BACKGROUND: On July 1,2001, Orange County joined a number of other deal governments, agencies and Invade firms in the Cape Fear River basin as part of the Cape Fear River Assembly(CFRA). Most of southern and western Orange County is in the Cape Fear basin. The Cape Fear River Assembly was founded in 1973 and now has over 400 members, with a 34-member board of directors. The Assembly membership and the board are made up of representatives from throughout the Cape Fear River Basin and with varying interests including environmental and conservation organizations, academia, small business and Industry, government (local, state and federal), and the general public. The mission of the CFRA is to provide for the highest quality of life possible for the residents of the Cape Fear River Basin,Orough the proper management of the Cape Fear River, its tributaries, and adjacent land uses. This mission is ro be accomplished through support of efforts to investigate, educate and effectuate. Scientific studies coupled with economic analyses are supported to provide the inform nton needed to make the best possible decisions regarding this river system and Its uses. Education and policy recommendations are also part of the group's charge. Most recently, CFRA has been awarded a grant of$500,000 in environmental enhancement funds from the Smithfield Farm;settlement agreement. 2 CFRA Executive Director Don Freeman will be present to peasant the County with a plaque commemorating the County's participation In the Association. FINANCIAL IMPACT: None. RECOMMENDATION(S): The Manager recommends that the Board receive the plaque commemorating County involvement In the CFRA. The Norm Camden Department of Commerce's Division of Community Assistance was selected to possible facilitation support services and report preparation services for the project. On May 25,1999 the CFRA Board of Directors initiated the strategic planning proses by participating m a evaluating seaden"to identify the four most important issues contributing to the future success of the organizations. The visioning session employed a consensus building process which resulted in the selection of the following four key issues facing the oQgm flon: • Broaden the Participation Base • EducadeBTubfic Awareness • Funding Support • WateBesource Management homes A task force was farmed to examine each issue ta detail.and to di develop recommendations for due CFRABoard of Directors' nsideratiion. Mare than ]0 people representing many diverse organizations participated on the task forces. Throughout the study phase of the project each took force met atleast live times to: • Develop a mission statement relative to the issue; • Analyze the acne m detail; • identify gk,define policies,set target abject relating to the have; re • Develop procedures; • Ideal resources; • Set a timetable for implementation; • Rank the priori of each itemttarget objective; • Determine the benefit level of each item/targat objective; and • Develop ass"Action Plan". Each of the task farces completed their work in December,1999. The task farce reports were consolidated into a"draft"final report which was approved by the CF'RA Esecutiva Committee on January 20,2000. A considerable amount of time and effort has been contributed by each person participating in the Cli Strategic Planning Process.
