BACKGROUND: The Board of County Commissioners appointed the Comprehensive Plan Land Use Committee (CPLUC) this spring to understand the growth management challenges that lie ahead for Orange County: The Committee was to hear about existing and future conditions and assist the county in gauging the implications of various growth management tools. It is the intent of this part of the process to include as many options as possible for discussion with the most efficient and/or effective tools being narrowed down and recommended after a thorough discussion is completed through the public hearing process. In this manner the combination or synergy of the collection of tools can be considered comprehensively. Following is a rough outline of the activities to date: Analyzed 2000 census data; 2. Analyzed historic trends (1980-2000); 3. Reported existing conditions and projected future conditions; 4. Discussed critical negative development impacts; a. increasing vehicle miles traveled (vmt); b. subdivision dispersion; c. critical water resources and watershed hazards; and d. sprawl byproducts. ...\........\.. L...1.wwM\/~OI 1I/~ 1~ ~IG11A AO I\7\a.. o5z 5. Determined growth impacts and challenges (13 topics); 6. Reported examples and discussed growth management tools; 7. Linked Shaping Orange County's Future (SOCF) suggestions to growth management toolbox; 8. Suggested primary growth management initiatives to resolve development impacts; 9. In process of Comprehensive Plan Land Use Committee discussing implications of various tools; and 10. In process of developing an all-inclusive list of growth management scenarios and actions with associated implications for discussion at a public hearing. The Planning Director will elaborate on various aspects of the CPLUC material and process. It is not intended that the CPLUC report be forwarded to the Commissioners until the Committee can fully discuss issues of their concern. FINANCIAL IMPACT: None at this time.
