PURPOSE: To consider appointments to the Orange County Economic Development
Commission (EDC).
BACKGROUND: The EDC has requested the reappointment of three members, including
Russell Seibert, Chair and Member At-Large; Susan Lombardo, Secretary and Member At-
Large; and Eric Tillman, Member At-Large.
Also, the Carrboro Board of Aldermen at its meeting on August 19, 2003 voted to request that
the BOCC appoint Alderman John Herrera to serve as the Town of Carrboro's representative on
the EDC.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making the following appointments to the Economic.
Development Commission:
Susan A. Lombardo, Member At-Large, first full term, expiration June 30, 2006
Russell Seibert, Member At-Large, second term, expiration June 30, 2006
Eric B. Tillman, Member At-Large, first full term, expiration June 30, 2006

The Orange County Economic Development has five members whose terms
expired on June 30, 2003. We respectfully request that three of these be
reappointed: Susan Lombardo, Russell Seibert, and Eric Tillman.
Enclosed is a copy of the attendance record for the current year.
The remaining two positions are the seats of ]oal Hall-Broun and Chandler Burns.
)oal is the representative from the Carrboro Board of Alderman and we are
currently waiting for the appointee recommendation from that Board. Chandler
is the current President of the Chapel Hill/Carrboro Chamber. of Commerce and
asked that we give him a month or two to reorganize his schedule before
committing (this request was forwarded to the EDC Board and the EDC Board
agreed). I will notify you as soon as we receive the needed information to
request their reappointment.

WORK EXPERIENCE: Since receiving my master's degree in Rehabilitation Counseling in
1980, I have been employed in the field of rehabilitation as a direct service provider to people
with disabilities. For the past seven and a half years I have worked for the Division of Vocational
Rehabilitation Services in the Chapel Hill Unit office. In my present role, I coordinate the
Employment Marketing Skills Program, which entails assisting our job ready clients with all
aspects of their job development and placement needs.
VOLUNTEER EXPERIENCE: Currently, I prepare and serve food at the Interfaith Council one
Saturday per month. I have also adopted a highway through the state's Adopt-A-Highway
program and maintain a weekly litter pick-up of my stretch of highway (Old 86 between the
McDougal schools (Hillsborough Road and Old Fayetteville) and Homestead Road).

EDUCATIONAL EXPERIENCE: I possess a bachelor's degree in psychology and a master's of
science degree in Rehabilitation Counseling.
OTHER COMMENTS: Over the last five years I have attended several EDC advisory board
meetings per year as an observer. As a result of my involvement, I've learned a great deal about
the political, environmental, and economic issues of Orange County. I witnessed some
stimulating interactions between people on the board and how critical decisions are made. I
anticipate that a position with this board would impact my perspective and enrich me in two
major arenas: as a resident and homeowner in Orange County and in my professional role, which
includes the responsiblity for cultivating relationships with employers in the county and assisting
with their workforce needs by supplying pre-screened job-ready applicants.

ETHICS GUIDELINES FOR
COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines ,
for advisory boards and commissions as adopted 6y the Orange County Board of Commissioners.-
Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an interest which reasonably might
appear to be in conflict with the concept of fairness in dealing with public business. A conflict of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideration. Any member who violates this
provision may be subject to removal from the board or commission.
If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest on a particular issue, then that member should state this belief to the other members of
his/her respective advisory board or commission during the board or commission's public meeting.
The member should state the nature of the conflict, detailing that he/she has a separate, private, or
monetary interest, either direct or indirect, in the issue or transaction under consideration. The
member should then excuse himselffierself from considering and voting on the matter. In cases
where an advisory board or commission member declares a conflict or potential conflict of interest;
the member shall excuse himselffierself from the board table/voting area until ail discussion,
consideration, andvoting is completed on the matter in question.
Any advisory board or commission member having questions or needing assistance n3garding the
interpretatjon of these ethics guidelines or other conflict of interest matters should contact the
administrative staff for the respective board or commission. Staff will assist the member with
questions and ~Interpretatlons and may provide a recommendation on whether or not the advisory
board'or commission member should excuse himself/herself from voting. The member may request
that the staff respond in writing. Staff may contact the County Manager for any addiflonal
assistance.
