BACKGROUND: In 2001, the County reachetl an agreement for the lease of 5.99 acres of land at Maple View Farms along Rocky Ridge Roatl for use as a soccer Fieltl. The tieltl area Is being leasetl to the County at a cos[ of $t per year by Bob antl Chris Nutter, owners of Maple View Farms. The lease agreement was approvatl on March fi, 2002. A survey of the fieltl area was cpmpletetl tart year, and the site tlesign for [he soccer Fieltl has now been completetl by Open Space Design Specialist Kimberly Siren, working in conjunction with s[aH members from Purchasing, County Engineer, Recreation and Parks, Environmental Heslth and Planning. The site design has been reviewetl by both Planning and Envimnmen[al Health staff as a precursor to formal approval. In accoM with issues raised, additional parking spaces have been added (bringing We total spaces to 50). Required plantings will be planted in clusters to better reflect the coral character of the site, while still meeting Zoning Ortlinence provisions. A well tp be used for irrigation has been relocatetl to pmvitle for both irrigation and potential water fountains. In keeping with the desires of both parties, the Maple View Soccer Field will not be liohted. Once the stte tlesign has been approved by the Boats, the neat step would be to submit the site plan for approval by the Planning Department. As a pad of this special presentation, In z the spirit of public input and communication, letters have been sent to property owners near the field, apprising them o1 the oppprtuniry to view [he presentation of the site design. Once the site plan is approved by the Planning Department, bids would be solicited for projac[wns[ructlon. This surface would require the full summer/fall 2003 growing season (June-October) to become ready for play in October 2003. at the earliest. It is possible that the held might not be ready for use until 2004. If an altema[Ne sod surface is purchased end inslalletl instead it could expedite the opening of [he field to the summer of 2003 (but this would increase the total cost of Me protect as shown below). Sleff proposes that conversations continue on these points, with a defindive statement fo be developed by the time consWCYion bids ere considered in December FINANCIAL IMPACT: Once [he Board approves the site design, and the site plan is approved by the Planning Department, constmcion drawings would be prepared and the project would be ready for bid The total cost of construction for the field is estimatatl at $]5- 100,000. Purchasing and installing a sad surtaca would cost an estimatatl additional $20- 3 30,OOq with as-yet unknown atltlitionel maintenance costa. If a rustic toilet facility were to be adtletl, this would Increase the project cost by approximately $20-25,000. The Held construction would be funded from a combination of Park Facilities funtls in the Capital Investment Plan. the Soccer SupedunQ antl (potentially) wniribufions from the Omnge County Soccer Alliance (OCSA). The actual amounts from each funtllnq source (and [he degree of OCSA participa[ion)woultl be atltlressetl at the next step, when the constmctian bitl awaN is approved by the Boartl. As no[etl above. tliscussions have been heltl with the soccer organizations represented by OCSA (Rainbow Socceq Sunbow Soccer, Triangle Futbcl, Chapel Hill United, Liga Hiepana, antl Durham-Chapel Hill SMkersj regaking their financial participation In the Feld wnsirudion antl maintenance, and it Is proposed that discussions wntinue. Maintenance of the site woultl be hantlled by the Gounry Recreation antl Parks tlepartment, wlih OCSA potentially providing some degree of annual maintenance cast share after the feld is up and running. RECOMMENDATION(S): The Manager recommantls that the BOertl review and approve the site design, authorizing stall to submit the sde plan for approval antl begin the process of soliciting bids for cons[mc[ion, with a goal of beginning fieltl construction in January antl opening the field in late-fall 2003 (at eatliesi, weather permitting). A conatmdion bitl award would be presented for BoaN approval, tentatively in December.
