BACKGROUND: On June 3, the Board approved a process for the creation of a master plan for Northern Human Services Center Park. In order to design the park infrastructure and facilities, the County needs the property surveyed to provide the topographic mapping (one- foot contours) and location data (structures, streams, specimen trees). Orange County solicited proposals from 9 local surveyors and received 4 responses. Selection criteria included, but were not limited to, the quality of the proposal, technical capabilities, and previous experience in performing survey work for the County. The selection committee chose Landmark Surveying, Inc. to perform the needed services for an estimated cost of $39,675. County policy requires Board approval for expenditures with licensed professionals, specifically architects, engineers and surveyors. FINANCIAL IMPACT: The projected cost of the survey is $39,675. With approximately 20 percent of the survey work relating to the Northern Human Services Center wastewater system, staff recommends that the total cost of the work be prorated between the park project and the facility renovation project. It should be noted that all of the proposed survey work is necessary regardless of any outcomes related to wastewater treatment on the 2 property. Sufficient funds are available, in projects approved by the Board in prior years, to cover the anticipated cost of the survey.
