PURPOSE: A presentation will be made to update the BOCC on the draft document outlining
the planning, governance, provider network development, service management, access to care,
quality management, evaluation methodology, financial management, data management and
collaboration components of the Orange-Person-Chatham (OPC) response to state mandated
mental health reform.
BACKGROUND: As the BOCC is aware, the State reform effort is to produce by January, 2003
a local business plan describing how Orange County as part of the Orange-Person-Chatham
consortium will carry out its responsibilities under the State Plan 2002 Blueprint for Change.
Much work has been done under the guidance of the OPC Steering Committee for Mental
Health Reform to include various stakeholders in assessing the system, analyzing options, and
developing responses. A public forum for the BOCC to receive community input on the
planning process was held on October 8, and a work session with OPC staff was held on
October 9.
The proposed plan provides afive-year implementation schedule. Divestiture of direct service
delivery - as specified by the State -will be phased over time, allowing the three counties an
opportunity to help stabilize necessary non-profits and reallocate OPC staff.
The OPC Steering Committee meets again on November 21 to finalize the review and comment
period from each county commission and begin preparing the plan document for final adoption
by the three counties and submission to the State by the end of the calendar year.
FINANCIAL IMPACT: No transition dollars are being provided by the State. Current OPC state
allocations continue at roughly the same level as last year. OPC projects the same amount of
money will be available in the future for treatment. The local management entity, under the
state mandate, will be State funded.
RECOMMENDATION(S): The Manager recommends that the Board receive the update as
information in preparation for final adoption of the OPC Area Program Local Business Plan.
