BACKGROUND: Orange County owns a 63-acre property known as the McGowan Creek Preserve. The County purchased the property from Duke University in March 2000 for watershed protection and limited public use. The County is preparing for construction of facilities approved earlier by the BOCC — an entrance driveway from US 70, small gravel parking area, picnic tables and a toilet facility. Pedestrian trails on the property will be constructed with volunteers. Staff is working with NCDOT on a number of roadway ingress and egress issues including a proposed turnaround lane for drivers.heading east on US 70, and is awaiting their response. To design the site, a small portion of the property (about four acres) needs to be surveyed to provide pavement and drainage information for the layout of the new turn lane(s) on US 70, and to provide topography mapping (one-foot contours) and location data necessary to layout the internal parking area. Following the survey, a final site plan will be prepared by the Open Space Design Specialist and County Engineer for the Board's approval. Orange County solicited proposals from five local surveyors and received four responses. Selection criteria included, but were not limited to, the quality of the proposal, technical capabilities, and previous experience in performing survey work for the County. The selection committee chose Landmark Surveying, Inc. to perform the needed services at an estimated cost of$2,400. County policy requires Board approval for expenditures with licensed professionals, specifically architects, engineers and surveyors. IV 2 FINANCIAL IMPACT: The anticipated cost of the survey is $2,400. Funds will come equally from the payment-in-lieu funds for Cheeks/Hillsborough District and from remaining 1997 parks bonds. The total projected cost of the project, as per the previously approved plan, is estimated at $60,000, to be funded from the same existing sources. Landmark will provide six paper prints of the survey to Orange County ERCD, as well as an AutoCad file compatible with AutoCad 2000. Landmark Surveying, Inc. fee for this survey will be$2,400.00.
