PURPOSE: To consider providing a letter of support for Trading Path Preservation
Association (TPPA)for an upcoming grant application.
BACKGROUND: The Trading Path Preservation Association is a non-profit 501 (C)(3), tax
exempt corporation located in Hillsborough. The Association lists as its purpose "to
preserve, promote and study the historic Trading Path of the Southeastern Piedmont." The
Trading Path linked the James River area in Virginia to the Waxhaws, Catawba and
Cherokee tribes of the Carolinas in pre-colonial days, and was utilized during the colonial era
as well.
The CEO of TPPA, Tom Magnuson, has requested that the BOCC provide a letter of
endorsement for a TPAA grant request to the Z. Smith Reynolds Foundation. The grant
would be used to support operational expenses of the corporation, which sponsors hikes and
works to promote preservation of the former trading path.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): The Manager recommends that the Board authorize a letter of
support to be written and signed by the Chair on behalf of the Board.

Type of grant: General operations money for three years.
Amount of grant: Five hundred thousand dollars ($500K)
Rationale, This is a venture capital grant intended to provide operating funds
while the TPPA builds its revenue streams. The amount requested is based on
an estimated cost of$100KIburdened person-year. A"burdened"year includes
all costs of employment, e.g., salary, office space, travel, phone etc. We
estimate that it will take three people up to three years to make the TPPA
solvent. An increasing share of operating costs will be absorbed by the
organization over the period of the grant.
Deliverable: A solvent culturally and socially productive enterprise.
