BOARD OF COMMISSIONERS
November 7, 1966
The Board of Commissioners for the County of Orange, North Carolina; met in
regular session at the County Courthouse in Hillsborough, North Caroline, the
regular place of meeting, at 10:00 o'clock A.M., November 7, 1966.
Present: Chairman Harvey D. Bennett, and Commissioners Gordon B. Cleveland,
William C. Ray, Carl M. Smith and Henry S. Walker.
Absent: None
Commissioner Cleveland introduced the following order which was read:
ORDER REPEALING A BOND ORDER INTRODUCED
AND PASSED ON FIRST READING ON OCTOBER
17, 1966 ENTITLED: "ORDER AUTHORIZING.
$3;000,000 SCHOOL BUILDING BONDS"
HE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of Orange
Section 1. That the bond order introduced and passed on first reading by this
Board on October 17, 1966 entitled: ORDER AUTHORIZING $3,000,000 SCHOOL BUILDING
BONDS" be and the some is hereby repealed.
Section 2. That this order sball•take effect immediately upon its passage.
Upon motion of Commissioner Cleveland, seconded by Commissioner Welker, the
foregoing order entitled: "ORDER REPEALING A BOND ORDER INTRODUCED AND PASSED ON
FIRST READING ON OCTOBER 17, 1966 ENTITLED: "ORDER AUTHORIZING $3,000,000 SCHOOL
BUILDING.BONDS" was passed by the following vote:
Ayes: Commissioners Harvey D. Bennett, Gordon B. Cleveland, William C. Ray,
Carl M. Smith and Henry S. Walker.
Noes: None
Commissioner Walker introduced the following resolution which was read:
RESOLUTION REPEALING A RESOLUTION ENTITLED
"RESOLUTION PROVIDING FOR .'THE SUBMISSION
OF TWO BOND ORDERS TO THE VOTERS ON NOVEMBER
8, 1966".
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. The resolution passed by the Board of Commissioners for the County
of Orange on October 3, 1966 entitled "RESOLUTION PROVIDING FOR THE SUBMISSION OF TW
BOND ORDERS TO THE VOTERS ON NOVEMBER 8, 1966" be and the same is hereby repealed.
Section 2. This resolution shall take effect immediately upon its passage.
Thereupon, upon motion of Commissioner Walker, seconded by Commissioner Smith,
the foregoing resolution entitled: "RESOLUTION REPEALING A RESOLUTION ENTITLED
'RESOLUTION PROVIDING FOR THE SUBMISSION OF TWO BOND ORDERS TO THE VOTERS ON
NOVEMBER 8, 1966111 was passed by the following vote:
Ayes: Commissioners Harvey D. Bennett, Gordon B. Cleveland, William C. Ray,
Carl M. Smith and Henry S. Walker.
Noes. None
Thereupon Commissioner Cleveland introduced the following resolution which was
read:
RESOLUTION CALLING A SPECIAL BOND ELECTION
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. A special bond election is hereby called to be held on Tuesday,
December 13, 1966, between 6:30 A.M. and 6:30 P. M., Eastern Standard Time, at
which there shall be submitted to the qualified voters of Orange County the followin
questions:
1. Shall an order finally passed on October 3, 1966, authorizing the County of
Orange, North Carolina, to contract a debt, in addition to any and all othe
debt which said County may now or hereafter have power or authority to
contract, and in evidence thereof to issue Water Bonds in an aggregate
principal amount not exceeding $560,000 for the purpose of providing funds,
with any other available funds, for the construction of a waterworks
system in Orange County, including the construction of a dam and water
storage facilities, the installation of mains and lines, and the acquisitio
of necessary land and rights of way, and authorizing the levy and collectio
of a sufficient tax for the payment of the principal of and the interest on
said bonds, be approved?
2. Shall an order finally passed on October 3, 1966, authorizing the County
of Orange, North Carolina, to contract a debt, in addition to any and all
other debt which said County may now or hereafter have power or authority
to contract, and in evidence thereof to issue Sanitary Sewer Bonds in an
aggregage principal amount not exceeding $90,000 for the purpose of providin
funds, with any other available funds, for the construction of a sanitary
sewer system in Orange County, including the acquisition of necessary land
and rights of way, and authorizing the levy and collection of a sufficient
tax for the payment of the principal of and the interest on said bonds, be
approved?
. Section 2. For said bond election the regular registration books for
elections in said County shall be used and such books shall be open for the
registration of voters not theretofore registered from 9 A.M. until sunset on each
day, beginning Saturday, November 19, 1966 and closing Saturday, December 3, 1966.
On each Saturday during such registration period such books shall be open at the
polling places. Saturday, December 10, 1966, shall be Challenge Day.
Qualified voters who registered in the new registration held for the
general election of November 8, 1966 and have not moved their residence from one
precinct to another are registered for the special bond election. Qualified voters
who are not certain whether they are registered should contact the County Board of
Elections at the office of said Board in Hillsborough.
Section 3. The Register of Deeds and ex officio Clerk of the Board of
Commissioners shall cause a notice to be published in The News of Orange County at
least thirty days before the election, and thereafter three times before the election
at intervals of at least one week between publications, reading substantially as
follows:

COUNTY OF ORANGE, NORTH CAROLINA
A special bond election will be held throughout Orange County between 6:30
A.M. and 6:30 P.M., Eastern Standard Time, on Tuesday, December 13, 1966, at which
there will be submitted to the qualified voters of said County the following

Each of the questions hereinabove set forth contains a statement of the
purpose for which the bonds are authorized by the order referred to in said question.
If said bonds are issued a tax will be levied for the payment of the
principal and interest thereof on all taxable property in Orange County.
For said election the regular registration books for elections in said
County will be used and such books will be open for the registration of voters, not
theretofore registered, from 9 A.M. until sunset on each day beginning Saturday,
November 19, 1966 and closing Saturday, December 3, 1966. On each Saturday during
such registration period said books will be open at the polling places. Saturday,
December 10, 1966, is Challenge Day.
Qualified voters who registered-in the new registration held for the
general election of November 8, 1966 and have not moved their residence from one
precinct to another are registered for the special bond election. Qualified voters
who are not certain whether they are registered should contact the County Board of
Elections at the office of said Board in Hillsborough.

Section 4. The location of the precincts and polling places and the
names of the registrars and judges set forth in the foregoing form of election
notice are the precincts and polling.places fixed by, and the registrars and
judges appointed by, the County Board of Elections of Orange County, and such
precincts and polling places and such registrars and judges shall be the precincts,
polling places and the-registrars and judges for said election.
Section 5. The form of the.ballot to be used at said election shall be
substantially as follows:

Section 6. The Register of Deeds and ex officio Clerk of the Board of
Commissioners is hereby directed to certify immediately a copy of this resolution
to said County Board of Elections of Orange County.
Thereupon, upon motion of Commissioner Cleveland, seconded by Commissioner
Walker, the foregoing resolution entitled: "RESOLUTION CALLING A SPECIAL BOND
ELECTION" was passed by the following vote:
Ayes: Commissioners Harvey A. Bennett, Gordon B. Cleveland, Carl M.
Smith and Henry S. Walker. Commissioner William C. Ray abstained from voting.
Noes: None
Discussion ensued concerning the number of right of way problems being
encountered by the State Highway Commission in Orange County. It was noted that
within the last few months four roads which had been programmed under the 1966-
1967 allocation would not be completed, as the State Highway Commission had advised
the Board that the money for these projects were being withdrawn. The Clerk was
instructed to make inquiry of the State Highway Commission as to the disposition of
the unused allocated funds..
Commissioner Ray informed the Board of his meeting with the Caswell County
Board of Commissioners and State Highway representatives. This meeting was held
for the purpose of discussing highway #86 North and was attended by Commissioner
Ray at-the request of the Caswell County Board of Commissioners. It was agreed that
Orange County would endorse the proposal of the Caswell County Board in requesting
that immediate consideration be given to the improvement of highway #86.
Upon motion of Commissioner Ray, seconded by Commissioner Smith,
Chairman Bennett was authorized to sign the following Aid to the Blind Grants-
AID TO THE BLIND AGENDA

The Clerk was authorized to forward road petition #1355 to the State
Highway Commission.
Jefferson Strickland, Community Coordinator, appeared before the Board to
discuss plans relative to his agency's programs in the county.
The County Administrator presented bids for five automobiles to be used by
the Sheriff's department. Bids were received from Beck Chevrolet Company, Ray Motor
Company, and Yates Motor Company.
Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, Ray
Motor Company was allocated the bid for the five automobiles at a cost to Orange
County of $6,047.00.
There being no further business to come before the Board said meeting was
adjourned to meet again on Friday, November 18, 1966.
