BACKGROUND: Orange County purchased 193 acres in June 2001 for a large, multi-use park and multiple schools sites. On June 27, 2002, the BOCC appointed a Chapel Hill Township Park and Educational Campus (CHATPEC) Master Plan Work Group. The Work Group is expected to begin work on September 30 and to develop a concept plan by June 30, 2003. In order to design and layout the park/school infrastructure and facilities, the County needs the property surveyed to provide the topographic mapping (one-foot contours) and location data (structures, streams, specimen trees) necessary for site design. Orange County solicited proposals from five local surveyors and received five responses. Selection criteria included, but were not limited to, the quality of the proposal, technical capabilities, and previous experience in performing survey work for the County. The selection committee chose Mary E. Ayers, PLS to perform the needed services for an estimated cost of $37,100. County policy requires Board approval for expenditures with licensed professionals, specifically architects, engineers and surveyors. FINANCIAL IMPACT: The projected cost of the survey is $37,100. Funding exists in the current budget, via appropriation from November 2001 bonds, for this project. RECOMMENDATION(S): The Manager recommends that the Board authorize ERCD to work with the Purchasing Director in executing a contract with Mary E. These factors obviously make the field work more difficult and expensive,especially If the survey needs to be done prior to early November,when the leaves begin to Fall.Therefore I am giving you two prices per acre,depending on when the work would Be scheduled. My rates per hour are still$70.00 for field&$65.00 per my time in the office. Typically I find that a wooded acre takes about 2.5 field hours($175.00)and 1.0 office Hours($240.00)which I round up m$250.00 when I estimate.For an open area,I Use a figure of$150.00 per acre.i have used a ball park of 30 acres for the open area. On many days the field work and office work may occur simultaneously, but[ Would need a minimum of 3 months to complete the entire project.
