PURPOSE: To receive and discuss a report prepared by staff regarding the implications of a
potential merger of the Orange County Schools and Chapel Hill-Carrboro City Schools.
BACKGROUND: In accordance with a Board of Commissioner goal for calendar year 2003,
staff have completed an analysis of potential financial, organizational, and legal implications
that might arise from the possible merger of the County's two school systems. Factual
information regarding these aspects of a potential merger are compiled in the basic report and
its appendices, transmitted under separate cover.
As the report is being presented in a work session setting, it is anticipated that this agenda item
will be addressed through staff presentation, Commissioner questions with answers from staff,
and Commissioner comments and requests for follow up information. There is no provision for
public input at this particular meeting. However, public hearings on the topic of potential school
merger have been established by the BOCC for October 16 and 23, 2003. Further, copies of
the basic report, its appendices, and related school merger background materials can be
reviewed online at the Orange County website. (www.co.orange.nc.us).
FINANCIAL IMPACT: As noted in the staff report.
RECOMMENDATION(S): The Manager recommends that the Board receive and discuss the
report and provide appropriate direction to staff.
