PURPOSE: To consider petitions to add twelve roads in Orange County subdivisions to the State-maintained Secondary Road System. BACKGROUND: Spring Lily Lane. Larkspur Lane, Grayson Place: Residents on Spring Lily Lane (11 homes), Larkspur Lane (9 homes) and Grayson Place (4 homes) in Fox Hill Farms Subdivision have petitioned the North Carolina Department of Transportation (NCDOT) to accept maintenance responsibilities for those roads. Spring Lily Lane, which provides access for Larkspur Lane and Grayson Place, is located off the west side of Miller Road in Hillsborough Township. The roads were platted in Phase I of Fox Hill Farms Subdivision, approved by the Orange County Board of Commissioners in December 1994. Meadow Field Drive, Frazier Ridae Lane, Prairie Court: Residents of Meadow Field Drive (12 homes), Frazier Ridge Lane (10 homes) and Prairie Court (4 homes), in Fieldview Subdivision, have petitioned NCDOT to accept maintenance responsibilities for those roads. Fieldview Subdivision, approved by the Orange County Board of Commissioners in June 1998, is located off Frazier Road (SR 1342), Cheeks Township. Phases 1 through 3 of Fieldview Subdivision are located on the west side of Frazier Road; Phases 4 through 7 are located on the east side of Frazier Road. Meadow Field Drive, Frazier Ridge Lane and Prairie Court were constructed in Phases 4—7. Churton Grove Boulevard. Dunn Place, McRae Place, Foreman Street, Patrick Henry Lane, James Madison Place: Residents of Churton Grove Boulevard (major through road, 1 home), Dunn Place (6 homes), McRae Place (7 homes), Foreman Street (10 homes), Patrick Henry Lane (14 homes), and James Madison Place (7 homes) have petitioned NCDOT to accept those roads into the State Secondary Road Maintenance Program. The roads are located in Churton Grove planned development, Phase I, located on the north side of St. Mary's Road in Hillsborough and Eno Townships. Churton Grove was approved by the Board of County Commissioners in May 1986 and the Special Use Permit became active in March 1998. 2 NCDOT has investigated these requests (please refer to attached Secondary Road Addition Reports) and has submitted the petitions to the Board of Commissioners for its review and approval. The Board must take an administrative action to approve the petitions to NCDOT in order for NCDOT to accept the roads into the State Maintenance Program. FINANCIAL IMPACT: There is no direct financial impact associated with this decision item. RECOMMENDATION(S): The Administration recommends that the Board approve the requests to add the above named roads to the State Secondary Road Maintenance Program.
