BACKGROUND: The Board of County Commissioners has received a request from EI Centro Latino to become a sponsor for the event, "Many Cultures, One Race" (10K road race, 1 mile walk/run and children's track) to be held at the McDougle School in Carrboro on Saturday, September 20~'. The race/walk has traditionally been a very popular activity associated with the annual "La Fiesta" celebration hosted on the campus of Chapel Hill High School. Last year there were over 1,000 participants and a total of $15,000 was raised for Youth Leadership Development Programs for EI Pueblo and EI Centro Latino. "La Fiesta" itself has been a partnership project of EI Centro Latino and del Pueblo, a sister organization based in Wake County. However, due to space considerations (the success of the festival caused them to outgrow the location), del Pueblo had to make a decision last winter to move the principal location of "La Fiesta" from Chapel Hill to the State Fairgrounds in Raleigh. It was agreed then by the two organizations that they would retain "Many Cultures, One Race", under the immediate direction of EI Centro, as a standalone event in Carrboro. EI Centro has hopes in the future of being able to transform the race/walk from a single activity into the anchor event of a "La Fiesta" style celebration encompassing all of Orange County, with activities in venues beyond Carrboro. However, in this year of transition, no funding request was made of Orange County government during the normal course of the County's budget process by either nonprofit organization for race/walk sponsorship. Del Pueblo made no funding application to Orange County at all this year. EI Centro requested funding in the amount of $25,000 and received funding of $20,000, the same level as the year before, to provide solely for home and center based family support services and culturally appropriate case management. Therefore, the sponsorship request is a new funding request presented for the Board's formal consideration. Race sponsors are typically lined up in the summer months preceding the event and the request to the County came in mid-July (in writing) and on August 19 (in person at the first BOCC meeting following the summer break). Sponsors already identified include UNC Hospitals, Carol Woods, and Fox 50. Chapel Hill-Carrboro City Schools sponsors the race/walk by providing the McDougle School in kind as the location. FINANCIAL IMPACT: The Budget staff has examined the request and has proposed as a first option covering the $5,000 request from monies already appropriated within the "Culture and Recreation" function of the General Fund budget. Additional options would be from within the Economic Development budget associated with the 250th celebration (in that the race/walk can be seen as a complementary event), or from the human services safety net reserve. RECOMMENDATION(S): The Manager recommends that the Board ratify staff plans to make a $5,000 payment to EI Centro Latino to sponsor the race/walk from appropriations already in place in the "Culture and Recreation" function of the 2003-04 operating budget. If the Board wishes to pursue a different course of action, the Manager recommends that the Board provide appropriate direction to staff. July 14, 2003 Dear Barry and Orange County Commissioners, Familial del Pueblo Road Race requests a contribution from Orange County for the 2003. Last year's race was an enormous success with over 1,000 runners, walkers, volunteers and sponsors involved with $15,000 raised for the Youth Leadership Development Program of El Pueblo and El Centro Latino. We at El Centro Latino were dismayed to have La Fiesta move to Raleigh, but did want to keep the Road Race alive and in Orange County. We are aspiring to have the road race be the anchor event and in the future we will add other activities to it to make it the Orange County Latino Festival. For example, this year we will have 100 flags from many countries to enhance the tag line Many Culture, One Race. We will again have an Opening Ceremonies where parents and children alike parade around the track with the flags to marching music. We will also have live music playing throughout the morning. The children's activities will again include track races and several pinatas. Last year's favorite picture was a little Chinese child swinging away at the pinata! Again the proceeds will go to identify and support EI Centro Latino, anot-for-profit organization, located in Cairboro, committed to improving the quality of life for Latinos in and around Orange County, North Carolina. They provide social and educational services and opportunities. They accomplish this through dedicated staff, volunteers, members, and allied organizations. Proceeds will also help El Pueblo's Youth Leadership Development Program for emerging and established leaders between the ages of 13-25 who are committed to develop their knowledge, skills and experiences to become productive North Carolinians and effective advocates for their communities. T'he Chapel Hill Carrboro City Schools will again act as a sponsor in that they will waive all fees for McDougle School. We are approaching the town of Carrboro for a contribution to help offset the police and public works' cost. We are requesting $5,000 from the Orange County. If a decision could be made by July 22, then we can list you on our poster (1,000) and in the 88,000 inserts that are being printed by The Herald Sun. There will be 10 other Ads where Orange County also will be listed in the months of August and September. You will also be listed on all volunteer and runner's T-shirts, which is an August 1 S` deadline. Join us as we work together to bring an unique our slogan to life; "Many Cultures, One Race!"
