BACKGROUND: Each year, the State of North Carolina provides pass-through grants to local governments to help support local emergency management programs, Grants are based on the county population and a share of the program cast. Counties with over 200,000 population are eligible fora 100% matching cost grant, based on certain emergency management functions, Counties with less than 200,000 population are eligible fora 50% match, The grants are awarded each year and may vary based on federal funding levels. Staff pursued applying for the grant as part of the budget process for FY 2004-05 and the County was awarded a grant in the amount of $40,366, The County received $ 39,694.26 in 2003-04, and $19,289 in 2001-02. This year's grant award is expected to be near the amount of last year's. The final amount will be determined after the State receives all applications. FINANCIAL IMPACT: The grant produces funds that will offset a portion of the costs for salary, benefits, and operating casts of the existing Emergency Management Specialist position included in the FY 2005-06 departmental budget. The anticipated grant revenue is already included in the recommended Orange County 2005-06 budget. The appropriate Branch Manager and/or Area Coordinator will review the progress of this agreement quarterly with the local Emergency Management Coordinator. This report will also be the basis for continued funding during this fiscal year. Please list in priority the Emergency Management activities you will work on or complete this fiscal year. However, you are requested to complete the following activity: 2004,1 Each funded jurisdiction shall formulate/complete your National Incident Management System Capability Assessment Tool (NIMCAST) through September 30, 2005 2004,2 Each funded jurisdiction shall report the status of completion of the NIMS Awareness Course: National Incident Management System (NIMS), An Introduction (IS-700) through September 30, 2005 2004,3 Each funded jurisdiction shall report the status of completion of The National Response Plan Course (NRP) (IS-800) through September 30, 2005 2004.4 Each funded jurisdiction shall report the status of completion of the course (ICS-100) An Introduction to ICS (online) and (ICS-200) Basic IC5 Course (Classroom) through December 31, 2005 2004.5 Each County by September 30, 2006 shall work to: • Incorporate NIMS into existing training programs and exercises • Ensure that federal preparedness funding (including HSGP funds) support NIMS implementation (in accordance with the eligibility and allowable uses of the grants) • Incorporate NIMS into Emergency Operating Plans (EOPs) • Promote intrastate mutual aid agreements • Institutionalize the use of the Incident Command System (ICS) • Formally recognize NIMS and adopt NIMS principles and policies. Counties should establish resolutions or ordinances to formally adopt NIMS 2004.,6 Sign additional local governments to the County Mutual Aid Agreement or as necessary update your current County Mutual Aid Agreement; send in new or updated agreement by Mav 31, 2006; 2004.7 At a minimum, at (east one person from each funded jurisdiction should attend the FaII Emergency Management Association Conference,. Attendance of all local EM staff at both the Spring and Fall conferences is encouraged, but not required; 2004,.8 Each funded jurisdiction should conduct a training assessment using the NCEM Needs Assessment to determine the types of training needed to further develop and maintain a quality Emergency Management Program in that jurisdiction. Training requirements should be coordinated through the NC Division of Emergency Management's Branch Offices and the Logistics Section, Your completed training needs assessment document should be sent to the Division of Emergency Management, Planning Section Training Branch by November 15, 2005; 2004,9 Each funded jurisdiction should plan far and participate in a minimum of two disaster exercises annually, Exercises should include multiple local and/or state agencies, and may take the farm of a table-top or a functional activity. Exercise activity should be coordinated with your appropriate Branch Office; and the Division's Planning Section Training Branch, including details and dates of your exercises; 5 2004.10 During the fiscal year each funded jurisdiction is required to test your satellite telephone by contacting your appropriate NC Division of Emergency Management's Branch Office the first and last Fridays of each month; 2004,11 During this fiscal year, each funded jurisdiction is required to work on the formation of a Local Emergency Planning Committee (LEPC). The LEPC should be County of Regional; 2004.12 Each funded jurisdiction shall work on the formation of an Unmet Needs Committee. Your appropriate Branch Office will work with you tc establish this committee; and 2004.13 Each funded jurisdiction is required to send in the EM-43 Emergency Event Farm to advise the Division's Communication Officer of events such as, Hazardcus Materials Spills, Property Damage, Injuries and / ar Deaths, Relocation of a ;minimum of 10 Residents, Opening of Shelter(s), and Terrorism related activities. 2004.14 Each funded jurisdiction is required to develop a written plan for the implementation and operation of a Country Receiving and Distribution Point (CRDP) NOTE: In order to receive the FY06 preparedness funding, the minimum FY05 NIMS compliance requirements described above must be met, Applicants will be required to certify as part of their FY06 grant applications that they have bet the FY05 NIMS requirements. JACK BALL, EMERGENCY PROGRAM MANAGER ORANGE COUNTY EMERGENCY MANAGEMENT ORANGE COUNTY EMERGENCY MANAGEMENT FUNCTIONAL STATEMENT Duties: Emergency Program Manager / Director of Emergency Management Responsible for the administration of the emergency management program, emergency medical services program, hazardous materials response, fire marshal program, the 9- 1-1 communications center. Supervises 62 full-time, 15 part-time and 9Q contracted employees and coordinates all disaster responses for the county and its municipalities, in addition to the UNC Hospitals and the University of North Carolina. Emergency Management Specialist Provides coordination between the county, towns, school systems and other agencies in establishing acounty-wide multi-hazard plan and on-going training to improve the response given to citizens during a disaster, and to ensure consistent compliance with this plan by all agencies. Deputy Director /Fire Marshal Administers the fire prevention, suppression, and arson investigation program for the county. Also, facilitates the hazardous materials activities, SARA Title III program, and emergency management mitigation through plans review and required plans development of nursing homes, foster care homes, rest homes, group homes, etc. Deputy Director /Communications Administers the 9-1-1 consolidated communications center, providing access and dispatch to all the citizens and for all the law enforcement, fire service, emergency medical services, rescue services, and various support agencies for the county and all its municipalities. Position is also responsible far the emergency operations center, its activations, staffing, operations, and demobilization during times of emergencies and disasters. Deputy Director /EMS Administers the emergency medical services to the citizens of Orange County and all its municipalities. The position also facilitates the emergency management mass casualty program and provides medical staff in conjunction with the hospital and health department in supporting shelter operations during times of emergencies and disasters. Administrative Assistant III /D Provides support to the director and deputy directors as required far administrative duties and maintains the files, records, and updates of all emergency management documents and plans. Serves as the office manager for the department and supervises clerical staff.
