PURPOSE: To award one housing rehabilitation contract for the CDBG Housing Rehabilitation
Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the County's Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on October 1, 2002. Bid results are
attached. William Long Construction Company submitted the lowest bid respectively.
FINANCIAL IMPACT: The Scattered Site CDBG Program provides funding for this program.
RECOMMENDATION(S): The Manager recommends awarding the following housing
rehabilitation contract:

EXTERIOR:
1. Cover all door and window frames with white coil stock.
2. Repair the rotten siding ,window and door frames before installation of
vinyl and coil stock. Remove the rotten siding and install %2" plywood.
3. Install 1/4 inch foam insulation and D-5 vinyl siding on the entire house.
4. Cover all eves, facias, rakes and overhangs with white coil stock.
5. Install vented soffit in all overhangs. Cut 4" x 10" section out on the
back overhangs to allow air flow. Cut the sections out every 3 feet.
6. Install continuous aluminum gutters and downspouts. Install the existing
splash blocks under each downspout.
7. Install two (2) automatic foundation vents that are missing.
8. Install soffit on the base overhang of the dining/laundry room.
9. Paint the two (2) crawlspace doors and jamb. Scrap and prepare for
paint. Paint the doors and jambs with semigloss latex paint. Paint shall
cover completely. Trim down the doors so they will close properly.
10. Paint the foundation with masonry paint. Remove all loose and chipping
paint. Fill any large holes and cracks with mortar before painting.
Apply two (2) coats of masonry paint. Paint shall cover completely.
11. Install the missing shingles on the back section of the roof.
12. Install a shingle type ridge vent. Cut out a 3 inch section of roof at
the peak and install the ridge vent in both ridges.
13. Install a new screen in the side storm door.
14. Install a new storm door lock on the front and side storm doors.
15. Install a pressure treated handrail on both sides of the side porch steps.

WINDOWS:
1. Install vinyl insulated replacement windows with screen and trim.
The windows shall at least one openable sash. Paint any necessary trim
on the interior.
2. Install a vinyl picture window in the living room. Paint any necessary
trim on the interior.
INSULATION:
1. Install R-19 insulation in the crawlspace.
2. Add insulation to the attic to achieve an R-30 rating.
INTERIOR:
LIVING ROOM:
1. Remove the existing carpet and pad.
2. Prepare the walls and ceiling for paint. Fill and sand all holes and cracks
with sheetrock filler. Paint the ceiling and walls with flat latex paint.
The paint shall cover completely. Paint the doors, trim and baseboard
with semigloss latex paint.
3. Remove the masonry thimble in the rear living room wall. Install
matching sheetrock. Tape and finish smooth.

LIVING ROOM:
5. Install new carpet and pad. The carpet to cost not less than $ 14 yd.
Install metal trim at all door openings.

Wash down the walls and ceiling with a mild cleaner. Remove any grease
present on the walls and ceiling. Prepare the walls and ceiling for paint. Remove
any loose paint. Fill all holes and cracks with sheetrock filler or caulk. Paint the
ceiling with flat latex paint. Paint the walls, trim, doors and cabinets with
semigloss latex paint. Prime any areas as necessary. All paint shall cover
completely.
2. Remove the pieced 2"bed molding. Install new 2" bed molding.
3. Remove the shoe molding. Install 1/4 inch lauan plywood and prepare
for vinyl. The vinyl to cost not less than $ 14 yd. Install metal trim as
necessary. Install new shoe molding. Prime and paint the shoe molding.
Paint the shoe molding with semigloss latex paint. Paint shall cover
completely.
DINING ROOM /LAUNDRY ROOM:
Prepare the ceiling for paint. Scrap all loose and chipping paint. Fill all holes
with sheetrock filler. Fill all cracks with latex caulk. Paint the ceiling with flat
latex paint. Paint the doors, trim and baseboard with semigloss latex paint.
All paint shall cover completely. -
2. Install a wide door viewer and keyed deadbolt on the side door.
Key the lockset and deadbolt alike.
Remove the shoe molding. Install '/4 inch lauan plywood and prepare
for vinyl. Install a new vinyl floor. The vinyl to cost not less than $ 14 yd.
Tnstall metal trim at the door openings.

BATHROOM:
1. Remove the tub, commode and sink/vanity. Save the sink/vanity for
reinstallation.
2. Remove the damaged shower surround. Remove the wall covering
to the studs.
3. Repair the damaged subfloor around the commode flange.
Install matching plywood.
4. Install a new exhaust fan in the ceiling. Vent the exhaust through
the boxing overhangs. Install an exhaust flapper in the boxing.
5. Install MR sheetrock on the walls and ceiling. Finish the sheetrock
smooth.
6. Insta113 1/4 inch baseboard around the bathroom.
7. Paint the walls and ceiling with semigloss latex paint. Paint the
door, trim and baseboard with semigloss latex paint.
8. Install '/4 inch lauan plywood and prepare for vinyl. Install a new
vinyl floor. The vinyl to cost not less than $ 14 yd. Install metal
trim at the door openings. Install new shoe molding. Prime and
paint the molding with semigloss latex paint. Paint shall cover
completely.
9. Install a base door bumper behind the door.
10. Reinstall the existing medicine cabinet & mirror.
11. Repair the leaking bathroom faucet. Install a faucet repair kit.
12. Trim the bottom of the bath door so it will not rub on the new
vinyl floor.

BATHROOM PLUMBING:
1. Install a two (2)- piece molded tub/shower unit. The unit shall have
toiletry shelves, acrylic grab bars, slip- resistant textured bottom.
2. Install new plumbing for a handheld shower. Install a combination
tub/shower washerless faucet and new hand held shower. Install two (2)
wall clips for the hand held shower. The first clip shall go where a normal
shower head would go. The 2°d clip shall go about waist high.
3. Install a new p-trap and drain line assembly for the new
tub/shower.
4. Install a new transfer seat to provide easy access to the tub.
5. Install a new handicap commode. Install a new supply line
and cutoff.
6. Reinstall the sink/vanity. Install a new p-trap, supply lines
and cutoffs.
7. Install an accessory kit. The kit should include two towel bars,
tumble holder, paper holder and soap dish.
BEDROOM # 1
Prepare the walls and ceiling for paint. Scrap and remove all loose paint.
Prime all bare wood, sheetrock and ceiling material. Fill all holes with
sheetrock filler. Caulk all cracks and joints with latex caulk.
Paint the walls and ceiling with flat latex paint. Paint the doors, trim
and baseboard with semigloss latex paint. All paint shall cover
completely.

BEDROOM # 1:
2. Install a new base door bumper behind the bedroom door.
3. Remove the existing carpet and pad. Install new carpet and pad.
The carpet to cost not less than $ 14 yd. Install metal trim at
the door openings. Trim the door bottoms as necessary.
BEDROOM # 2:
1. Install a new 1 3/8 inch bedroom door. Install a new privacy
lockset.
2. Prepare the walls and ceiling for paint. Scrap and remove all
loose paint. Prime all bare wood, sheetrock and ceiling tiles.
Fill all holes with sheetrock filler. Caulk all cracks and joints
with latex caulk. Paint the walls and ceiling with flat latex paint.
Paint the doors, trim and baseboard with semigloss latex paint.
All paint shall cover completely.
3. Install a base door bumper behind the door.
HALLWAY:
1. Prepare the walls and ceiling for paint. Scrap and remove all
loose paint. Fill all holes and caulk all cracks before painting.
Paint the walls and ceiling with flat latex paint. Paint the trim,
baseboard with semigloss latex paint. The paint shall cover
completely.

ELECTRICAL:
1. Install new light switches and plates throughout the entire house.
2. Install two (2) GFI receptacles in the kitchen.
3. Install a GFI circuit and receptacle in the bathroom.
4. Install a new light fixture on the bathroom wall.
5. Install electric smoke detectot~s in all bedrooms and one
in the hallway. A total of three (3) smoke detectors.
6. Install Arc- Fault Circuit interrupter protection breakers on all
sleeping rooms circuits.
7. Install a service light controlled by a switch in the attic and-
crawlspace.
8. Upgrade the electrical panel to a 150 amps. Remove the existing
100 amp panel box located in the kitchen. Install a new 150 amp.
breaker panel box .Install new breakers.
MISCELLANEOUS:
1. Attach the galvanized heat duct to the wood siding with 11/2 inch
galvanized screws. Caulk the three sides with clear silicone caulk.
