennett, William Ray, S. M. Gattis and Tom Ward. There being no further business to come before the Board said meeting was adjourned to meet again on Wednesday, June 7, 1967 at 8:00 o'clock P.M. in the Courtroom of the Courthouse with the County Planning Board. Gattis, Acting Clerk -------------------------------------------------------------------------------------- MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS June 7, 1967 The Board of Commissioners for the County of .Orange, North Carolina met in adjourned session in the Courtroom at the Courthouse in Hillsborough, N. C, with the County Planning Board on June 7, 1967 at 8:00 o'clock P.M. Members Present: Chairman Harvey D. Bennett, Commissioners William C. Ray, Carl M. Smith, Henry S. Walker and.Ira A. Ward. Members Absent: None The purpose of this meeting was to discuss with the County Planning Board amendments relative to the Chapel Hill Township Zoning Ordinance which had been previously reviewed'at the public hearings held on May 30, 1967 and June 1, 1967. The Planning Board recommended that the Board of Commissioners amend the current zoning ordinance in.the following manner; to authorize the sale of one-half ('*) acre lots in subdivisions that were established prior to the effective date of the current zoning ordinance, provided that a plat is of record showing designated streets and also provided that if a substantial number of lots,in these sub- divisions, had been sold. Upon motion of Commissioner Ward, seconded by Commissioner Smith, it was moved, that the following amendment, classified as Section 9.3, be adopted:
