essions. Suggesletl projects for tliacussipn during an early-2003 work session Intlutle the Animal
Shelfeq Senior Centers, Ne Farmers Mallet antl the Library. Follow up information resulting from the
November 11, 2003 work session would also be indutletl.

Information regeding previous discussions about the development of justice facilities on
the tlawntown Hillsborough campus is attached (sea intlax
on page 9).
Assumptions
Basetl on these discussions, steR is operating antler the following assumptions:

parking deck would not be needed. This would basically include only phases t and
2 of the plan.
• The SheriMS office builtling will be lea intaIX. (Removal was contemplatetl in the
master plan)

Justice Facilities Development
Current Footling Plan for Juatica Facilities
The 2002-2012 Capital Investment Plan (CIPj indicates that funding for various stages
of tM1e work wcuNl be available for spentling ae follows'.
• ClP funtls currently appropriated $500,000 for the planning of the project.
• 2009-2005: private placement Of $5,000,000 for constmcti0n

• TM1e Boartl has approved three groups who will carry out various aspects of the

the task groups, thereby necessitating that the tlesign money be avelleble around
January 2003.
• Commencement of construdi0n is anticipatetl in FY 2009-2005, with completion
approximateq 15-1$ months later (FY 20W-2008).

process be delayed by 6 months:

therefore not be required until FY 2003-2004.
o Commencement of canstmction would be anticipated In FV 2005-2006,

Potential Re-Use of SherifFs t)iFpe Building
An approximakty 24,000 square foot addition was proposed for the existing cowthpuse
in Phase I, of which apPrpximakly one-haH (12,000 s.f.) was k be allawted k the
Sherffs once. As you recall, the Sherffs ofnce building was to be removed antler Ne
original plan k accommptlak the required parking for the buih out site.
Pursuant to the revised assumptions skied earlier, the Sheriffs BuiMing would remaio-
intactantl be available for continued use. The SheriR has previously intlicatetla
willingness to ankrkin the idea of additional space for hie department through
expansion k his existing building. Ingial assessment of the sik intlkaks that a Lwo-
level exknsion to the west end of the existing building could aROrtl ppkntially 8,000-
10,000 edtlilicnal square leaf (4,000.5,000 s f. per level).
As you may recall, Ne odginel expansion for the courts wee to consolidate the Clerk of
Cputl's oifces back into the courthouse and to provide additional space for support
stag, but was not necessarlty to add courtroom/heerlnq room space. The elimination of
tie Sheriffs ofOCee within Ne mnfnee of the new edtlifion would cedainty allow [he
development M flexible open areas that cook be utilized for courtroom space, mediation
rooms, etc. The effect of this action mould extend Ne life of the Phase I Justice
Facilities for tlecetles. Funding scenarios would be developed and presented at a
future work session if the Board expresses interest in considering this optlon.

The steps listed below are nestled prior to further progress on Justice Facilities
tlevelppment. The Board may choose ro provide direction and guitlance while reserving
foal tlecisions on Ne project to a later work session in late summaraatly fall.
1. Confine or modify the operating assumptions as stated atlhe beginning of Nis
memorandum.
2. DefNe the acceptable time fable by which Ne justice faulities are to be
developed:
a. Begin appointment process in August, which requires planning money [p
be available in Fl' 2002-2003 and construction funds to be available in
20042005', or
b. Delay process for 6 months, which requires planning money tp be
available in FV 200&2004 antl constucion funds tc be available in 2005
2006.
c. Delay the project intlefinAely. This is npVecwnmentletl by atetl tlue in

PURPOSE: To provide inormation regarding the evolution of the County's Master Plan far
the Downtown Hillsborough campus.
BACKGROUND: The Town Commissioners have previously receivetl information about the
County's master pWn for court facilities expansion. In ortler t< provide up-to-data
information, the County Dommissionera have asked their consultant Freeman-While
Ar<hilects, to present en overview of the expandetl master plan of the Downtown
CourVGOVemmenl Services Center campus tluring the joint Town/County wcrk session on
May 8, 2002. The County Commissioners received the informalon during a work session on
April 30, 2002. The intolmetion is intentletl to provitle a point of tleparture for tliswssion
about issues whose sotufions may fall untler the jurisdiction of the Town antl/or other
regulatory agencies.
In order to lentl historical parspeQive to the tliscussion. it is helpful to recall that the County
Commissioners have, for the past several years, been presentetl wbh various options for the
expansion of Justice Facilities. For a verieN of reasons antl with the support of the Town of
Hillsborough, expressed through a resolution from [he Town, it was tleterminetl that [he Court
facilities shoultl remain in the downtown area re[her than being relacaletl elsewhere.
Untleretentling Nat expansion of either the Courthouse or the Government Services Center
on this wmpua woultl have ¢ignificant visual impact on [he Town, the BoaN wmmiasimned
[he master plan of the downtown site to determine the extent of development that wuM
occur The completetl master plan results, that included Justice Facilifies expanaioq
potential expansion of the Government Services Center antl the requiretl parking for the
ezpantled facilities was presented to the County Commissioners on Apri130, 26@. In the
context of the overall build out potential of Ne site, the Board exprassetl preference [owertl a
more sustainable level of development. Not surprisingly, even with the diminishetl scope of
development on the County's downtown campus, traffic antl perking were itlentified as tvro
importantimpacts of the expansion of [he Court facilties. Solution to these issues will likely
require the cpllebore[ion of the Town, County antl [he Department of Transportation.

The architect selection antl programming process for the Jutlicial Facilities Expansion as
adopted by County Commissioners in September 2001 is also indutled for the Town BoaN'¢
information. In summery, the County will involve three separate groups in various espeds of
the proled as folbws:

FINANCIAL IMPACT: Funds for planning the proled are available in [he 2001-2011 CapM1al
