Everette Knight, Chief of the Industrial Waste Division of the North Carolina
Stream Sanitation Commission, advised the group any industry coming into North Carolin
must develops a satisfactory „caste disposal plan. Re further stated the water
resources .of the area were so poor it would be extremely difficult to conduct any
mining operation of any size withoyt considerable reuse of water.
Milton Heath, Staff Member of he Institute of Government discussed the
possibility of a new air pollution ow being developed for legislative enactment.
E. C. Bryson, Representative of Duke University expressed the grave concern
of Duke University about the matter and requested the county investigage the situation
horoughly befor
t e any operations come into being.
Phil Greene, Staff Member of the Institute of Government presented a memo
concerning possible action and concluded the program by recommending a general
strengthening of the existing Zoninz Laws applicable in the county.
Chairman Bennett expressed the appreciation of the Board of Commissioners to
those persons who attended the meeting and advised them the county would do all in its
power to find out just what was going on, how it would affect the county as a whole,
and what we might best do to control any difficult problems that might arise from
mining or any of its allied function.
There being no further business to come before the Board said meeting was
adjourned to meet again on Wednesday, April 26, 1967.

BOARD OF COMMISSIONERS
April 26, 1967
The Board of County Commissioners of Orange County met in the Commissioners
Room at the Court House in
in spacial session Hillaborough on Wednesday, April 26, 1967 at 7;30 P.M.

Members Present; Chairman Harvey D. Bennett, Senry S. Walker, and Ira A. Ward Commissioners, William C. Ray,

and purposes of said commission.
Upon motion of Commissioner Walker, seconded by Commissioner Ray, it was moved
and adopted that $100.00: as Orange county's share of the organizational expense of
the North Central Piedmont Resources Development Commission be paid from the Continj
Fund. The County Administrator was instructed to mail said check.
The Board of Commissioners adjourned and immediately reconvened as a Board of
Equalization and Review.
Frank Frederick, Clerk of Court, administered the oath of office to the Board
members.
The following cases were heard:
W. T. Hobbs, Lot in Chapel Hill To
was allowed. wnship off N. C. 54. No change in value
Marvin Norwood, House and lot near Northside School add 20% economic depreciation
to house as it is overbuilt for the neighborhood and lot.
William M. Hardy, House and lot on Tenny Circle. Added 5% physical depreciation
to the house.
There being no further business to come before the Board of Equalization and
