PURPOSE: To consider making one appointment to the Orange County Human Relations
Commission (HRC).
BACKGROUND: There are six vacancies on the HRC. The Membership Committee of the
HRC met during the summer to review the available applications, and has made one
recommendation for appointment at this time. Since then, more applications have been
received and the Membership Committee continues to review them. Other recommendations
are forthcoming.
At this time, Ms. Beverly Payne -Betts, 517 Latimer Street, Hillsborough, N.C., has been
recommended to fill a Town of Hillsborough seat.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider appointing Ms. Beverly Payne -Betts to the Human
Relations Commission to a Town of Hillsborough seat, for a first full term to expire June 30,
2006.

WORK EXPERIENCE: 1989 - Present Employed by UNC -CH. Work with the National Early Childhood Technical
Assistance Center (NECTAC), which is Federally funded and the North Carolina Technical Assistant Project (NCTAP).
As a Processing Assistant I perform such duties as, data entry, make overheads using PowerPoint, manage several
listservs, file, answer phones, manage the caring events for NECTAC, designed and update the "North Carolina Preschol
Services for Children with Disabilities: A Profile of Local Educational Agency Programs and Practices" annually. Fill -out
travel forms for reimbursements for supervisors, and consultants, fill out purchase and payment request. Purchase all
supplies needed for the NC grant, make arrangements to facilitate the Annual Preschool Coordinators meeting, make
copies, stuff packets, perform mailouts for both projects. In fact I travel with both projects to help facilitate off -site
meetings. Am responsible for the NECTAC Organizational Chart using PageMaker, use Illistrator to make mapes for the
Profile. 1975 -1986 Worked at Hillsborough Textiles also known as Falk, Fiber and Fabrics and Saratoga Mills. My title
was Production Clerk where typed Dye Orders, and added the production once the orders were filled. Moved up to
Technical Assistant where I de- knitted fabrics to copy the design to make for out plant to knit. I also answered phones,
made copies, and filed. Twice a year we had to take inventory.
VOLUNTEER EXPERIENCE: Early 1990s I was a "Big Sister" for Volunteers for Youth in Carrboro. Mid 1990 I set on
the Occaneechee Mountain Board in Hillsboroug In high school I was a 4 -H Leader In high school for extra credits and as
an elective class I volunteered and worked for Mrs. McAdoo at CW Stanford Jr. High with the special needs class.
EDUCATIONAL EXPERIENCE: 1973 Graduated from Orange High School 1974 Graduated from Kings College Have
taken several hands -on computer courses here on campus including Americal Sign Language

wildlife rehabilitator of over 12 years; was a fill -in at the volunteer program in hospital.
EDUCATIONAL EXPERIENCE: BA in English Literature; MA in Elementary Education (K -8)
with a minor in English Literature, 75 credits over masters in various courses dealing with
functioning of people, problems and growth in children through the teen years, relationships.
OTHER COMMENTS: I am now retired and have what I call a mini farm. Having come from a
very populated area as New York, experiencing my youth on my grandfather's farm, I want to see
preservation rather than destruction to a very important way of life. I am also very concerned with
women's place in our society, abilities to cope and human relations.

COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines for
advisory boards and commissions as adopted by the Orange County Board of Commissioners.
• Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an interest which reasonably might
appear to be in conflict with the concept of fairness in dealing with public business. A conflict of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideration. Any member who violates this
provision may be subject to removal from the board or commission.
If an advisory board or commission member believes he /she has a conflict or potential conflict of
interest on a particular Issue, then that member should state this belief to the other members of
his/her respective advisory board or commission during the board or commission's public meeting.
The member should state the nature of the conflict, detailing that he /she has a separate, private, or
monetary interest, either direct or indirect, in the issue or transaction under consideration. The
member should then excuse himself /herself from considering and voting on the matter. In cases
where an advisory board or commission member declares a conflict or potential conflict of interest,
the member shall excuse himself /herself from the board table/voting area until all discussion,
consideration, and voting is completed on the matter in question.
• Any advisory board or commission member having questions or needing assistance regarding the
interpretation of these ethics guidelines or other conflict of interest matters should contact the
administrative staff for the respective board or commission. Staff will assist the member with
questions and interpretations and may provide a recommendation on whether or not the advisory
board or commission member should excuse himself /herself from voting. The member may request
that the staff respond in writing. Staff may contact the County Manager for any additional assistance.
