Preferred Option ofthe DCHC Long-Range Transportation Plan TELEPHONE NUMBERS: Hillsborough 732-8181 Chapel Hill 968-4601 Durham 688-7331 Mebane (338)227-2031 PURPOSE: To consider a resolution endorsing projects for inclusion in the 2025 Transportation Plan for the Durham-Chapel Hill-Cantioro (DCHC)Metropolitan Planning Area (MPO). BACKGROUND: The Transportation Advisory Committee (TAC), on September 18, adopted a fiscally unconstrained Preferred Option for the DCHC Long-Range Transportation Plan LRTP)he release for public comment prior to adopting a Draft 2025 Long-Range Transportation Plan. The Long-Range Transportation Plan is a fiscally constrained plan Mat identifies an aggregate of programs and transportation improvements that should function as an integrated trenspormton system W address transportation deficiencies, needs and goals in the urban area over the next 20 years. That includes all bicycle, pedestrian, highway and transit projects expected to be completed through 2025 as well as transportation demand management programs expected to be in place. Fiscal constraint for Iransporta0on plans means that the total estimated costs of projects included In a Plan, including construction of new facilities and operation and maintenance of the existing and planned transportation system, cannot exceed realistically estimated revenues over the period of the plan. The plan must also demonstrate that he Metropolitan Planning Area will meet federal ambient air quality standards. The State and the MPO Use the LRTP to identify protects to include in the Transportation Improvement Program (TIP), the major implementation program for the LRTP. The MPO has been analyzing various combinations of highway and transit projects for inclusion in the LRTP. Dunng the process, combinations of projects were placed in various groupings but were basically divided into moderate and intensive categories. Highway pmjects were divided Into groups representing Highway Assumptions, Moderate Highway improvements and more Intensive Highway improvements and High Occupancy Vehicle Lane(HOV)improvements. Transit projects, similarly,were divided into groups representing Moderate Transit improvements, more Intensive Transit Improvements and Fixed Guideway Improvements. The Preferred Option contains the Moderate Highway alternative plus some of the highway projects In the more Intensive Highway i g category; the most Intensive Transit projects and the most intensive Fixed Guideway improvements;all bicycle projects in adopted local bicycle plans for all jurisdictions in the MPO; and Transportation Demand Management Plane for all Jurisdictions. Components of the Preferred Option are listed in the attached document "Preferred Option of the DCHC Long-Range Transportation Plan'. The following lists some projects of interest to Orange County that are included in the Preferred Option. • An extensive list of highway additions and modifications including: > Elizabeth Brady Road Extension; > Widening US 70 Bypass from NC86 to 1-85 near the Durham County Line to include bicycle and pedestrian facillties S Improvements to Old NO 86 from 140 to US 70 Business; ➢ Hillsborough Western Bypass from US 70 Bypass to Shrouds Creek Read; > Improvements to NO 86 North from US 70 Bypass to NO 57; • Improvements to NO 86 from US 70 Business to Old NO 10; • Widening 1-85 to 6lanes from 140 to the Durham County line; ➢ Widening 140 to 6lanes from 1-85 to NC 147. • HOV lanes on 640 from NO 86 to Wake County line. • An Intensive local bus network in Carrboro and Chapel Hill with additional park and ride lots in Orange and Chatham County. • Phase I TTA Regional Rail between Raleigh and Durham. • Airport Connection from TTA Phase I Regional Rail Corridor to RDU Airport. • Phase II TTA Regional Rail, Rail and Buaway comdor from Durham to Chapel Hill • NO 54 Guideway from Chapel Hill to RTP Corridor, Rail and Bumay condor would also serve RDU Aimed. Chapel Hill to Horace Williams Corridor, using existing mil corridor from Horace Williams south to UNC/Chapel HilllCanboro. Triangle Rau onal Model Results The various combinations of projects have been evaluated using the Triangle Regional Model. Model results show: • Specific waidors will remain congested, most notably 140 from NC 86 to Wake County and NO 147 (the Durham Freeway), and US 70 in Durham from 1b5 to the Wake County line. • Ohurton Street will continue to experience congestion between King Street and US 70A and between Mayo Street and Oakdale Drive. • Areas of significant congestion in Orange County around Chapel Hill and Carrboro include: US 15-501 Boulevard (Franklin Street to 140) NO 54 (FOmham Boulevard to 140) Estee Drive (North Greensboro Street to Franklin Street) Ephesus Church Road (Fordham Boulevard to Durham County line) • Without improvements, the following corridors will experience high levels of congestion in the future: US 70 Bypass (NC 86 North to SL Mary's Read) US 70 Bypass (US 70A to 1-85 near the Durham County line) NC 86 North (Revere Road to NC 57) NO 86 (US 70 A to Old NO 10) - Propose; Federal transportation and air quality regulations require that Metropolitan Planning Organizations (MPO) In areas designated as nonattainment or maintenance areas for air quality update Long-Range Transportation Plans (LRTP)at least every three (3)years. The U.S. Department of Transportation approved the current DCHC 2025 Transportation Plan and air quality determination February 29,2000. The MPO must have a conforming LRTP and Transportation Improvement Program in place and approved by the Federal Highway Administration (FHWA) by February 28, 2003, or face a transportation conformity lapse. During a conformity lapse,federal funding for new projects is suspended. Projects for which funding commitments or equivalent approvals were in place prior to the conformity lapse may continue as planned Transit projects that received a Full Funding Grant Agreement or equivalent approval prior to the conformity lapse may proceed during the lapse. The TAG plans to adopt a fiscally constrained Draft 2025 Long-Range Transportation Plan of its October 23 meeting. The fiscally constrained plan, most likely, cannot support all of the projects listed in the Preferred Option. The TAG will use comments from the public and from local jurisdictions to decide which projecs to induce in the Draft Plan. The TAG will ten release the Draft 2025 Long-Range Transportation Plan for the required 45day public comment period and will send the Draft Plan to the North Carolina Department of Transportation (NCDOT) and Department of Environment and Natural Resources (DENR) far air quality conformity analysis. The TAG anticipates adapting a Final LRTP in December, depending on results of the air quality conformity analysis. That plan will then be released for another 45-clay public comment period and be analyzed for air quality conformity by lateral agencies. The TAG anticipates having a Final 2025 Long-Range Transportation Plan approved by the FHWA in March or April 2003. FINANCIAL IMPACT: There is no direct financial impact associated with this Rem. Depending on the fiscal analysis, local jurisdictions may have to develop funding sources for needed projects that are not covered by existing revenue sources. RECOMMENDATION($): As the Board decides. 4 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION TO PROVIDE THE DURHAM-CHAPEL HILL-CARRBORO TRANSPORTATION ADVISORY COMMITTEE WITH A RECOMMENDATION ON THE PREFERRED OPTION OF THE DURHAM-CHAPEL HILL-CARRBORO LONG-RANGE TRANSPORTATION PLAN WHEREAS, Orange County has participated In regional transportation planning as a member of the Durham-Chapel Hill-Carrtoro Metropolitan Planning Organization; and WHEREAS,the Ourbam-Chapel Hill-Carrbore Transportation Advisory Committee is preparing a Long-Range Transportation Plan, and has released the Preferred Option of the DCHC Long-Range Transportation Plan for public comment; and WHEREAS, Orange County seeks ample opportunities to review and comment on regional tl"dnsportaton plans and policies; NOW,THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Board of Commissioners recommends to the Transportation Advisory Committee that the 2025 Durminri apei Hill-Camboro Metropolitan Planning Organization Long-Range Transportation Plan include: 1. Intensive transit improvements to provide an integrated transit system throughout the urban area. 2. Improvements to US 70 Bypass in Orange County, from NC 86-Nodh to 1-85 near the Durham County line 3. Improvements to NC B6-Nodh in Orange County,from US TO Bypass to NC 57.
