PURPOSE: To consider a resolution in recognition of the 4-H "Wall of Reconciliation" to be
erected and dedicated at Efland-Cheeks Community School Park.
BACKGROUND: In July 2002 TIME (Teens Influencing the Minds of Everyone), an Orange
County 4-H Program, held a two-week summer camp. TIME is designed to increase
ownership and pride in the community, recognition and appreciation of local diversity,
demonstrate the bright future of Orange County, and give homage to an historic past as the
County celebrates its 2501h anniversary.
TIME in 2002 focused on experiential learning to connect individuals and communities.
Projects included art, interviewing, and photography to gather experiences of diverse
cultures in Orange County. In the end participants made ceramic tiles that interpreted the
narratives and visuals encountered during camp. The tiles will be mounted onto a concrete
wall, the "Wall of.Reconciliation", for placement and dedication at the Efland-Cheeks
Community School Park.
The concept of the "Wall' was first shared with the Board via a memorandum in August. A
depiction of the "Wall' was also presented to the Efland-Cheeks Task Force on October 23rd
and received a positive reception from members in attendance.
The "Wall of Reconciliation" will be flanked by a flagpole flying of the American and 4-H flags.
The dimensions will be 8 feet by 3.5 feet high, constructed from 8 X 16 concrete blocks. The
wall and flagpole will be located adjacent to the existing picnic shelter, in a location not

expected to conflict with plans for Phase II development of the park facility. The look and
layout of the "Wall" were developed in conjunction with the ERCD landscape designer.
In recognition of the efforts and energies of these youth, the Board is asked to adopt the
attached resolution. A layout of the "Wall of Reconciliation" is also attached.
FINANCIAL IMPACT: The cost of erecting the flagpole and the wall is estimated at $1,800,
and will be funded by the Orange County 4-H (grant-funded) budget.
RECOMMENDATION(S): The Manager recommends that the Board adopt and authorize
the Chair to sign the resolution recognizing TIME, the 4-H youth project , for the creation and
erection of the "Wall of Reconciliation", in honor of diversity, leadership, and citizenship
throughout all of Orange County, at the Efland-Cheeks Community School Park.

THE COOPERATIVE EXTENSION 4-11 YOUTH DEVELOPMENT
PROGRAM
WHEREAS, the Cooperative Extension 4-H Youth Development Program is a positive
organization that engages families,businesses, and communities to create youth
aspirations and the competencies necessary to be productive, responsible citizens,
and
WHEREAS, the Orange County Extension 4-H Youth Development Program is dedicated to
serving the youth of Orange County, in helping young persons to acquire self-
esteem, leadership, and responsibility as well as to become accountable for
citizenship and community service activities, and respecting differences in others,
and
WHEREAS, the Cooperative Extension Youth Development Program, in collaboration with
Creating Connections, has committed time and energy with the teen population
through an AT&T funded 4-H project TIME: (Teens Influencing the Minds of
Everyone),by providing hands-on experiential learning through numerous
programs that instill respect for others, communication, citizenship and leadership
skills, and
WHEREAS, the Cooperative Extension has been active in ensuring the development of future
productive adult citizens through the work of the 4-H Youth Development
Program, and
WHEREAS, the Cooperative Extension Youth Development Program will erect a 4-H"Wall of
Reconciliation" at the Efland-Cheeks School Park to display the appreciation of
local diversity, to increase ownership and pride in the community and recognition
for the positive,past,present and future of youth development in Orange County;
NOW,THEREFORE,BE IT RESOLVED that the Orange County Board of Commissioners
recognizes and bestows gratitude to the Cooperative Extension 4-H Youth Development
Program as they celebrate the centennial of 100 years of growing and learning through
commitment, cooperation, and collaborative services for the youth in Orange County.
