PURPOSE: To award one housing rehabilitation contract for the HOME and three contracts for
the CDBG Housing Rehabilitation Program respectively.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the County's Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on May 22 and 28, 2002 and June 17
and 24, 2002. Bid results are attached. Three bids were received for each potential contract
with Taylor Home Improvement Company, Triple J Construction Company, William Long
Construction Company, submitting the lowest bid respectively.
FINANCIAL IMPACT: The HOME and CDBG Programs provide total funding for the contracts.
RECOMMENDATION(S): The Manager recommends awarding the following housing .

EXTERIOR:
1. Prepare the soffitt, fascia, trim, windows, doors, awnings and porch ceiling for
paint.Paint those surfaces with at least two coats of exterior semigloss latex paint.
Remove all rust from the wrought iron front porch columns.Prime and paint.
Paint to cover all surfaces completely,
2. Install wrought iron handrails on the rear porch and steps.
3. Install one replacement foundation vent.
4. Install soffitt vents every eight feet in the front and rear soffitt.
5. Install four storm windows on the living room windows.
ROOF:
1. Remove the porch and front section of the living room roof covering to the
sheathing. Install 15.1b. felt, aluminum drip edge and three tab fiberglass shingles.
Step flash the shingles against the siding.
2. Replace approx. 64 sq. ft. of sheathing.
3. Install a shingle type ridge vent ventilation system.
4. Remove the turbine vent. Repair the plywood. Install matching shingles.
5. Remove the shingles to the sheathing on the left side porch. Install 15 lb. felt,
aluminum drip edge and three tab fiberglass shingles. Step flash the shingles to
the siding and brick.

INTERIOR:
LIVING ROOM:
1. Cover the water stains on the ceiling. Paint the ceiling with ceiling white paint,
the door with semigloss latex paint. Paint to cover completely.
2. Remove the existing door unit and storm door. Install a six panel metal insulated
door unit with weather-stripping and aluminum threshold.Install lockset and
deadbolt to be keyed the same. Install a wide-angle peephole.
3. Reinstall the existing storm door.
KITCHEN:
1. Remove the kitchen base cabinets on the rear wall,counter top and hot water
heater.
2. Repair the subfloor and finish floor.
3. Install 1/4 inch lauan plywood. Prepare the plywood for vinyl.
4. Install vinyl floor covering,metal trim and shoe mold. 'Vinyl to cost not less than
$14/yd.
5. Reinstall the kitchen base cabinets and counter top.
HALL:
1. Repair the subfloor and finish floor.
2. Install 1/4 inch lauan plywood.Prepare the plywood for vinyl.

2. Install electric smoke alarms in each bedroom and the hall.
3. Install arc fault protectors on each bedroom circuit.
4. Install a fixture and switch in the crawlspace and attic.

5. Replace the damaged wire from the service to the receptacle on the rear porch
and the attic.
6. Repair the light fixture in the left/rear bedroom.
PLUMBING:
1. Install a handicap commode, cutoff and supply line.
2. Install a p-trap assembly,cutoffs and supply lines for the kitchen sink
3. Install a table top hot water heater.
MECHANICAL:
1. Install a propane gas pack heat and air system. The system will have a 92%
efficiency rating. Install insulated ductwork.
INSULATION:
1. Repair the insulation in the crawlspace.
2. Repair the 6-mill vapor barrier in the crawlspace.

EXTERIOR:
1. Scrape and paint the front deck,posts and latticework. Paint to cover completely.
2. Install five manually operated foundation vents.
3. Remove the over hanging branches from both trees on the left side of the house.
Work to be done by a certified arborist.
4. Pressure wash the siding, soffitt, gutter and downspouts with a detergent
formulated to clean vinyl siding.
S. Install matching vinyl siding,trim, fascia and soffitt on the rear addition.
6. Remove all trash from the rear of the house including the trash in the storage
building.

1. Remove the 4x16 deck on the right side of the house,the railing and 4x6 posts on
the main deck.
2. Brace the deck.Remove the existing 2x8drop girder. Install a drop girder on
concrete footers.

3. Install pressure treated 2x8x8 at the center of each set of joists.
4. Anchor the deck to the house with 5/8 inch galvanized bolts.
5. Install a 2x10 band on the deck with 5/8 inch galvanized bolts.
6. Install 4x4 decorative posts, 2x4 rails and 2x2-scalloped pickets.
7. Install a 4x4-foot landing on concrete footers on the right hand side of the deck.
Install steps,rails and pickets to match the deck.
ROOF:
1. Remove the shingles to the sheathing. Install I51b. felt,three tab, fiberglass
shingles,new plumbing boots and aluminum drip edge. Install flashing and
counter flashing on the chimney.
2. Replace approx. 64 sq.ft. of sheathing.

keyed the same as the lockset. Install a wide view peephole. Paint the door and

sweep. Door to have self-storing glass and screen,push button lock,key and a
lifetime warranty.

7. Install a new bottom for the sink base cabinet.Repair the top drawer of the right
drawer cabinet.
8. Clean the cabinets and install two coats of gloss latex polyurethane.

1. Install K inch sheetrock on the ceiling. Tape and finish the
sheetrock smooth.

2. Install two coats of satin gloss polyurethane on the paneling. Prepare all other

Left/Middle Bedroom:

2. Install lx4 furring strips on the block walls 16 inches O.C. Caulk all seams.
Install%4 inch Styrofoam insulation between the furring strips on the exterior wall.
Caulk all seams.
3. Install %z inch sheetrock on the walls and ceiling. Tape and finish the sheetrock
smooth.
4. Install matching baseboard and window trim.
5. Paint the walls with flat latex paint,the ceiling with ceiling white latex paint and
the trim and doors with semigloss latex paint.Paint to cover completely.

7. Install a strike plate for the door.
Center/Middle Bedroom:
1. Remove the wall and ceiling covering.
2. Install furring strips on the exterior wall. Caulk all seams. Install%inch
styrofoam between the furring strips. Caulk all seams.
3. Install %:inch sheetrock on the walls and ceiling. Tape and finish the sheetrock
smooth.
4. Install matching baseboard and window trim.
5. Paint the walls with flat latex paint, the ceiling with ceiling white latex paint and

pressure treated lumber.
2. Replace approx. eight feet of band with pressure treated lumber.
3. Reinstall the metal insulated door unit. Install a deadbolt and lockset to be keyed
the same as the front door locks. Install a wide- angle peephole.

7. Install a porcelain pull chain fixture in the attic and crawlspace.
9. Install aluminum box extenders on each switch and outlet in the paneled rooms.

10. Provide an underground connection at the meter center. Seed and straw the ditch
made by Duke Power.
PLUMBING:
I. Install a 36-inch vanity,molded top and washerless faucet in the hall bath. Install
new p-trap, supply lines and cutoffs.

EXTERIOR:
1. Cover all door and window frames with white coil stock.
2. Remove all old gutters from boxing.Drill 3/4'holes between rafters
to allow air into the attic. Install vented soffit on all overhangs.
3. Cover all facias, eves and overhangs with white coil stock.
Cover the front and side porch ceilings with white solid soffit.
Nail 1x4 inch lumber across ceiling joists on the side porch to
receive the solid soffit. Wrap all exposed wood on the exterior.
4. Install continuous aluminum gutters and downspouts. Install splash
blocks under each downspout.
5. Install ten(10) automatic foundation vents around the perimeter of the
foundation...
6. Repair the left front porch foundation wall. Use mortar to fill in the
damaged area. Stucco the entire foundation with block bond foundation
mix.Use an off white color.
7. Prime and paint the two (2) access doors and frame. Use semigloss
latex paint.Paint to cover completely.
8. Replace the old wooden tree posts on the side porch. Install new treated
6 x 6 posts.Pour a 24"x 24"x 10"pier footing for the comer post.
Prime and paint the 6 x 6 posts with white exterior latex paint.
9. Install a shingle type ridge ventilation system on the main roof only.
Cut a 2 3/s- 3 inch section from the ridge and install the ridge vent.
WINDOWS:
1. Install 8 insulated vinyl replacement windows on the l'and 2"4 floor.
The windows shall have at least one openable sash, screen,window lock
and trim. The trim color shall match the windows.

MECHANICAL:
1. Install a 2 '/:ton propane gas pack heat/air system with insulated ductwork.
Make all necessary electric and mechanical connections.
Install the heat/air system for the main floor only.
The heat/air system shall pass all N.C. Mechanical Codes.
INSULATION:
1. Install insulation in the attic to achieve an R-30 rating.
2. Install insulation in the crawlspace to achieve an R-19 rating.
3. Install R-30 insulation in the bathroom ceiling and R-15 in the three
exterior walls.
4. Install a 6 mil vapor barrier in the crawlspace.

4. Install a new 9 light metal insulated door unit with aluminum threshold
and weatherstripping. Install a new lockset and deadbolt to be keyed the
same as the front door. Prime and paint with semigloss latex paint.

2. Remove all old switches and receptacles. Remove the main panel box
from the front porch. Remove the old meter base,mast and weatherhead.

EXTERIOR
1, Brick up the old foundation vent holes.
2. Install 18 automatic foundation vents around the perimeter
of the foundation.
3. Remove the large crawlspace doors and install new%inch plywood doors.
Install new heavy duty T hinges and locking hasp, Prime and paint the doors
and frame with semigloss latex paint.Paint to cover completely.
4. Adjust the locking hasp on the small access door. Prime and
paint the door and frame with semigloss latex paint.Paint to
cover completely.
5. Paint the foundation with approved masonry paint.Match the existing
color. Remove all loose paint. Fill all cracks with mortar before painting.
6. Paint the front steps with a non-slip masonry paint. Match the existing
color. Pressure wash and remove all loose paint. Apply 2 coats of paint.
7. Nail all loose and twisted deck boards on the front porch. Clean and
prepare for paint. Paint the porch with two coats of oil based floor paint.
Paint the front porch rails with an oil based metal paint.
Paint to cover completely.
8. Remove the window from the left front foundation wall. Frame up the
opening with treated 2x4 lumber and 3/2 inch plywood. Cover with vinyl.
9. Cover all the window frames with white coil stock.
Repair all rotten wood before installation of coil stock.
10. Cover the back door frame with white coil stock.
11. Remove the gutter on the back section of the house. Drill P'holes between
rafters around the entire house. Install vented soffit in all overhangs.
12. Remove the rotten and warped ceiling boards on the front porch. Install
a vented section of soffit across the full length of the porch. The vented
soffit will cover the 2ft x 2ft vent holes already in the ceiling. Install solid
soffit over the rest of the porch ceiling.

EXTERIOR CONTINUED:
13. Install vinyl solid soffit on the back porch ceiling.
14. Cover all facias, eves and overhangs with white coil stock.
Repair all rotten wood before installation of coil stock.
15. Remove the tin that is covering the damaged asbestos siding at the base
of the foundation.
16. Remove the exterior window frame on the right/rear comer. Install
composite siding to match the existing siding.
17. Repair all broken,cracked, and missing asbestos siding. Install composite
siding to match the existing asbestos siding. Pressure wash the exterior and
paint. Paint the siding with at least 2 coats of flat latex paint. Paint to cover
completely. Caulk all voids and cracks before painting.
18. Install D-5 vinyl siding on the dormer windows and wrap the facias, eves,
overhangs and window frames with white coil stock.
19. Remove the window in the laundry room. Frame up the opening with 2x4
lumber. Install %inch plywood over the studs and cover with vinyl siding.
Insulate with R-15 insulation and install matching paneling on the inside.
20. Remove the roof covering from the back section of the house. Repair the bottom
section of 1x6 wood. Cover V2" CD plywood,black felt and matching 20 year shingles.
Install 5V Corrugated metal on the low pitch. Install ridge cap on the hips.
21. Install a shingle type ridge ventilation system.
22. Install continuous aluminum gutters and downspouts. Install plastic
splashblocks under each downspout.
23. Prepare the front door frame for paint. Remove all loose paint and prime
with an oil primer. Paint the door frame with two (2)coats of white
semigloss paint. Paint shall cover completely.

CRAWLSPACE:
1. Repair approximately 8ft of rotten band/girder located at the front porch.
2. Install 20 metal pole jacks in the crawlspace. The pole jacks must rest on
a concrete or masonry pad.
3. Add a 6 mil vapor barrier to the crawlspace.
MISCELLANEOUS:
1. Remove the storage building to the foundation and haul off debris.
2. Repair the busted water line running to the spigot beside the back door.
3. Install a 24"x 30"access opening in the 2nd floor ceiling. Install weather-
