7:35 B. PUBLIC CHARGE
The Board of Commissioners pledges to the cdizene of Orange County
its respect. The Board asks its citizens to conduct themselves in a
respectrul,courteous manner, both with the Board and with fellow
citizens. At any time should any member of the Board or any citizen fail
to observe this public charge, the Chair will ask the offending member to
Iowa the meeting until that individual regains personal control. Should
decorum fail to be restored,the Chair will recess the meeting until such
time that a genuine commitment to this public charge is observed.
C. JOINT PUBLIC HEARING ITEMS
7:40 001 1. Winmore Rezoning
Approval of a petition for voluntary annexation by the Town of
Carrbom on September 24, 2002 removes the 'Winnni VMU
yawning/master plan from consideration as an Item requiring joint
Town of Carrboro and Orange County approval.
This item is presented for informational purposes only. The Carmom
Board of Aldermen is requested to consider public comment In their
deliberations on the VMU rezoning
6:00 007 2. Joint Planning Agreement Timeline
Proposal to amend the Joint Planning Agreement to extend for 20
years, the annexation time limits specified therein. The current time
limits will expire in July 2006 If they are not renewed.
This amendment requires Orange County Commissioner. Chapel Hill
Town Council, and Carrbore Board of Aldermen approval.

Presentation of a report on the intent, provisions, and process of Joint
Planning as contained in the Joint Planning Agreement and Joint
Planning Land Use Plan,

B:45 1. .Establish Commercial and Residential Plans Review Fees
To establish commercial and residential plans review fees to
implement more thorough plan review services b maintain and
upgrade Insurance Services Office, Inc. (ISO)ratings that are used
by Insurance companies lo develop property owner insurance rates
and mare fully offset the operating costs of the Inspections Division.
This item requires Orange County Commissioner approval only.
