BACKGROUND: Department on Aging 1. The Department on Aging has received donated funds from UNC Hospitals ($20,000) and from Carol Woods Retirement Community ($18,400). The funds are intended to support the Adult Day Health Center initiative at the-Central/Northern Orange Senior Center located at the Meadowlands in Hillsborough. This budget amendment provides for the receipt of $38,400 in donated funds for this purpose. (See Attachment 1, column #1). 2. The Department on Aging has also received funds totaling $2,500 from Carol Woods Retirement Community to help support the In Praise of Age Program. These funds will be used to cover 50 percent of the temporary staff cost to support the activities of this program. This budget amendment provides for the receipt of these funds. (See Attachment 1, column #2). Non-Departmental 3. In various versions of the State's proposed budget, funding related to criminal justice partnerships throughout the State would be either significantly reduced or possibly eliminated. In preparing the County's budget last spring, staff anticipated the potential funding cuts and included a $15,000 "reserve" for the Orange Chatham Justice Partnership (OCJP). The purpose of these funds was to allow Orange County, in partnership with Chatham County, to maintain pre-trial services at least through the first six months of the 2 fiscal year. This budget amendment would accomplish two things: (1) allow for Orange County to pay up to $30,000 to Alternative Sentencing, Inc., our pre-trial services provider and (2) allow for the receipt of Chatham County's $15,000 contribution to the.program. The net effect of these two budgetary entries would mean that Orange County's contribution to the pre-trial services program, for the period between July and December 2002, would be $15,000. (See Attachment 1, column #3) Board of Elections 4. The Board of Elections has received $5,000 in State reimbursement funds for establishing a satellite-voting site. The new site was located at the Morehead Planetarium in Chapel Hill. This budget amendment provides for the receipt of these funds. (See Attachment 1, column #4). Health Department 5. The Orange County Health Department's Healthy Carolinians program has received additional funding through a Federal grant program intended to further the Healthy Carolinians/Healthy People 2010 efforts across North Carolina. The Health Department will receive funds in the amount of $12,060 for 6 micro-grants ($2,010 each) that are to be passed on to community-based organizations (CBO's) and $1,200 ($200 each) for administrative expenses. The Orange County Health Department will serve as the fiscal agent for these funds and as such is responsible for reviewing the CBO's monthly expenditure reports to ensure proper usage of these funds and reporting back to the Federal Government. The CBO's are required to use the micro-grants to address the Healthy Carolinians/Healthy People 2010 objective of creating a healthier community. The various CBO's intend to purchase fitness equipment, print newsletters, and purchase a hemoglobin analyzer and various educational materials. This budget amendment appropriates $13,260 to the Health Department for these purposes. (See Attachment 2, Community Based Public Health Initiative Grant Project Ordinance). Human Rights and Relations Department 6. The Department has received notification from the U. S. Department of Housing and Urban Development of an additional $20,000 in Partnership Initiative Funds for the specific purpose of "obtaining services or conduct activities inside and outside of the agency that affirmatively furthers the implementation and scope of the Agency's fair housing law". This budget amendment provides for the receipt of these additional funds (See Attachment 1, column #6). FINANCIAL IMPACT: Financial impacts are included in the background information above. RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners approve the attached budget ordinance and grant project ordinance amendments. Attachment 1. Section 1.The project authorized is the Community Health Advocacy Program (CHAP) as awarded to the Orange County Health Department by the Kellogg Foundation. The purpose of this four-year grant is to improve the health of minority,populations in targeted communities. Section 2.The officers of the County are hereby directed to proceed with the grant project within the grant document and the rules and regulations of the Kellogg Foundation. Section 3.The following revenue is anticipated to be available to complete this project: 1993-94 Grant Funds - CHAP $93,884 1994-95 Grant Funds - CHAP $93,626 1995-96 Grant Funds- CHAP $82,160 1996-97 Grant Funds- CHAP $33,750 1997-98 Grant Funds- CHAP $11,250 1998-99 Grant Funds- Community Health Initiative $30,028 1999-00 Grant Funds -Community Health Initiative $20,463 2000-01 Grant Funds - Community Health Initiative $46,717 2001-02 Grant Funds-Community Health Initiative $49,056 2002-03 Grant Funds - Community Health Initiative _ $46,575 Total CHAP Grant Funds $560,329 Section 4.The following amount is appropriated for this project: Human Services- Community Based Public Health Initiative $560,329 Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient specific detailed accounting records to provide the accounting to the grantor agency required by the grant agreement and federal and state regulations. Section 6. Funds may be advanced from the General Fund for the purpose of making payments due. Reimbursement requests should be made to the grantor agency in an orderly and timely manner. Section 7. Copies of this grant project ordinance shall be made available to the finance officer for direction in carrying out this project. 5 Section 8. Positions authorized through this grant project include: 0.5 Full-Time Equivalent Office Assistant position. This position is authorized for a period of no longer than four years from the original grant date. Subsequent funding in future years is contingent upon the availability of grant funds. Section 9. This ordinance, originally adopted December 21, 1993, is effective through June 30, 2003. Adopted this 17th day of September 2002.
