Home My WebLink AboutAgenda - 10-18-2005-5fORANGE COUNTY BOARD OF COUNTY COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: October 18, 2005 Action Agen5da~ Item No. SUBJECT: Boundary Survey for Keith Conservation Easement and Exemption from Selection Process DEPARTMENT: Environment and Resource PUBLIC HEARING: (YIN) No Conservation ATTACHMENT(S): None INFORMATION CONTACT: David Stancil, 245-2590 Pam Jones, 245-2650 Rich Shaw, 245-2591 PURPOSE: To authorize the hiring of ENT Land Surveys, Inc, for completing a boundary survey of the Charles Keith property for which Orange County is purchasing a conservation easement and to exempt the County from the provisions of G.S. 143, Article 3D in order to expedite survey work needed for the proposed easement acquisition, BACKGROUND: On September 7, 2005, the Board of Commissioners authorized the County's purchase of a conservation easement for 36 acres owned by Dr. Charles Keith, A boundary survey of the easement area is needed for a plat that will be recorded with the conservation easement, County policy requires Board approval for expenditures with licensed professionals, specifically architects, engineers and surveyors. ERCD has worked with the Purchasing and Central Services to select a firm to perform the survey services. G.S, 143, Article 3D allows counties to exempt themselves from a selection process far surveyors on any project if the professional fee will be less than $30,000, or, in their discretion, on any project by stating the reasons therefore, In order to expedite the survey work and since the cost of work is estimated to be less than the $30,000 threshold, it is recommended that the County exempt this project from the selection process, FINANCIAL IMPACT: The anticipated cost of the survey is $7,200, ERCD had earlier estimated the cost would be less than $5,000 because some boundaries had already been surveyed in 1999. The surveyor is required, however, to verify those previously surveyed lines in order to accurately calculate the easement area, Funds for this work will come from the Lands Legacy Opportunities Fund. RECOMMENDATIONS: The Manager recommends that the Board authorize ERCD to work with the Purchasing Director in executing a contract with ENT Land Surveys, Inc. for a survey of the Keith property for use by Orange County in acquiring a conservation easement; and exempt this project from the requirements of GS 143, Article 3D as it respects the selection of surveyors.
