PURPOSE: To officially acknowledge and present the National Association of Counties 2003
Achievement Awards to staff responsible for the development and implementation of the Child
Health Awareness Program, Orange County Farms Program, and the Wheels for Work
Program.
BACKGROUND: For the past 34 years, the National Association of Counties (NACo) has
sponsored its annual Achievement Awards Program to recognize effective and creative
programs throughout the nation.
Orange County has received three awards for this year for the following programs:
(1) Child Health Awareness Program -The Child Health Awareness Program (CHAP)
improves the health awareness and behaviors of families with young children in Orange
County through innovative health promotion efforts and by linking families to needed
services. CHAP has trained 29 Hispanic/Latino lay community women as volunteer Child
Health promoters who, in turn, educate and connect hundreds of previously "hard-to-
reach" families to local resources. In addition, this community-based model worked with
the Child Health Promoters to design, field test and produce two bilingual low literacy
photo-story booklets that are used to educate Spanish-and English-speaking families
about child safety. These "fotonovelas" are one-of-a-kind, culturally appropriate tools
that the Promoters and other agencies use to promote child safety in the kitchen and
poisoning prevention. Rosemary Summers, Orange County Health Director, and Susan
Clifford, Senior Public Health Educator, will be present to receive the award.
(2) Orange County Farms Program - As a result of increased urbanization in this area,
many Orange County farmers have experienced difficulties in sustaining profitable
businesses. The farmers' lack of access to markets and lack of knowledae of
transitioning from tobacco to new crops and value-added products have been addressed
through a new program provided by Orange County Economic Development and the
Cooperative Extension Service. The Orange County Farms program was designed to
document, compile and distribute information to help farmers attract local buyers for their
farm products and services. The program began with a survey of more than 100
farmers. The survey recorded: (a) The products and services provided by each farm; (b)
Where and when these products and services were available; and (c) Contact
information (so that interested buyers could reach the farmers). This information was
initially compiled in a written guide: Local Harvest, A Guide to Farm Producfs and
Services, 2002. In an effort to make the information more widely accessible, the
information was later transformed into a website, http://www.orangecountyfarms.org.
The website has all of the information found in the original guide, but with many
advantages and enhancements. The website allows users to more timely updates of
information, and greatly reduces the cost of distribution. Dr. Fletcher Barber, Jr., Director
of the Cooperative Extension Service, Orange County Chapter, and Dianne Reid,
Orange County Economic Development Director, will be present to receive the award.
(3) Wheels for Work Program -The Wheels for Work Program is an innovative County
government effort that addresses the challenges expressed in the 1996 federal welfare
reform law by providing work-related transportation to low-income families. The program
increases the County's delivery of human services by offering its individual, low-income
citizens with an opportunity to receive and maintain a vehicle with a minimal, affordable
investment and low monthly payments. The Wheels for Work Program is the result of a
partnership formed between the Orange County Human Rights & Relations Department,
the Department of Social Services, the Department on Aging & Transportation, and
TROSA, a local non-profit organization.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board present the awards to
staff.

We also offer a variety of commemorative items to help your county and the winning programs'

commemoratives to make purchasing efficient and easy.
This year, NACo will host the Seventh Annual Awards Reception during our 2003 Annual Conference
in Milwaukee (Milwaukee County), Wisconsin. This luncheon, scheduled for the morning of Sunday, July 13,
2003, will be held from 11:30 a.m. - 1:30 p.m. in Room 203 B&C of the Midwest .Airlines Center located at 400
West Wisconsin Avenue. During this ceremony, Achievement Award winners will be collectively recognized
and there will be an opportunity for you or your representative to have a photo taken with a NACo official. We
