PURPOSE: To further the discussion regarding Orange County Middle School #3 site
selection process and progress.
BACKGROUND: The attached memorandum of May 22, 2003 and report of June 13, 2003
outline the long term cooperation and coordination that has progressed with the Orange
County School Board and their staff and Orange County.
The following is an outline of Phase I General Area Site Selection Process. The use of GIS
to evaluate various criteria was extremely helpful. Parcel size, water and sewer boundaries,
land use transition areas, location of growing populations, environmental constraints, were
cross-matched to narrow the search.

In most cases, government services and public service agencies are permitted in all zoning
categories because of their contributions to the welfare of the community. In other cases,
public schools may be permitted by a special use process to accent the coordination
necessary to plan for a school. The Buckhorn Economic Development District, unlike the
other Economic Development Districts, did not note public schools as a permitted or special
use, perhaps as an oversight.
Nonetheless, public schools (and similarly, presently permitted vocational schools) are
compatible with other non-residential uses suggested within the Economic Development
District.
The Site Selection Committee has been following the Policy on Planning and Funding
School Capital Projects as noted in the attached abridged outline. (See attachment 3)
There are many other facets of the proposal that can be briefly discussed at the work
session:

A team of Orange County staff (as noted below) with Commissioner Moses Carey, School
Search Liaison, will be available prior and at the Work Session to address any questions.

FINANCIAL IMPACT: There is no financial impact associated with this decision.
RECOMMENDATION(S): The Administration recommends that the Board receive the
information as a report and direct staff to prepare resolutions for September 16, 2003 agendas
as discussed at the Work Session.

The activities of the committee have been consistent with the Board of County Commissioners' initiative
to assist in school site selection because of the strong interrelatedness with land use planning.
(See Board of County Commissioner Jacobs March 3, 2003 memo
regarding School Facility Planning in the Twenty-First Century -Received
2003). (See Attachment No. 1)
In addition, there are two other pertinent resolutions and agreements that reference our interest to plan for
joint use opportunities with the School Board during the process. Joint Use opportunities may include
parks and recreation, future school facilities, affordable housing and/or other County uses and facilities.

Memorandum Of Agreement for Providing Coordinated Site and Facility
Planning -Adopted 1999 (See Attachment No. 3)
As you know, my staff has been working on aspects of interest to the Site Selection Committee. At the
appropriate time, and regarding an appropriate topic of discussion and decision, it maybe necessary to
have a joint meeting with the School Board regarding matters related to purchase of lands coordinated
with the school site. These matters may become a joint undertaking.
John M. Link, Jr., County Manager and Geoffrey Gledhill, County Attorney, are familiar with the need for
this discussion and, with you, will assist in bringing this item forward.
I will provide whatever informational background you may need. A report is being prepared by my office
regarding the many peripheral issues of site selection.
