PURPOSE: To discuss issues of concern to the Orange County Board of Education.
BACKGROUND: The Orange County Board of Education identified the topics listed below as
issues they wished to discuss with the Board of Commissioners at this September 23 joint work
session. To the extent they are not addressed here, other topics identified in the
Superintendent's message are addressed elsewhere on this work session agenda.

FINANCIAL IMPACT: There is no financial impact tied directly to.the discussion at this
meeting, However, decisions that may be made by one or more of the elected boards at
subsequent meetings are likely to have significant implications for future capital and operating
budgets.

and provide direction to staff, as appropriate.

Last night the Orange County BOE identified five items to be placed on the agenda for the 9/23 joint
meeting. They are as follows:
1. Office Space for Orange County Schools Support Services Staff
2. Funding for Facility Improvements at Orange High School
3. Student Population Projections
4. Update on Planning for Middle School#3
5. Status of County Appropriation for Funding School Nurses
I appreciate you waiting until our Board could finalize these items last night. I note that item 4 is located
elsewhere in your proposed agenda, so if you want to remove it from our section, that is fine.
A question regarding section 4 on the proposed agenda: Do you want us to prepare materials and a
report on items a., b., 0.(2)and c.(3), or do youlyour staff have information that you will report?

Robert Bateman During our meeting on September 5,we reviewed the most recent adjustments in the
Keith Cook potential schedule for issuing the November,2001 bonds and the potential schedule

David Kolbinsk y for alternative financing of ca p ital improvement
projects. In the course of this review,
Brenda Stephens it was noted that(1)the funding for the addition to the central office facilities of the
Orange County Schools has been moved to 2004-2005,(2)the funds for new middle
school#3 have been increased(from$500,000 to$1,000,000)in 2002-2003 to allow
for accelerated advance planning,and(3)the support services staff located at
200 Fast sting Street Hillsborough Elementary School will be temporarily relocated to facilities throughout
Hillsborougb,NC 27278 the school system while Hillsborough Elementary School is being renovated.

FAX: 919-732-8120 Please note that the relocation of the support services staff from Hillsborough
Elementary School is a temporary;solution to a problem that requires a long-term
solution;i.e.,the construction of permanent additional office space at a central
location. While we have developed a plan to house these employees until 2004-2005,
this plan is not a suitable long-term solution.
We appreciate the cooperative spirit consistently demonstrated by you and your staff,
as well as the Board of County Commissioners,as we work together to make these
capital improvements. Thank you for your help.
