PURPOSE: The BOCC, in joint meeting with the Board of Health and the Board of Directors for
the Animal Protection Society of Orange County (APS}, will receive an oral presentation, and
print document, from HSUS on the operation of the Orange County Animal Shelter. The formal
presentation will be followed by a question and answer period.
County staff will then provide a brief synopsis of work accomplished during the summer break
an various aspects of shelter operation -including improvements underway to current facility,
considerations in new siting and construction, models of organizational arrangements far animal
sheltering, and managerial/financial considerations should the County wish to assume future
operatian of the shelter. Print documentation from the County staff will also be distributed at the
meeting.
BACKGROUND: The BOCC contracted with HSUS in early 2443 to assess the overall
operatian of the animal shelter. A preliminary report on disease management was received
from HSUS prior to the summer break. In addition to immediate discussion with APS of interim
improvements at the County-awned shelter for the sake of disease management and
prevention, the BOCC directed County staff to begin careful scrutiny of various options for future
operation and movement towards design and construction of a relocated facility. The BOCC
also elected an June 17 to extend the current contract with AP5 on a month-to-month basis far
the balance of the current calendar year.

FINANCIAL IMPACT: There is no financial cost associated with the acceptance of the HSUS
and County staff reports as information only at the work session. Cost scenarios -both capital
and operating - as contained in bath reports will be reviewed and refined for a subsequent
composite report to the BOCC.
RECoMMENDATI~N{S): The Manager recommends that the Board accept the HSUS report
and the County staff repar# as information only, and refer both reports to the County Manager
for further analysis and compilation into a single report, including a proposed timeline for
decision making, that the BOCC can consider at its meeting on Tuesday, September 16, 2003.
The report received an September 16 would establish a composite body of information upon
which to weigh and consider public input, and other stakeholder feedback the BOCC may
request, at the public hearing on set for Thursday, September 18, 2003.
