BACKGROUND: On June 4, 2002, the Board awarded bids for five pieces of heavy equipment to be used in the C & D landfill operations as prescribed by the Regulated Recyclable Materials Ordinance. Below is a breakdown of those five pieces of equipment: ITEM AWARDED TO AMOUNT Horizontal Grinder Pioneer Machinery LLC, Sanford North Carolina $501,382.76 Crawler Loader Gregory Poole, Raleigh, North Carolina $204,803.00 Trommel Screen Screening & Shredding Systems, Winston Salem, North Carolina $132,210.00 Live Floor Trailer Canam Steel Corporation, Points of Rock, Maryland $46,872.00 Stacking Conveyor I Powerscreen Mid-Atlantic, Kernersville, North Carolina $29,447.00 Bids had also been solicited for a road tractor that was to have been awarded at the same time. However, the low bidder was unable to guarantee the County that its truck would meet mandated EPA reduced Air Quality Standards effective October 2002, a requirement of the specifications. The bidder was therefore allowed to withdraw their bid and a second round of bidding was conducted. The proposed road tractor, which is similar to trucks typically used to pull large over-the-road trailers, will make day runs to deliver recycled material to markets within a localized area. In addition, it will be used to pull other trailers and.equipment used in the Landfill operation, including but not limited to the wood waste grinder, trommel screen and other large pieces of equipment. Bids were solicited from fourteen vendors on Orange County Bid Number 243. The second pre-bid conference held for this vehicle was attended by three vendors. All three responded with bids. 2 Pursuant to the attached bid tabulation, Piedmont Truck-Center of Greensboro, North Carolina submitted the lowest responsible bid that was responsive at a delivered cost of$77,950 for a 2003 Sterling LT-9513 Tractor. This truck will be fully certified by the EPA and meets all reduced emission requirements. FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $77,950. Sufficient funds are allocated in the Solid Waste Management Department FY 2002/03 operating budget. RECOMMENDATION(S): The Manager recommends that the Board award Bid Number 243 to Piedmont Truck Center of Greensboro, North Carolina at a delivered cost of$77,950; and authorize the Purchasing Director to execute the necessary paperwork.
