MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
September 19, 1966
The Board of Commissioners for the County of Orange, North Carolina, met in
adjourned regular session at 8:00 o'clock P.M., on September 19, 19667 at the
County Courthouse in Hillsborough, North,.Carolina, the regular place of meeting. `
Present: Chairman Harvey D. Bennett, and Commissioners Gordon B. Cleveland,
William C. Ray, Carl M. Smith and Henry S. Walker. Commissioner William C. Ray
abstained from voting on the Orders and the Resolutions because of personal interest
pertaining to the Lake Orange project.
Absent: None
Also present: S. M. Gattis, County Accountant and Betty June Hayes, Register
of Deeds and ex officio Clerk of the Board of Commissioners.
Commissioner Cleveland introduced the following two orders authorizing bonds
which were read:
ORDER AUTHORIZING $560,000
WATER BONDS
BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
Orange:
1. That, pursuant to The County Finance Act,. as amended, the County of Orange,
North Carolina, is hereby authorized to contract a debt, in addition to any and all
other debt which said County may now or hereafter have power or authority to
contract, and in evidence thereof to issue Water Bonds in an aggregate principal
amount not exceeding $560,000 for the purpose of providing funds, with any other
available funds, for the construction of a waterworks system in Orange County,
including the construction of a dam and water storage facilities, the installation
of mains and lines, and the acquisition of necessary land and rights of way.
2. That a tax sufficient to pay the principal of and the interest on said
bonds when due shall be annually levied and collected.
3. That a statement of the debt of the County has been filed with the Clerk
and is open to public inspection.

4. That this order shall take effect when approved by the voters of the County
at an election as provided in said Act.

SANITARY SEWER BONDS
BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of
Orange:
1. That, pursuant to The County Finance Act, as amended, the County of Orange,
North Carolina, is hereby authorized to contract a debt, in addition to any and all
other debt which said County may now or hereafter have power or authority to contract
and in evidence thereof to issue Sanitary Sewer Bonds in an aggregate principal
amount not exceeding $90,000 for the purpose of providing funds, with any other
available funds, for the construction of a sanitary sewer system in Orange County,
including the acquisition of necessary land and rights of way.
2. That a tax sufficient to pay the principal of and the interest on said bonds
when due shall be annually levied and collected.
3. That a statement of the County debt has been filed with the Clerk and is
open to public inspection.
4. That this order shall take effect when approved by the voters of the County
at an election as provided in said Act.
Thereupon, on motion duly made, seconded and unanimously carried, the Board
designated the County Accountant as the officer to make and file with the Clerk the
sworn statement of debt and assessed valuation of the County which is required by
The County Finance Act, as amended, to be filed before the final passage of the order
which were introduced at this meeting.
Thereupon the County Accountant filed with the Clerk, in the presence of the
Board, the sworn statement of debt and assessed valuation as so required.
Thereupon the order entitled: "ORDER AUTHORIZING $560,000 WATER BONDS" was
passed on first reading.
Thereupon the order entitled: "ORDER AUTHORIZING $90,000 SANITARY SEWER BONDS"
was passed on first reading.
On motion duly made, seconded and unanimously carried the Board fixed 10:00
o'clock A.M., October 3, 1966, as the hour and day for the public hearing upon the
(foregoing order's, and directed the Clerk to publish each of said orders, together wit -
the appended note as required by the County Finance Act, as amended, in The News of
Orange County not later than the tenth day before said date.-

The County Administrator brought to the attention of the Board the matter
of financing a complete survey for the Lake Orange project. He stated that-the
approximate cost of such a survey would be $2,000.00 and that he desired to know
the wishes of the Board before proceeding with said matter. It was the opinion
of the Board that the matter of a survey would be premature as the bond issue
pertaining to Lake Orange was yet to be adopted
Discussion ensued concerning the altered design which had been submitted by
the architect for the proposed Health Building.
There being no further business to come before the Board this meeting was
adjourned to meet again on Thursday, September 29, 1966 at 11:00 o'clock A.M.
in the Commissioners room at the Courthouse in Hillsborough, North Carolina
for the purpose of canvassing the returns of the Orange Recreation District
election.

September 29, 1966
The Board of Commissioners for the County of Orange, North Carolina, met in
adjourned session at the County Courthouse in Hillsborough, North Carolina, at
11:00 o'clock A.M. on Thursday, September 29, 1966 in the Commissioners room.
Members present: Chairman Harvey D. Bennett-and Commissioners Gordon B.
Cleveland, William C. Ray, Carl M. Smith, and Henry S. Walker.
Members absent: None
The purpose.of this meeting was to canvass the returns according to law of the
special bond and tax election for Orange Recreation District, said election being
held on Tuesday, September 27, 1966.
The duly appointed registrars filed the following returns for said election:
