The Clerk was thereupon directed to publish said order in The News of Orange
County, once in each of two successive weeks, and•to publish at the foot of said
order the appended note as required by The County Finance Act, as amended.
Discussion ensued concerning the Chapel Hill City Administrative Units request
for Supplemental School Tax election and the Chapel Hill District Recreation electi
A. H. Graham, County Attorney, submitted his resignation as Vice Recorder of t]
Orange County Recorders Court. He stated that his reason for resigning was that the
position prohibited his firm from the practice of law in said court.
Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved
and adopted that Mr. Graham's resignation as Vice Recorder of the Orange County
Recorders Court be accepted with regret.
Chairman Bennett read letters of resignation from R. J. Smith., Sr., Chairman
Orange County Alcoholic Beverage Control Board and Giles Long, member of the Orange
County Alcoholic Beverage Control Board. These resignations were accepted with the
understanding that the two members of the said Alcoholic Beverage Control Board wou3
serve on said board until their successors in office were qualified by proper bond a
oath of office.
MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
March 20, 1967
The Board of Commissioners for the County of Orange, North Carolina, met in
adjourned regular session at the County Courthouse in Hillsborough, the usual place
of meeting, at 10 o'clock A.M., on March 20, 1967.
Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Carl M.
Smith, Henry S. Walker and Ira A. Ward.
Absent: None
Also present: Betty June Hayes, Register of Deeds and ex officio Clerk of the
Board of Commissioners, and members of the Orange County Board of Education were
also present for said meeting.
The Chairman announced that this was the date and hour fixed by the Board for t
public hearing upon the order entitled:
"ORDER AUTHORIZING $130,000 COUNTY OFFICE
BUILDING BONDS."
No citizen or taxpayer of the County appeared, either in person or by attorney,
to protest against the issuance of any of said bonds, and the Clerk announced that
no protest in writing, signed by any citizen or taxpayer, had been presented.
Thereupon, upon motion of Commissioner Ray, seconded by Commissioner Ward and
carried, the order introduced and passed on first reading on March 6, 1967, entitled
"ORDER AUTHORIZING $130,000 COUNTY OFFICE BUILDING BONDS", was read a second time an
placed upon its final passage. The vote upon the final passage of said order was:
Ayes: Commissioners Harvey D. Bennett, William C. Ray, Carl M. Smith, Henry S.
Walker and Ira A. Ward.
Noes: 0
The Chairman then announced that the order entitled: "ORDER AUTHORIZING
$130,000 COUNTY OFFICE BUILDING BONDS", had passed.
Upon motion of Commissioner ward, seconded by Jahn Hawkins, County School Board
member, it was moved and adopted that the following letter, of commendation be sent
to R. J. Smith, Sr. and that a copy of same be spread upon the minutes.of the orange
County Commissioners and the minutes of the Orange County School Board and that a
copy be sent to each paper in the county.
"The Board of County Commissioners and the Orange County School Board would lik
to express its sincere appreciation to you for serving as chairman and as a member o:
the Orange County Alcoholic Beverage Control Board since February of 1959. You have
done a fine job.
It is unusual indeed to find a person of your ability and statue who is willing
to give the time necessary to properly execute a post such as this to public service.
Your willingness to do this was our good fortune.
Your guidance and advice to the alcoholic beverage control board will be sorely
missed, yet the policy you were instrumental in formulating will serve to help guide
that organization for years to come.
Again we want to thank you on behalf of all the residents of Orange County for
the outstanding job you performed."
Upon motion of Commissioner Ward, seconded by John Hawkins, County School Board
member, it was moved and adopted that the following letter of commendation be sent tc

Upon motion of C. W. Stanford, Chairman Orange County School Board, seconded by
Commissioner Smith, it was moved and adopted that W. E. Thompson, of Chapel Hill
be appointed as Chairman to the Orange County Alcoholic Beverage Control Board to
fill the unexpired one year term of R. J. Smith, Sr., present Chairman of said
Alcoholic Beverage Control Board.
Upon motion of John Efland, member of the Orange County School Board, seconded
by Commissioner Ray, it was moved and adopted that Victor Sharpe of Efland be
appointed to the Orange County Alcoholic Beverage Control Board to fill the
unexpired two year term of Giles Long.
The clerk was instructed to notify W. E. Thompson and Victor Sharpe of their
appointment to the Orange County Alcoholic Beverage Control Board and that a
$5,000.00 bond payable to The State of North Carolina and Orange County must be file
with the county before qualification to said office.
Frank Umstead, member of the Board of Umstead State Hospital, Dr. David
Galinsky and Dr. Fernando Collon of the psychology department of the University of
North Carolina, Mrs. Juanita Floyd, Guidance Counselor at Chapel Hill's Guy B.
Phillips High School and Dr. Robert Murphy of Hillsborough were present to discuss
the proposed Mental Health program in Orange County. The urgent need for a local
center to provide immediate treatment to the mentally ill on a community basis was
one of the reasons cited by the group.
Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was moved th
Orange County provide from the Emergency Fund $1,500.00. Said $1,500.00 would be
used to formulate plans towards the establishment of a county mental health facility
'.Chairman Bennett called for a vote on said motion. There were four ayes and
1 nay.
Leslie D. Smith, State Jail inspector, recommended that three meals a day be
served at the local jail insteed of the two that are now provided. He also suggest
that a fire excape be installed and that proper bedding be provided for the prizone
Chairman Bennett brought to the attention of the Board the request made by the
Chapel Hill City Administrative Unit relative to a Supplemental Tax election.
Discussion ensued.
The County Attorney advised the Board that they had no discretion to call said
election, however, the selection of a reasonable election day could be set by said
Board of Commissioners.
Commissioner Ward moved that a'special election for the purpose of deciding on
the Chapel Hill Supplemental School tax increase be set for Tuesday, Max 2, 1967.
This motion died for the lack of a second.
There being no further business to come before the Board said meeting was
adjourned.
