PURPOSE: To award one housing rehabilitation contract for the CDBG Housing Rehabilitation
Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the County's Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on July 17, 2003 with a bid opening on
July 24, 2003 and three bids were received. Bid results are attached. Triple J Construction
Company submitted the lowest bid respectively.
FINANCIAL IMPACT: The Scattered Site CDBG Program provides funding for this program.
RECOMMENDATION(S): The Manager recommends awarding the following housing
rehabilitation contract:

EXTERIOR:
1. Cover all wood door and window frames with white coil stock.
This includes all new and existing door and window frames.
2. Repair 24ft of damaged gutter board. Prime the new wood with
an oil based primer. Use fur, cedar or yellow pine material.
3. Install vented soffit in all overhangs. Wrap the fascias, eves &
freeze board with white coil stock.
4. Scrape, prime and paint the garage door. Install coil stock on the
jamb. Paint the garage door with semigloss latex paint. The paint
shall cover completely. Install safety glass in the openings. Install
window stop around the glass on the interior.
$. Install two (2) access doors and frames below the side porch & on the
right/front foundation wall. Use treated lumber for the door and frame.
Install a 2x6 frame and 3/a" treated plywood for the door. Install hinges
and locking hasp. Prime and paint the door and frame with semigloss
latex paint. The paint shall cover completely.
(. Remove all loose mortar and damaged brick from both sets of
steps. Re-lay all missing brick. Re-point all missing mortar on
both sets of steps. Clean the steps with muriatic acid after 14 days.
7. Install'/4" foam insulation and D-5 vinyl siding on the side porch.
8. Install continuous aluminum gutters and downspouts. Install splash
blocks under each downspout. Install gutters on all fascias..
9. Remove the front storm door and door unit. Install a new 36" metal
insulated door unit. The door unit shall have an aluminum threshold
and weatherstripping. Install an entry lockset and deadbolt keyed alike.
Install a wide view door viewer. Install matching casing on the interior.
Prime and paint the new casing with semigloss latex paint. The paint
shall cover completely.

ROOF:
1. Install a new 25 year 3 tab shingle roof. Install white eve starter and
15 lb felt paper. Remove and patch the two round vents on the rear
section. Install matching framing and sheathing. _
2. Install new galvanized flashing on the brick chimney. Install step
and counter flashing. Install new vent boots on all plumbing vents.
3. Install a shingle type ridge vent on the main ridge. Remove a three
(3) inch section from the ridge.
4. Reinstall the lighten rod on the ridge.
WINDOWS:
1. Install 16 vinyl insulated replacement windows with screen and trim
throughout the entire unit. The windows shall have at least one
openable sash. Install and paint any necessary trim on the interior. _
INSULATION:

1. Install R-19 insulation in the crawlspace & basement ceiling.
2. Add insulation to the attic to achieve an R-30 rating.
3. Install a 6 mil vapor barrier in the crawlspace.
INTERIOR:
LIVING ROOM:
1. Prepare the ceiling for a sprayed texture. Repair all tape joints, seams
and holes with sheetrock filler. Spray a texture on the ceiling.

LIVING ROOM:
2. Prepare the walls and trim for paint. Repair all tape joints, seams,
nail holes with sheetrock filler. Fill all nail holes and cracks on the
trim with painters putty and latex caulk. Paint the walls with flat
latex paint. Paint the trim and doors with semigloss latex paint.
All paint shall cover completely.
KITCHEN /DINING ROOM:

1. Wash down the walls and ceiling with a 50/50 water and bleach solution.
Remove any grease present on the walls and ceiling. Prepare the walls for paint.
Fill all damaged tape joints and nail holes with sheetrock filler.
Remove any loose or chipping paint. Paint the walls with
semigloss latex paint. The paint shall cover completely.
2. Prepare the ceiling for a sprayed texture. Fill all damaged tape
joints and nail holes with sheetrock filler. Prime the ceiling; with a
oil primer before the textured ceiling is applied. Spray the ceiling
with a textured finish.
3. Repair the broken glass pane on the side door. Reinstall trim
around the glass.
4. Install a new entry lock on the kitchen door. Key the new lockset
to match the front door.
5. Install new weatherstripping on the kitchen door. Use the
combination aluminum/rubber type.
6. Install a cabinet door over the oven. The door shall match the
existing cabinets. Apply a finish to match the cabinets.

DEN:
1. Prepare the walls and ceiling for paint. Fill all damaged seams,
joints and nail holes with sheetrock filler. Paint the walls with
flat latex paint. The paint shall cover completely.
2. Prepare the trim for paint. Fill all nail holes. Caulk all cracks
and joints with latex caulk. Paint the trim with semigloss latex
paint. The paint shall cover completely.
3. Prime and spray a texture on the ceiling.
HALLWAY:
Prepare the walls for paint. Fill all damaged seams, joints and nail
holes with sheetrock filler. Paint the walls with flat latex paint. The
paint shall cover completely.
2. Prepare the ceiling for a sprayed texture. Repair all seams, nail holes,
and tape joints with sheetrock filler. Sand all new filler and spray a
texture on the ceiling.
3. Remove the wood stove. Repair the sheetrock where the vent flue
enters the chimney. Install'/z sheetrock and finish smooth.
4. Adjust the door leading to the basement. Install casing on the base-
ment side. Install weatherstripping and a threshold. Trim the door
to close properly.

5. Paint the doors & trim with semigloss latex paint. The paint shall
cover completely.

BATHROOM:

1. Prepare the walls and ceiling for paint. Clean the walls and ceiling with
a 50/50 water and bleach solution. Prime the walls and ceiling with an
oil based primer. Paint the walls and ceiling with semigloss latex paint.
The paint shall cover completely.
2. Prepare the trim and door for paint. Prime the trim and door with
an oil based primer. Paint the trim and door with semigloss latex
paint. The paint shall cover completely.
3. Install a new tub/shower surround. Remove the faucet handles to
install the new surround. Install new molding to cap off the top and sides.
Install new casing around the window. Prime and paint the window,
casing and new trim with semigloss latex paint. The paint shall
cover completely.
4. Install a new flush door on the linen closet. Prime and paint the
door with semigloss latex paint. The paint shall cover completely.
Install a passage lockset on the door.
5. Install a new handicap commode, supply line & cutoff.
BASEMENT:
1. Paint the walls and ceiling in the stairway. Prime the walls with a bonding
type primer. Paint the walls & ceiling with at least two (2) coats
of flat latex paint. The paint shall cover completely.
2.
Install a new 32 inch insulated door unit in the basement. (out-swing)
The new unit shall have a keyed lockset, weatherstripping and threshold.
Paint the door & interior jamb with semigloss latex paint. Install interior
casing & jamb extensions and paint with semigloss latex paint.
The paint shall cover completely.

BASEMENT:
3. Remove the existing drop girder in the basement. Install a 4x6 treated
drop girder across the 16 ft span. Install post jacks every 8' to 10' to
support the girder. Attach the 4x6 to the floor joists with nails and
wedges. The new drop girder shall extend the entire length of the
basement.
4. Install a new set of steps from the basement to the 1St floor.
Install treated 2x 12 stringers and 5/4 decking for the treads..
Install riser boards on the steps. Install new handrails on both sides
of the steps. Secure the handrails to the wall and floor/stringer.
MECHANICAL:
1. Remove the oil furnace, oil line and duct work.
2. Install a new propane central heat/air system with insulated
ductwork. Make all electrical & mechanical connections.
The mechanical contractor shall install the furnace in the
crawlspace. Install the furnace on level concrete surface.
Heat/air contractor shall size the unit appropriately.
Install two equally spaced registers in the basement.
PLUMBING:
Install new water lines from the foundation wall to all fixtures.
Install new cutoffs on all fixtures. Remove all existing pipe work.
2. Install new drain lines from the foundation wall to all fixtures.
Drain lines include traps and fittings & cleanouts.
Remove all existing drain line.
3. Install a main cutoff in the basement or in an approved area.
4. Vent the dryer through the wall and out the exterior wall. LTse an
approved exhaust flapper on the masonry wall.

Remove the drain line for the washing machine and sink in the
basement. Patch the hole in the foundation with cement.

ELECTRICAL:
1. Install a new 200 amp service. Install a new mast, weather head
& meter base.
2. Install two GFI receptacles and circuits in the kitchen.
3. Install one GFI receptacle and circuit in the bathroom.
4. Install an arc fault interrupter on each bedroom circuit.
5. Install electric smoke detectors with battery back-up in all sleeping
rooms. Install one located in the hallway and one located in the
stair-well located in the basement. A total of five (5) smoke
detectors. Install smoke detectors per code.
6. Install a vent less range hood over the oven in the kitchen.
Secure the vent hood to the cabinet.

7. Install a new wall switch & plate in the bathroom.
8. Install three (3) Eft florescent lights in the basement.
All connections must be in a junction box/cover.
9. Install covers on all junction boxes in the basement.
10 Install 3 missing receptacle/switch plate covers in the basement.
11. Install aflood/motion light over the basement door.
12. Install a switch and circuit for a light fixture in the staircase opening.
Install a new light fixture. _
13. Secure all loose wire to the floor joists. Place all wire in conduit
that is attached to the basement wall.
14. Install a new circuit to the freezer located in the basement.
Place the wire in conduit and install a new receptacle and box.

SIDE PORCH:
Install a new 36" exterior metal door unit on the side porch.
Raise the opening to accommodate the 6' 8" door unit.
Install casing on the interior. Install an in-swing door unit.
Install a keyed lockset & deadbolt, weatherstripping and threshold.
Prime and paint the door, jamb and trim. Paint all new wood
with semigloss latex paint. The paint shall cover completely.
MISCELLANEOUS:
1. Scrape and paint the metal handrail on the side porch. Paint the
railing with black metal paint. The paint shall cover completely.
2. Remove both oil tanks and two (2) loads of homeowner trash.
3. Remove the exterior storage building to the ground.
Haul the debris to the landfill.
4. Install a header for the floor joist under the bathroom. Install a
double 2x10 with joist hangers to support the cut floor joist.
5. Install railings on the front porch & on both sides of the front steps.
The railing shall be 36" tall and have 2x2 pickets placed 4" apart.
Insta114 x 4 posts for handrail attachment. Insta112x4's for. the
top and bottom rail. All wood shall be pressure treated lumber.
All nail and bolts shall be hot dipped galvanized.
6. Install a new aluminum over wood core storm door with pneumatic
closure and vinyl sweep. Door to have aself-storing glass and screen,
push button lock and key and a lifetime warranty.
7. Add two automatic foundation vents to the front of the unit.
Replace the existing vents with automatic vents.
