It was noted that some funds will be available from the sale of the Lincoln
School property in Chapel Hill, which will defray part of the construction costs
for the Chapel Hill unit, however, the available amount is unknown as this
property has yet to be sold.
Discussion ensued concerning these requests. The County Administrator was
directed to advise the County Attorney of the requests for a school bond issue
and have him initiate the necessary legal proceedings in order that a school bond
election in the amount of $3,000,000.00 might be held on or about December 13, 1966.
R. J. Smith, Sr., Chairman of the Alcoholic Beverage Control Board, reported
that during the last twelve months the Alcoholic Beverage Control Board had
deposited: with the North Carolina National Bank the sum of $1,400,000.00 and had
deposited with the Central Carolina Bank & Trust Company the sum of $767,000.00.
Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, Chairman
Bennett was authorized to sign the following blind aid grants.
Mabel Roberson from $42.00 to $14.00
Allen S. Taylor from $18.00 to $21.00
Sophronica Sykes from $75.00 to $100.00
Matilda Pickett from $149.00 to $158.00
Garland Smith No Change
Clarence Foust Terminated
There being no further business to come before the board said meeting was
adjourned to meet again on Tuesday, September 13, 1966 at $:00 o'clock P.M.
and on Monday, September 199 1966 at 8:00 o'clock P.M. in the Commissioners
room at the Courthouse in Hillsborough, North Carolina.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
September 13, 1966
The Board of Commissioners for the County of Orange, North Carolina, met in
adjourned session at 8:00 o'clock P.M., on September 13, 1966, at the County
Courthouse in Hillsborough, North Carolina, the regular place of meeting.
Present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, Willi
C. Ray, Carl M. Smith and Henry S. Walker.
Absent: None
The purpose of this meeting was to reply to the letter, given below, which had
been received from the Orange-Alamance Water System, Inc.
"The Orange-Alamance Water System, Incorporated, P. 0. Box 187, Mebane, North
Carolina, has applied to the Farmers Home Administration for assistance in the
installation of a community domestic water system which will serve the area from Eno
River in Orange County to Back Creek in Alamance County, along Highway 70-A. For a
more complete analysis of the system, please refer to the attached map.
Farmers Home Administration regulations require that all applications for such
facilities be presented to the County Commissioners of the counties involved for
review and comment. We would appreciate your review of our proposal and request
your comments for use in the development of our project.
May we have your comments by September 15th 1966 if at all possible."

Discussion ensued and the County Board made the following reply:
"This will acknowledge receipt of your recent letter requesting review
and comment by the Board of Commissioners of Orange County on the plans and
proposals now being submitted to Farmers Home Administration by Orange-
Alamance Water System, Inc.
We have carefully considered the proposals as outlined in:--the drawings
entitled "Water Improvements" as prepared by Alley, Williams, Carmen & King,
Inc. in December, 1965. With the industrial development that is coming to
Orange County, and the desire on the part of people generally to enjoy better
water facilities, we feel that your projected water system will meet a great
need now existing, and which in our opinion will rapidly increase, in the
area between Eno River on the East and the Orange-Alamance line on the West.
We have had informal discussions with several engineers, who specialize
in water developments, and the substance of all of these conferences would
indicate to us that the area which you propose to serve is entirely feasible
from an economic standpoint: We believe that your company will have a
ready demand for water even from the very start.
Wishing you success in your worthwhile endeavor, we arm
Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, it
was moved and unanimously adopted, that a fee of twenty per cent (20%) of
collected monies be allotted to the County Attorney for the collection of the
liens filed against the estate or property of persons receiving grants under
the Old Age Assistance and/or Aid to the Permanently and Totally Disable
Program, provided however, that the fee for this service shall not exceed the
maximum sum of $750.00.
There being no further business to come before the board said meeting
was adjourned to meet again as previously scheduled on Monday, September 19, 1966.
