BOARD OF COMMISSIONERS
October 3 1966
The Board of Commissioners for the County of Orange, North Carolina, met in
regular session at the County Courthouse in Hillsborough, the usual place of
meeting, at 10 o'clock A.M., on October 3, 1966.
Present: Chairman Harvey D. Bennett, and Commissioners Gordon B. Cleveland,
William C. Ray, Carl M. Smith, and Henry S. Walker.
Absent: None
The Chairman announced that this was the date and hour fixed by the Board for
the public hearing upon the orders entitled: "ORDER AUTHORIZING $560,000 WATER
BONDS" and "ORDER AUTHORIZING $90,000 SANITARY SEWER BONDS", and that the Board
would immediately hear any and all citizens and taxpayers who might desire to protes
against the issuance of said bonds.
No citizen or taxpayer of the County appeared, either in person or by attorney,
to protest against the issuance of any of said bonds, and the Clerk announced that
no protest in writing, signed by any citizen or taxpayer, had been presented.
There were several persons from various sections of Orange County present at
the meeting, and when Chairman Bennett invited anyone to express their opinions
either pro or con on the question of water and sanitary sewer bonds, several of the
persons present spoke enthusiastically in favor of the bonds.
No one voiced any opposition whatsoever to the passage of the bonds.
Thereupon, upon motion of Commissioner Cleveland, seconded by Commissioner
Walker and carried, the order introduced and passed on first reading on September
19., 1966, entitled: "ORDER AUTHORIZING $560,000 WATER BONDS", was read a second
time and placed upon its final passage. The vote upon the final passage of said
order was:
Ayes: Commissioners, Bennett, Cleveland, Smith and Walker. (Commissioner Ray
abstained from voting.)
Noes: None.
The Chairman then announced that the order entitled: "ORDER AUTHORIZING
$560,000 WATER BONDS", had passed.
Thereupon, upon motion of Commissioner Cleveland, seconded by Commissioner
Walker and carried, the order introduced and passed on first reading on September
19, 1966, entitled "ORDER AUTHORIZING $90,000 SANITARY SEWER BONDS", was read a
second time and placed upon its final passage. The vote upon the final passage of
said order was:
Ayes: Commissioners Bennett, Cleveland, Smith and Walker. (Commissioner Ray
abstained from voting.)
Noes: None
The Chairman then announced that the order entitled: "ORDER AUTHORIZING $90,00(
SANITARY SEWER BONDS", had passed.
The Clerk was thereupon directed to publish said order in The News of Orange
County, once in each of two successive weeks, and to publish at the.foot of said
order the appended note as required by The County Finance Act, as amended.
Commissioner Cleveland thereupon introduced the following resolution which
was read:
RESOLUTION PROVIDING FOR THE SUB-
MISSION OF TWO BOND ORDERS TO THE
VOTERS ON NOVEMBER 8, 1966.
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. That at the general election, the same being the regular election
for County officers, to be held in the County of Orange between 6:30 A.M. and 6:30
P.M., Eastern Standard Time, on Tuesday, November 8, 1966, and at the same places at
which such election will be held (being the same places at which the last preceding
election for members of the General Assembly was held with such changes as may have
been ordered pursuant to law), there shall be submitted to the qualified voters of
the County of Orange the following questions:
1. Shall an order finally passed on October 3, 1966,. authorizing the County of
Orange, North Carolina, to contract a debt, in addition to any and all othe
debt which said County may now or hereafter have power or authority to
contract, and in evidence thereof to issue Water Bonds in an aggregate
principal amount not exceeding $560,000 for the purpose of providing funds,
with any other available funds, for the construction of a waterworks system
in Orange County, including the construction of a dam and water storage
facilities the installation of mains and lines, and the acquisition of
necessary and and rights of way, and authorizing the levy and collection o
a sufficient tax for the payment of the principal of and the interest on
said bonds, be approved?

2. Shall an order finally passed on October 3, 1966, authorizing the County
Of-Orange, North Carolina, to contract a debt 'in addition to - any and'all
.other. debt which said County-may-now or hereafter have power or authority
to-contract, and in evidence thereof to issue Sanitary Sewer Bonds in an
aggregate principal amount not exceeding $90,000 for the purpose of
providing funds, with any other available funds, for the construction of a
sanitary sewer system in Orange County, including the acquisition of
necessary land and rights of way, and authorizing the levy and collection
of a sufficient tax for the payment of the principal of and the interest
on said bonds, be approved?
Section 2. That for said election the regular registration books for elections
in said County shall be used and such books shall be open for the registration of
voters not theretofore registered from 9:00 A.(H-: until sunset on each day, beginning
Saturday, October 15, 1966, and closing on Saturday, October 29, 1966. On each
Saturday during such registration period such books shall be open at the polling
places.. Saturday, November 5, 1966, shall be Challenge Day. For said election the
registrars and judges appointed for the general election shall act as registrars and
Section 3. That the Clerk of the Board of Commissioners shall cause a notice
to be published in The News of Orange County at least thirty days before said
election, and thereafter twice before said election at intervals of at least one
week between publications, reading substantially as follows:

TO THE VOTERS OF SAID COUNTY
ON NOVEMBER 8, 1966
NOTICE IS HEREBY GIVEN that at the general election, the same being the regular
election for County officers, to be held in the County of Orange between 6:30 A.M.

tract, and in evidence thereof to issue Sanitary Sewer Bonds in an aggregat
principal amount not exceeding $90,000 for the purpose of providing funds,
with any other available funds, for the construction of a sanitary sewer
system in Orange County, including the acquisition of necessary land and
rights of way, and authorizing the levy and collection of a sufficient tax
for the payment of the principal of and the interest on said bonds, be
approved?
Each of the questions hereinabove set forth contains a statement of the purpose
for which the bonds are authorized by the order referred to in said question.
If said bonds are issued a tax will be levied upon all taxable property in the
County of Orange for the payment of the principal of and the interest on said bonds.
For said election the regular registration books for elections in said County
will be used, and such books will be open for the registration of voters, not there-
tofore registered, from 9:00 A.M. until sunset on each day beginning Saturday,
October 15, 1966 and closing Saturday, October 29, 1966. On each Saturday during
such registration period said books will be open at the polling places. Saturday,
November 5, 1966, is Challenge Day.
The registrars and judges appointed for the general election will act as
registrars and judges.

Section S. That the Clerk of the Board of Commissioners is hereby directed to
immediately certify a copy of this resolution to the'County Board of Elections of
Orange County.
Thereupon, upon motion of Commissioner Cleveland seconded by Commissioner
Walker, the foregoing resolution entitled. "RESOLUTION PROVIDING FOR THE SUBMISSION
OF TWO BOND ORDERS TO THE VOTERS ON NOVEMBE&8 , 1966" was passed by the following
vote:

Noes: None
Dorothy Kiester, Chairman of the Joint Orange - Chatham Community Action, Inc.
Committee, made a progress report of said organization to the Board. She stated
that under new Federal regulations the budget for her committee was being set on a
eighteen (18) month fiscal year and that Orange County would have to consider a
budget for said organization which would run from December 1, 1966 through February
11 1968. The Board thanked Miss Kiester for her appearance and commended her for t
progress in organization and programs being instituted.
Ed Barnes, County Farm Agent, accomnanied by representatives of the State Farm
Extension Agency presented to the Board Mrs. Fonrose Gore, who was their choice as
Assistant Home Demonstration Agent. Upon motion of Commissioner Ray, seconded
by Commissioner Cleveland and unanimously adopted Mrs. F'onrose Gore was appointed
as Assistant Home Demonstration Agent for Orange County upon the recommendations
made to the Board by the Extension Service Director.
Clarence Jones informed the Board of the business man's tour which would be
conducted in Orange County on October 6th. He requested that the grounds and
general appearance of the county buildings be spruced up for the occassion.

The Clerk was authorized to mail the following road petitions to the State
Highway Commission:
New Hillsboro High School Road
Edwards Street - Hillsborough Twp.
Hill Street - Hillsborough Twp (runs from Phillips 66 Station around
to Terrell's Tire Shop to Hwy. 070)
The County Administrator presented financial data pertaining to information
secured from-the State Welfare Board concerning the States participation in a
building which would house county welfare facilities.
There being no further business to come before the Board said meeting was
adjourned to meet again on Monday, October 10, 1966 in the Commissioners room
at the courthouse in Hillsborough, North Carolina.
