PURPOSE: To consider the legal advertisement for items to be presented at the Joint Planning
Area public hearing scheduled for October 9, 2002.
BACKGROUND: The Board of County Commissioners reviews proposals to be considered at
public hearing for consistency with general County policy and presentation format. The
following items are proposed for consideration at the October 9, 2002 Joint Planning Area
public hearing.
A. Carrboro Joint Planning Area Transition Area Zoning Atlas Amendment
Purpose: To hear public comment on the proposed "Winmore"Zoning Atlas Amendment within
the Carrboro portion of the Joint Planning Area Transition Area. The rezoning proposal,
requested by the property owners, is as follows:
Action: Zoning Atlas Amendment (Rezoning)
From: Residential-20
To: Village Mixed Use— Conditional Use
Size: Approximately 66 acres
Location: West of Homestead Road at High School Road intersection
Identification: Chapel Hill Township, Tax Map 109, Lots 11B, 11C, 11 D, and 15
This amendment requires the approval of the Orange County Board of Commissioners and
Carrboro Board of Aldermen.

B. Joint Planning Agreement Timeline on Annexation
Purpose: To receive public comment on a proposal to extend indefinitely the time limits
specified in the Joint Planning Agreement. The second sentence in Section 1.3.B. of the Joint
Planning Agreement states, "Subject to termination provisions of this Agreement, annexation
provisions of this Agreement shall be valid for not more than 20 years and may thereafter be
renewed." These provisions will expire in July 2006 if they are not renewed.
This amendment requires the approval of the Orange County Board of Commissioners, Chapel
Hill Town Council, and Carrboro Board of Aldermen.
C. Non-Joint Planning Public Hearing Items
1. Establish Commercial and Residential Plans Review Fees
Purpose: To establish commercial and residential plans review fees to implement more
thorough plan review services to maintain and upgrade Insurance Services Office, Inc. (I80)
ratings that are used by insurance companies to develop property owner insurance rates
and more fully offset the operating costs of the Inspections Division.
This item requires Orange County Board of Commissioners approval only.
FINANCIAL IMPACT: None.
RECOMMENDATION: The Administration recommends approval of the Notice of Public
Hearing for October 9, 2002.

NOTICE OF JOINT PLANNING PUBLIC HEARING

A public hearing will be held in the Southern Human Services Center, 2501 Homestead
Road, Chapel Hill, North Carolina on Wednesday, October 9, 2002 at 7:30 P.M. for the
purpose of giving all interested citizens an opportunity to speak for or against the
following items:
A. Winmore Rezoning
Purpose: To hear public comment on the proposed "Winmore" Zoning Atlas
Amendment within the Carrboro portion of the Joint Planning Area Transition Area. The
