The County Attorney advised the Board that it would be necessary to hold
a special meeting of the Board of Commissioners in order to approve the sale of
the Office Building Bond Anticipation Notes. Monday, May 29, 1967 at 7:30 P.M.
was designated as the meeting date for this purpose.
Discussion ensued concerning the failure of the General Assembly to
adopt a proposed Local Option Sales Tax legislation.
Upon motion of Commissioner Ward, it was moved that the Board of
Commissioners contact our local legislative delegation and request that they
support the same proposed legislation on a state wide level.
There being no further business to come before the Board said meeting
was adjourned to meet again on Monday, May 29, 1967 at 7:30 P.M. in the
Commissioners room at the courthouse in Hillsborough for the purpose of approving
the sale of the Office Building Bond Anticipation notes.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
May 29, 1967
The Board of Commissioners for the County of Orange, North Carolina, met
in regular adjourned at the County Courthouse in Hillsborough, the usual place
of meeting, at 7:30 o-clock P.M. on Monday, May 29, 1967.
Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray,
Carl M. Smith, Henry S. Walker, and Ira A. Ward.
Absent: None.
Commissioner Smith introduced the following resolution which was read:
RESOLUTION PROVIDING FOR THE ISSUANCE
OF $130,000 COUNTY OFFICE BUILDING
BOND ANTICIPATION NOTES
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. The Board of Commissioners has determined and does hereby
find and declare:
(a) That an order authorizing $130,000 County Office Building Bonds of
the County of Orange was finally passed on March 20, 1967.
(b) That none of said bonds has been issued and it is necessary to issue
$130,000 notes in anticipation of the receipt of the proceeds of a like amount
of said bonds.
Section 2. In anticipation of the receipt of the proceeds of a like
amount of said bonds the issuance of $130,000 negotiable notes of the County of
Orange is hereby authorized, which notes shall be designated "County Office
Building Bond Anticipation Notes", shall be dated June 15, 1967, shall mature on
Sept. 1, 1967, without option of prior payment, shall bear interest at a rate to
be determined by the Local Government Commission at the time the notes are sold,
not exceeding 6% per annum, which interest shall be payable at the maturity of the

notes to which no interest coupons shall be attached. Said notes shall be payable
as to principal and interest at such bank or trust company, and shall have such
denomination or denominations and bear such number or numbers as may be fixed by
the Chairman after the award of the notes by the Local Government Commission, and
both the principal of and the interest on said notes shall be payable in any coin
or currency of the United States of America which at the time of payment is legal
tender for the payment of public and private debts.
Section 3. Said notes shall be signed by the Chairman of the Board of
Commissioners and by the Register of Deeds and ex officio Clerk of said Board
and the corporate seal of said County shall be affixed to the notes, and said notes -
shall have endorsed thereon the written approval of the County Attorney. The form
of said notes and the endorsements to be placed upon each note shall be substantial)

County Office Building Bond Anticipation Note
The County of Orange, North Carolina, is justly indebted and for value
received hereby promises to pay to the bearer on the 1st day of Sept., 1967, the
principal sum of
THOUSAND DOLLARS
and to pay interest thereon from the date hereof at the rate of per centum
(------- p per annum, such interest to the maturity hereof being payable upon the
presentation and surrender of this note at its maturity. Both the principal of
and the interest on this note are payable at the ,
in in any coin or currency of the
United States of America which, at the time of payment is legal tender for the
payment of public and private debts. For the prompt payment hereof,.both principal
and interest as the same become due, the full faith and credit of said County
of Orange are hereby irrevocably pledged.
This note is issued by said County in anticipation of the receipt of the
proceeds of the sale of a like amount of County Office Building Bonds, duly
authorized by an order finally passed on March 20, 1967, which order has taken
effect, and this note is issued pursuant to and in full compliance with The
County Finance Act, as amended, and the Local Government Act, as amended, and a
resolution duly passed by the Board of Commissioners for said County.
It is hereby certified and recited that all acts, conditions and things
required by the Constitution and laws of North Carolina to happen, exist and be
performed precedent to and in the issuance of this note have happened, exist and
have been performed in regular and due form and time as so required, and that the
total indebtedness of said County, including this note and alf other indebtedness
heretofore contracted in the fiscal year in which this note is issued, does not
exceed any constitutional or statutory limitation thereon.
IN WITNESS WHEREOF, said County of Orange, pursuant to said resolution
of its Board of Commissioners, has caused this note to be executed by the Chairman
of said Board and by the Register of Deeds and ex officio Clerk of said Board,
and the corporate seal of said County to be affixed hereto, all as of the 15th
day of June, 1967,

Section 4. The action of the County Accountant in applying to the Local
Government Commission to approve, advertise and sell said $130,000 County Office
Building Bond Anticipation Notes and the action of the Local Government Commission
in asking for sealed bids for said notes by publishing a sale notice and printing
and distributing circulars be and the same are hereby ratified and confirmed.
Commissioner Smith moved the passage of the foregoing resolution entitled:
"RESOLUTION PROVIDING FOR THE ISSUANCE OF $130,000 COUNTY OFFICE BUILDING BOND
ANTICIPATION NOTES" and Commissioner Ray seconded the motion and the resolution
was passed by the following vote:
Ayes: Commissioners Bennett, Ray, Smith, Walker and Ward.
Noes: None.
Discussion ensued between the Board of County Commissioners and The
County Planning Board relative to the public hearing scheduled for Tuesday, May 30,
1967. It was agreed that the proposed agenda for said meeting was too detailed
for one meeting, therefore, it would be necessary to schedule an additional meeting
date. Thursday, June 1, 1967 at 7:30 P.M. was designated as the date and time for
the additional public hearing.
There being no further business to come before the meeting said meeting
was adjourned to meet again on May 30, 1967 at 7:30 P.M. and June 1, 1967 at
7:30 P.M. for the purpose of holding a public hearing on the proposed amendments
to the Chapel Hill Township Zoning Ordinance.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
May 30, 1967
The Board of County Commissioners of Orange County met in joint session
with the Orange County Planning Board in the Courtroom of the Courthouse in
Hillsborough at 7:30 P.M. on Tuesday, May 30, 1967. This meeting was a duly
advertised public hearing.
Chairman Sennett announced that this meeting was called for the purpose
of holding a public hearing to consider the proposed amendments to the Chapel Hill
Township Zoning Ordinance and Chairman Bennett then turned the chair over to
Dr. C. T. Kaylor, Chairman of the Orange County Planning Board.
For a detail report of the business conducted at this public hearing see
the minutes of the orange County Planning Board as of this date.
This meeting was adjourned until Thursday, June 1, 1967 at 7:30 P.M.
