PURPOSE: To consider approving an agreement between UNC Hospitals and the Health
Department for funds to support the Healthy Carolinians Coordinator.
BACKGROUND: The Healthy Carolinians of Orange County process began work in 1995 with
an extensive community assessment. The County, the UNC School of Public Health, and the
UNC Hospitals were all contributing financial partners in this initial effort. The Board of
Commissioners authorized the creation of the Healthy Carolinians Coordinator position during
the FY 1999-2000 budget deliberations as a Health Department position and agreed to
supports the position and expenses at a 50% level. This authorization was contingent upon the
ability.of the Health Department to secure funds for the remaining 50% of the cost of the
position. The position was first filled in June of 2000 with the following combination of funds:
50% from the County; $10,000 from the State of North Carolina; and $11,122 from the
University of North Carolina. The state funds and the funds from UNC comprised 50% of the
salary and benefits for the position. Recruitment for the original position took six months and
the position was vacant for five months in 2001 —from July 2001 until November 2001. Since
the funds from UNC were deposited to the grant account, the funds that would have been
expended for salary during those time periods remained in the grant account and can be used
this year to fund a portion of the salary for the position.
For this fiscal year, the salary and benefits for the position total $45,904 and are being funded
by the following sources: $10,000 funds from the state; $5,000 from UNC Hospitals; and $7,821
from the previous years' unexpended balance in the account (the unexpended balance for
salary totals $10,195). UNC Hospitals is a new funding source this year, although they have
been a partner in the Orange County Healthy Carolinians effort since its inception in 1995 and
have funded a number of activities related to the effort. Approval of agreement allows the
County to accept the funds from UNC Hospitals.

FINANCIAL IMPACT: The agreement will allow for partial support of the Healthy Carolinians
Coordinator position for the current fiscal year. The position's salary and benefits of$45,904
are supported by$23,084 from the County; $10,000 from the state; $5,000 from UNC Hospitals
$5,000; and $7,821 from the unexpended balance through previous position vacancy periods.
RECOMMENDATION(S): The Manager recommends that the Board approve the agreement
and authorize the Chair to sign.

AGREEMENT BETWEEN
THE UNIVERSITY OF NORTH CAROLINA HOSPITALS
AND
THE ORANGE COUNTY HEALTH DEPARTMENT
FOR ORANGE COUNTY HEALTHY CAROLINIANS
THIS AGREEMENT,made effective July 1,2002 by and between The University of
North Carolina Hospitals,hereinafter referred to as"UNC Hospitals,"and The Healthy
Carolinians of Orange County a program managed by the Orange County Health Department as
part of the County of Orange,hereinafter referred to as "Healthy Carolinians."
WITNESSETH:
WHEREAS,Healthy Carolinians seeks financial support for the Healthy Carolinians
Coordinator position.
WHEREAS,UNC Hospitals desires to provide funds to the Orange County Health
Department for the sole purpose of supporting the Coordinator position for Healthy Carolinians
under the terms and conditions set forth in this Agreement and consistent with its mission in
providing community service.
NOW, THEREFORE,in consideration of the premises and of the following mutual
promises, covenants, and conditions, the parties agree as follows:
1. Healthy Carolinians Coordinator performs the following activities in an effort to
improve the health status of Orange County residents:
A. Staff Healthy Carolinians Council of Orange County,including quarterly
meetings and meeting regularly with Executive Committee.
B. Assist committees (Advocates for Children, Voices for Healthy Adolescent
Choices,Healthy Choices, Community Voices)in planning,implementation, and evaluation of
activities.
C. Provide health data analysis.
D. Provide grant writing to support community health activities.
E. Provide media facilitation and public education for annual events and special
events.
F. Represent Healthy Carolinians on appropriate committees and other
partnerships.
G. Work with other initiatives in the county to facilitate communication,
coordination of efforts and efficient use of county resources.

2. UNC Hospitals agrees to provide financial support for the Healthy Carolinians
coordinator in an amount not to exceed$5,000,payable within thirty(30) days of UNC
Hospitals' receipt of an invoice from the Orange County Health Department.
3. This Agreement shall become effective on July 1, 2002 and continue in effect through
June 30, 2003.
4. This Agreement contains the entire understanding of the parties and shall not be
altered, amended or modified, except by an agreement in writing, executed by the duly
authorized officials of both parties.
5. The laws of the State of North Carolina shall govern the validity and interpretation of
the provisions,terms, and conditions of this Agreement.
