Renovation Capital Project Ordinance
PURPOSE: To approve a capital project ordinance for Hillsborough Elementary School
renovations.
BACKGROUND: Hillsborough Elementary School is the only year-round school in Orange
County. The campus, originally constructed and developed during a ten-year timeframe from
1952 to 1962, consists of six freestanding buildings interconnected by covered walkways. Over
the years, the campus has served as a high school, a middle school, and now an elementary
school. The most recent renovations were completed in 1996 when the OCS Board of
Education elected to offer a year-round elementary program to students and parents.
Attachment 1 of this abstract outlines a basic map of the Hillsborough Elementary Campus.
During the Capital Needs Advisory Task Force process in spring 2001, the Orange County
Board of Education identified Hillsborough Elementary renovations as one of its top priorities for
the November 2001 bond referendum. As originally presented to the Capital Needs Advisory
Task Force, this project involved constructing an addition'to the Board of Education Building
located on Cameron Street in Hillsborough. The additional space would allow the relocation of
Central Office staff who were housed in the 300 Building at the Hillsborough Elementary
Campus to the Board of Education Building. The vacated space in the 300 building would then
be reconfigured and renovated to provide additional classroom space for Hillsborough
Elementary. The total projected cost of that particular scenario was in the neighborhood of $3
million. The Board of Education identified funding sources for the project as 2001 bond funds,
alternative financing such as a private placement loan and School Construction Impact Fees.
It is important to note that the focus of this project has changed since it was first presented to
the Capital Needs Advisory Task Force in spring 2001. Since the original proposal in spring
2
2001, the Board of Education has reassessed its need fo create additional space at the Central
Office located on Cameron Street in HHlsborough. As an alternative, the Board of Education
has identified other temporary office spaces at existing schools to relocate the Central Office
staff, thereby postponing the immediate need to construct additional office space for
administrative staff. The solution includes relocating.the staff to space at Orange High School,
Cedar Ridge High School, and mobile units at Cameron Park Elementary School and the Board
of Education building on Cameron Street. This reassignment solution is only temporary
because as student membership increases, the space being used by central office staff
will need to be reclaimed for classroom space. The immediate result in cost savings by
postponing this construction is $1.650 million.
On September 3, 2002, the Commissioners reviewed a proposed six-year plan for issuing 2001
Bonds and Alternative Financing that would allow for the temporary reassignment of Central
Office staff outlined above while immediately addressing needs at Hillsborough Elementary in
fiscal year 2002-03. The proposal also outlined that the County would issue alternative
financing, for $1.650 million, in fiscal year 2004-05 to address space needs for Central Office
Staff. This alternative would allow the Board of Education to proceed with plans to increase the
square footage of the current square footage of the Board of Education building located on
Cameron Street in Hillsborough.
In August 2002, the Orange County Board of Education awarded a professional services
contract to the architect firm of Corley, Redfoot, Zack, Inc. regarding the planned renovations.
The contract calls for architectural, engineering and design services as well as construction
management services from the firm. Attachment 2 of this abstract is a preliminary report from
Corley, Redfoot, Zack, Inc. regarding Hillsborough Elementary School. In summary, the
potential renovations for the school could include:,
• Addition of six new classrooms to increase capacity by 100 students
• Correct mold, mildew and air quality problems
• Renovate and upgrade restroom facilities '
• Replace floor covering with an "earth friendly"the floor system
• Install new doors, door hardware and lighting, as needed
• Upgrade electrical system, as needed
• Repaint interior walls
• Addition of gutters and downspouts and roof repairs, as needed
In accordance with the Board of Commissioners Policy on School Planning and Funding School
Capital Projects, renovations at Hillsborough Elementary School, is a Level 1 project — one that
involves a relatively small scope of work -- thereby allowing the Commissioners to approve the
entire project ordinance at one time. The recently approved contract with Corley, Redfoot, and
Zack, Inc. totaled $1.440 million. The breakdown of the contract is outlined in the following
table:

FINANCIAL IMPACT: Funding sources identified for the renovation project includes 2001 voter
approved bond funds ($900,000) and School Construction Impact Fees ($540,000). Upon
completion of the project, staff will bring back a final accounting that will outline how actual
expenditures relate to the budget:
RECOMMENDATION (S): The Manager recommends that the Board approve the Hillsborough
Elementary School Renovations Capital Project Ordinance.

School: Hillsborough Eementary School
Location: Hillsborough,North Carolina
Owner: Orange County Schools
Hillsborough Elementary School(HM)has served the citizens of Orange County well for over 50
years, first as a high school,next as a middle school and currently as an elementary school. It has
reached a point in its useful life when:some major modernizations,upgrades,repairs aad proamm
enhancements are in order. The purpose of this report is to provide preliminary,investigative
information regarding the existing facilities to assist in determining the scope of the renovations to
be performed.
HES is an open campus of six freestanding buildings interconnected by a network of covered
walkways. The 100 Building and 200 Building are basic classroom buildings. The 300 Building
was designed as a classroom building,but is currently used as office space by the Orange County
School's Support Services Department. The 400 Building(previous Shop Building) is currently
leased to a:private organization that runs a private pre-school program on the campus. The Soo
Building consists of a Gymitorium (combination gymnasium and auditorium), and associated spaces
that are currently housing the art classroom, academically-gifted program and faculty offices. The
600 Building houses the Cafeteria.
All six buildings were constructed between 1952 and 1962,a time period when quickly built,
inexpensive school facilities were the rule due to the expanding student populations after WWII.
Some of the general characteristics of construction from that period of time include light structural
frames, little(if any) thermal insulation, and simple heating and ventilation systems with no
provision for air conditioning.
The 100 Building opened in 1962. It was built to replace an existing building that bumed. A portion
of the original building(the boiler room)was retained and became the boiler room for thw current
building. The 100 Building exhibits the following features: .
• A two-story,concrete structural frame including concrete floor and roof structure.,
• An exterior wall consisting of a 10°thick infill and aluminum windows that span between
exposed concrete columns and beams. The walls are made up of a 4"concrete masonry unit,
a 2" air space and a 4"exterior brick. The original windows were replaced in about 1990
with a thermally unbroken aluminum window system. During site investigation,it was noted
that the weepholes (holes that allow the air cavity to release water) in the exterior walls were
small holes (about the diameter of a pencil)and could be clogged easily.
• A roof that has reached its useful life and needs to be replaced. The single-ply membrane
roof was replaced in 1987(15 years old). Many small blemishes are forming due to its age
that could create small leaks in the future. The original roof deck was truly flat with internal

drainage. Tapered insulation and large,galvanized steel gutters were added during the
reroofing to provide minimal slope and to collect the rainwater and divert it to the grade.
According to The Garland Co..,a roofing consultant that assessed the condition of the roof
earlier this year, the existing single-ply roofing membrane and the roof insulation needs to be
replaced and the perimeter flashing needs major repairs.
• An interior that has not changed significantly in 40 years. Metal lockers line the corridors.
Some of the existing home economics cabinetry is still in use.
• A building program that includes classroom space.for grade two through five, the school's
media center, the school's administrative offices and the data distribution room. The
building serves the program adequately,but does not meet NCDPI guidelines for school
construction. A computer lab located near the media center works well,and a campus
television studio which is prized by school staff.
• Interior partitions that are primarily 8"concrete masonry. The doors and door frames are
predominately original. The floors are mostly vinyl composition tile(some placed over vinyl
asbestos tile) in corridors and storage rooms and carpet in the classrooms, offices and media
center. An elevator with a first floor machine room was added in 1990.
• Odors emanate from various rooms around the building. More than likely,these smells are
caused by water penetration from the roof,walls, windows or other source,and mold.
• A lack of ventilation. When the air conditioning was provided.in 1990,no ventilation vents
were created for the unit ventilators in the classrooms or offices. The HVAC system consists
of a two-pipe heating system and a two-pipe cooling system that feeds unit ventilators located
on the floor in each room The boiler is located in the old boiler room.
• A rodent problem. Rodents from the boiler room travel along the pipe chase along the north
side of the First floor.
The 200 Building opened in 1952. The 200 Building exhibits the following features:
• A one-story, lightweight,structural steel flame with a concrete slab floor and a"Cemesto
Insulation Roof Deck".
• An exterior wall consisting of 12"thick masonry end walls,8 W'thick masonry walls below
window sills and aluminum windows that extend the length of the building. The walls at the
ends of the building are made up of a 8"concrete masonry unit and a 4"exterior brick and,
the walls under the sills are made up of a 4r concrete masonry unit,a rh"air space and a 4"
exterior brick. The original windows were replaced in about 1990 with an aluminum window
system that allows heat to transfer through the window frames. During site investigation, it
was noted that the weepholes(holes that allow the air cavity to release water) i.. .he Lxtrerior
walls were small holes(about the diameter of a pencil) and could beclogged easily.
•, A rooPthat has reached its useful life and needs to be replaced. A four-ply,coal tar built-up
roof that was replaced in 1984(18 years old). The origins!roof deck was truly flat and has
no gutters or other internal drains,so the rainwater drains off the edge of the roof onto the
ground. According to The Garland Co.,a roofing consultant that assessed the condition of
the roof earlier this year,the existing built-up roofing and the roof insulation needs to be
replaced and the perimeter flashing needs minor repairs. According to the consultant's
report,there are two roof layers that must be removed prior to reroofing of the building.

• An interior that was renovated about 12 years ago. Acoustical tile ceilings anc r,Pr:c wire
installed in all the classrooms. Cabinetry is inconsistent through the building. A data closet
was introduced onto the corridor cutting into one of the larger classrooms.
• A building program that includes classroom space for kindergarten and first grades, the
school's music classroom,and a Reading Recovery room. Two of the three kindergarten
classrooms are adequately sized. One of the three kindergarten classrooms and all three first
grade classrooms are very small and do not meet NCDPI guidelines for primary classrooms.
• Interior partitions that are primarily 4"concrete masonry. The doors and door frames are
predominately original. The floors are mostly viayl composition file(some placed over vinyl
asbestos tile)in corridors,and a mix of carpet and vinyl composition tile in the classrooms.
Quarry tile is used in the group toilet rooms.
• Odors emanate from various rooms around the building. More than likely,these smells are
caused by water penetration from the walls, windows or other source,and mold.
• A lack of ventilation. When the air conditioning was provided in 1990,no ventilation vents
were created for the unit ventilators in the classrooms. The HVAC system consists of a two-
pipe,hot water heating system that emanates from the boiler room located below the
cafeteria. Insulated and jacketed hearing pipes,that replaced the ruptured,underground steam
pipes in 1997,travel across the existing covered walkways and enter the building on the west
end of the building. The cold water cooling system begins in the cooling tower located north
of the building, is pumped from a mechanical room in the 300 building and circulates through
unit ventilators located on the floor of each classroom
The 300 Building opened in 1959. The original floor plan appears to have been designed for primary
classrooms. The Orange County School's Support Services Department is currently using the
building for office and storage space. The 300 Building exhibits the following features:
• A one-story, lightweight,structural steel forme with a concrete slab floor and a "Camesto
Insulation Roof Deck".
• An exterior wall consisting of 12"thick masonry end walls, 8 W thick masonry walls below
window sills and aluminum windows that extend the length of the building. The walls at the
ends of the building are made up of a 8"concrete masonry unit and a 4"exterior brick and
the windows under the sills are made up of a 4"concrete masonry unit,a W' air space and a
4"exterior brick. The original windows were replaced in about 1990 with a thermally
unbroken aluminum window system. During site investigation,it was noted that the
weepholes(holes that allow the air cavity to release water)in the exterior walls were small
holes(about the diameter of a pencil)and could be clogged easily.
• A roof that is serviceable. It appears to be a modified bitumen roof with a granular cap sheet,
and according to school system records, it was replaced in 1994(8 years old). The original
roof deck was truly flat and has no gutters or other internal drains, so the rainwater drains off
the edge of the roof onto the ground
• An interior that has been renovated piecemeal over the past 12 years ago. Interior finishes
and cabinetry are inconsistent throughout the building.
• Interior partitions that are primarily 4"concrete masonry. The doors and door 5rarnes err
predominately original. The floors are mostly vinyl composition file(some placed over vinyl
asbestos tile) in corridors,and a mix of carpet and vinyl composition file in the classrooms.

Ceramic mosaic tile is used in the group toilet rooms with a 72"high glazed ceramic tile
wainscot.
• An inadequate HVAC system The HVAC system consists of a two-pipe,
heating system that emanates from the boiler room located below the cafeteria. Insulated and
jacketed steam heating pipes,that replaced ruptured,underground steam pipes in 1997,travel
across the existing covered walkways and enter the building on the south end of the building,
Air conditioning is provided by individual window air conditioning units. The cooling tower
(mentioned above)appears to be sized to provide air conditioning to the 300 Building in the
future.
The Cafeteria Building opened in 1952. The Cafeteria Building exhibits the following features:
• A one-story, lightweight,structural steel frame with a concrete slab floor and a"Cemesto
Insulation Roof Deck".
• An exterior wall consisting of 12"thick masonry walls and aluminum windows. The walls
are made up of an 8"concrete masonry unit and a 4"exterior brick. The original windows
were replaced in about 1990 with a thermally unbroken aluminum window system.
• A roof that has reached its useful life and needs to be replaced. The single-ply membrane

consisting of(2)floor-mounted package air conditioning units.
The Gymnasium Building opened in 1959. The Gymnasium Building exhibits the following
features:
• Two separate structural systems. The gymnasium area is a steel,long-span structural system
with steel trusses and purlins. The locker area is a one-story,poured-in-place concrete
structure.
• An exterior wall consisting of 12"to 16"thick masonry walls with original metal windows.
• A roof that is serviceable. It appears the curved gymnasium roof is a modified bitumen roof
with a granular cap sheet(similar to 300 Building), and according id'school system records, it
was replaced in 1988(14 years old). The flat,locker area roof appears to be a four-ply built-
up roof,and according to school system records,was replaced in 2001..During site
investigation, ponding water was noted on the locker area roof.
• Finishes are all original. The wood flooring in the gymnasium and stage area is maple
flooring and has been renovated recently. The lobby,toilet rooms,offices and locker areas
are all in original condition.
• A building program that includes physical education, art,and miscellaneous

• A heating system consisting of a two-pipe,hot water heating with a boiler room located to the
West. A cooling system consisting of a two-pipe loop with a cooling tower and air handling
units. The locker area cooling system consists of(2) through-the-wall air conditioning units.
Following is a list of potential renovations to each building:
Building 100
• Add group,toilets on the first floor of the building. This would require changes to the Floor
that could affect some of the classrooms or office space located there.
• Address the mold and mildew problems.
• Remove all unit ventilators for thorough cleaning and maintenance
• Provide new exterior vents in exterior brick wall for all unit ventilators and rework unit
ventilators to provide fresh air into the classrooms.
• Remove all carpet from the classrooms as this may be a significant habitat for mold.
Removing the carpet and vinyl composition the may require asbestos abatement of the
existing vinyl asbestos tile. Install earth-friendly floor tile system similar to other
installations in the school district.
6 Reroof the building including new insulation and edge flashing
• Rework the exterior drainage system to insure rainwater is being drained away from the
building.
• Provide new standardized casework in all classrooms with an emphasis on storage of
classroom materials.
• Determine whether new lighting fixtures are wan-anted. Verify the condition of acoustical
ceilings and replace as necessary.
• Provide new doors and door hardware into each room. Try to reuse the existing door frames.
• Address the rodent problem by permanently sealing all penetrations from the boiler room into
the building.
• Address the heat build-up in the south-facing classrooms by providing perforated window
shades so the heat is abated,but the view is not totally blocked.
• Repaint the entire building on the interior.
• Dete*ne if any electrical upgrades are required or desired by the school.

Building 200
• In the final build-out,the classrooms may need to reconfigured to morn closely meet NCDPI
guidelines for primary grade classrooms. In order to achieve this,three of the classrooms
may need to be merged into two larger classrooms.
• Renovate the group toilet facilities.

existing data closet so that it does not impact academic areas.
Building 300
• This building requires major renovations in order to transform it from its current use as office
space to classroom space for elementary education. Depending on the final programmatic
requirements agreed to,all rooms will probably need to be completely renovated including,
but not limited to,flooring,ceilings,lighting fixtures, markerboards,tackboards,casework.
• Whether the group toilet facilities will need to be renovated is up to the final program.
• The beating and cooling systems will need to be upgraded. The Beating system should be
rewo`rked to use hot water in lieu of the current steam system. This would require running
new piping from the existing boiler room under the Cafeteria or creating a separate small
boiler for this building. By replacing the steam beat with hot water, the condensate lines that
run throughout the building may be abandoned. A new cooling system should be provided
utilizing the existing cooling tower located to the west of the building and the pumps located
adjacent to the girls' toilet. A new HVAC system could be designed that would
accommodate both heating and cooling functions in one air handling unit. The locations of

These units should be investigated so their intrusion into the classroom(both from a space and
noise aspect)could be minimized.
• Reroofing of this building does not appear to be needed. The introduction of gutters and
downspouts and the reworking of surface drainage patterns could help control the flow of
water and the mitigation of damage by water on the building.
• Provide new standardized casework in all classrooms with an emphasis on storage of
classroom materials.
• Determine whether new lighting fixtures are watranfe& Verify the Condition of acoustical
ceilings and replace as necessary.
• Provide new doors and door hardware into each room. Try to reuse the existing door frames.
• Repaint the entire building on the interior.
• Determine if any electrical upgrades are requited or desired by the school. Provide,if
necessary,a data closet and/or electrical closet for electrical upgrades.
Cafeteria Building
• Remof the building including new insulation and edge flashing.
Gymnasium Building
• Depending on the final programmatic requirements agreed to, some or all of the rooms will
need to be renovated in some fashion.

Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is
hereby adopted.
Section 1.The project authorized provides funds to renovate Hillsborough Elementary School
and increase school capacity by 100 students by converting office space in Building
300 to six new classrooms. The project would be funded with proceeds from the
2001 voter approved bond referendum and School Construction Impact Fees.
Section 2.The officers of the County are hereby directed to proceed with the project within the
budget contained herein.
