PURPOSE: To consider a resolution regarding transportation issues related to the Villages at
Meadowview.
BACKGROUND: Last year, Orange County Planning staff provided courtesy review comments to
the Town. More recently, the project has returned from a review and process hiatus whereby an
opportunity exists to further accent the importance of previous comments regarding the Eno
Mountain Road/Mayo Street realignment plan. The proposed Villages at Meadowview
development in Hillsborough's jurisdiction has transportation implications for Orange Grove Road.
The property is located at the intersection of Orange Grove Road and Eno Mountain Road and
involves 33.52 acres. Most of the property is located in the northwest quadrant of the intersection,
but there is also a smaller portion at the northeast corner of the intersection.
This area has been the focus of much study and discussion in recent years with the Orange Grove
Road Task Force and NC Moving Ahead!. While Orange County Planning Staff has provided
courtesy review comments to Hillsborough staff, it is felt that a resolution from the BOCC will
underscore critical transportation issues that need to be considered as the development approval
process proceeds. The resolution notes the important aspects of transportation issues and the
proposal.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION: The Administration recommends approval of the proposed resolution and
transmittal to the Hillsborough Town Board of Commissioners and Town Manager.

A RESOLUTION TO REQUIRE DEVELOPERS OF THE VILLAGES AT
MEADOWVIEW TO DEDICATE RIGHT-OF-WAY AND PROVIDE FUNDS FOR A
PORTION OF THE FUTURE CONSTRUCTION OF THE REALIGNMENT OF ENO
MOUNTAIN ROAD SO THAT IT ALIGNS WITH MAYO STREET AT THEIR
INTERSECTION WITH ORANGE GROVE ROAD
WHEREAS, Orange County supports development and maintenance of an efficient
transportation network that provides access between neighborhoods and the goods and
services demanded by County residents; and
WHEREAS, Orange County actively participates in cooperative planning with the Town
of Hillsborough to coordinate development in areas of common interest in and around
the Town's Extraterritorial Planning Jurisdiction; and
WHEREAS, Orange County and the Town of Hillsborough have worked together to
establish common planning guidelines in the Hillsborough Area Economic Development
District that include consideration of needed transportation improvements; and
WHEREAS, Orange County recognized the need for alternative north-south routes
through/around the Town of Hillsborough to alleviate traffic and congestion on Churton
Street and the associated detriment to the Hillsborough Historic District; and
WHEREAS, Orange County and the Town of Hillsborough have submitted coordinated
Transportation Improvement Program Priority Lists to the Durham-Chapel Hill-Carrboro
Metropolitan Planning Organization and the North Carolina Department of
Transportation that include the Elizabeth Brady Road Extension as an eastern route
around downtown Hillsborough to reduce traffic and congestion on Churton Street; and
WHEREAS, Orange County and the Town of Hillsborough have cooperated in
developing the Orange Grove Road Access Management Awareness Project and
Report and have endorsed recommendations to manage transportation in the Orange
Grove Road corridor; and
WHEREAS, North Carolina Department of Transportation has recognized the need for
access management improvements in the Orange Grove Road corridor through
participation in the Joint Orange Grove Road Transportation Work Group and funding
improvements to Orange Grove Road with NC Moving Ahead! funds; and
WHEREAS, that the Orange Grove Road Access Management Awareness Project and
Report, Phase II Orange County Case Study, III. Road Connectivity, recommends that
"the Town pursue the realignment of Eno Mountain Road to align with the intersection of
Mayo Street at Orange Grove Road to resolve traffic conflicts caused by the close
proximity of the intersections of two urban major thoroughfares with another major
urban thoroughfare", and

WHEREAS, Orange County recognizes that realignment of Eno Mountain Road to align
with Mayo Street at its intersection with Orange Grove Road is a needed improvement
to address safety concerns and also has the potential, in coordination with potential
future road improvements, to provide an alternative north-south route through western
Hillsborough without a new crossing of the Eno River;
NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of
Commissioners that the Town of Hillsborough should require the developers of the
Villages At Meadowview to dedicate right-of-way and provide funds for a portion of the
future construction of the realignment of Eno Mountain Road to align with the
intersection of Mayo Street at Orange Grove Road.

PROJECT: VILLAGES AT MEADOWVIEW
A. GENERAL INFORMATION
1) Jurisdiction Hillsborough
2) Annexation Applicant has indicated their desire to be annexed into the Town limits
Proposed and Hillsborough staff is currently preparing a financial analysis of the
proposal.
3) Applicant: Tri-Star Development
4) Description of Rezoning/Special Use Permit request from Tri-Star Development to rezone
Proposal: 33.52 acres on the northwest corner of Orange Grove Road and Eno
Mountain Road from R-20 to Mixed Residential Special Use. A small portion
of the property is located on the northeast corner of Orange Grove Road and
Eno Mountain Road to Mixed Residential Special Use. District requires
submittal of development plan along with this rezoning. Proposed plan shows
48 condos, 30 patio homes, 192 apartments, an assisted living facility, a
community center and related services.

B. APPROVAL PROCESS
1) Approval By Hillsborough Town Board with recommendation from Town Planning
Board
2) Summary of Public Hearings are held to discuss the merits of the application and,
Process before the Board votes to approve, deny or approve with conditions,
public comments are heard.
C. TRANSPORTATION ISSUES
1) Access Access to the site is from Eno Mountain Road and Orange Grove Road.
Right and left hand turn lanes are proposed at the Orange Grove
Road entrance.
2) Connectivity Issues Project is not designed in such a way as to provide future connectivity to
any future or existing developments.
3) Pedestrian/Bike Pedestrian paths are located throughout the proposal, primarily at the
Improvements perimeter of the site
4) Traffic Impact Study: Yes
5) Public Transportation Applicant proposes to use private transportation for this development
Opportunities in lieu of public transportation. Provisions should be made for
residents to have access to public transportation.

6) Comments a) Based upon initial courtesy review comment OC staff provided earlier in
the processing of this application, sidewalks have been included along
Orange Grove Road.
b) Right-of-way dedication to achieve ultimate width of Orange Grove
Road, consistent with the Orange Grove Road Study is recommended.
c) Dedication or reservation of the proposed Mayo Street/Eno Mountain
Road future realignment. This is an excellent opportunity to address an
existing poor traffic circulation pattern and provide for one intersection
that would be appropriate for the installation of a traffic light. This
would provide an alternative north/south route to alleviate existing
congestion along Churton Street (NC 86).
D. ENVIRONMENTAL ISSUES

3) Analysis/Comments Open space will provide on-site private recreational opportunities for the
residents and exceed the minimum open space required by the Town
(145,997 sq. ft). The applicant also proposes a variety of private
recreation for the residents including hobby/crafts, exercise programs,
etc.

Management Plan County Soil and Erosion Control Division. Erosion Control staff has
