PURPOSE: To consider awarding a bid to Lodal-South of Rockingham, North Carolina for two
(2)trucks to be used in the multi-family recycling program.
BACKGROUND: Presently, Orange County contracts with Waste Industries for recycling to
perform multi-family recycling throughout the County. Staff prepared an analysis of the
financial implications of assuming the provision of this service in-house rather than continuing
to contract. The analysis determined that approximately$100,000 annually could be saved by
Orange County taking over this service. The analysis was presented to the Solid Waste
Advisory Board, which pave its backing to the County's assumption of this service and made
such a recommendation to the BOCC. The BOCC subsequently approved this service change,
which included acquiring two new recycling trucks and about 2,000 roll cart containers as well
as the addition of 4 new positions. The County is scheduled to begin provision of this service
on January 1, 2003.
The 2003 International 7400 cab and chassis will be outfitted with a six compartment recycling
body that will allow curbside recycling of clear glass, newspaper, plastic, aluminum/steel cans,
green glass and brown glass. This vehicle is currently scheduled for replacement in six years.
Fifteen vendors were solicited for Orange County Bid Number 242. A pre-bid conference held
for this vehicle was attended by five vendors, of which four responded with bids. Pursuant to
the attached bid tabulation, Lodal-South of Rockingham, North Carolina submitted the lowest
responsible bid that was responsive at a delivered cost of$107,333 each for G-S Products
5042S bodies mounted on 2003 International 7400 cabs and chassis.
FINANCIAL IMPACT: Staff recommends that, instead of outright purchase, the equipment be
acquired through installment purchase. This equipment can be added to the financing
arrangement with Central Carolina Bank (CCB)that the Board approved several months ago

for equipment associated with implementation of the Regulated Recyclable Materials
Ordinance. The attractive 3.75% interest rate over the 59-month term will allow the County to
preserve a significant amount of cash in the Solid Waste/Landfill Operations Enterprise Fund.
With estimated total interest payments of roughly $16,000, the total cost of this action over five
years, if approved by the Board, would be approximately$231,000. Sufficient funds are and
will be available in the Solid Waste/Landfill Operations fund to cover installment purchase
payments.
RECOMMENDATION(S): The Manager recommends that the Board:
1. Award Bid Number 242 in the amount of$214,666 to Lodal-South of Rockingham,
North Carolina for two (2) G-S Products 50425 bodies mounted on 2003 International
7400 truck cabs and chassis for use in the multi-family recycling program; and
2. Authorize the Purchasing Director to execute the necessary paperwork: and
3. Authorize the Finance Director and Attorney to execute appropriate documents to
include the financing of this equipment with'the previously approved solid waste
equipment being financed through Central Carolina Bank.
