PURPOSE: To consider an appointment to the Hillsborough Planning Board.
BACKGROUND: A County position (for a resident of the extraterritorial jurisdiction - ETJ) on
the Hillsborough Planning Board, is now vacant with the expiration of Mr. Chris Quinn's second
term.
On June 9, 2003 the Town of Hillsborough Board approved a Resolution requesting that the
BOCC appoint Ms. Rachel Hawkins, of 802 Greentree Drive, Hillsborough, NC 27278 to fill the
vacant position.
The Clerk's office has received three other applications for this position as well, with only one of
them being an ETJ resident, i.e., Ms. Barrie Wallace, 140 Tuscarora Drive, Hillsborough, NC
27278.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making one appointment to an ETJ position on the
Hillsborough Planning Board as the BOCC may decide.

The Hillsborough Town Board, at it June 9 meeting, adopted the attached resolution requesting
that Rachel Hawkins be appointed to an Extraterritorial Planning Jurisdiction seat on the
Hillsborough Planning Board, If appointed, Ms Hawkins term would expire is June 30, 2006.

RESOLUTION REQUESTING AN APPOINTMENT
TO AN EXTRATERRITORIAL JURISDICTION SEAT
ON THE HILLSBOROUGH PLANNING BOARD
WHEREAS, as a result of the end of a tern, it is necessary to appoint a person to a seat reserved on the
Hillsborough Planning Board for persons residing within the town's extraterritorial planning jurisdiction; and
WHEREAS, by state statute and town ordinance, the Orange County Board of Commissioners initially has the
authority and responsibility to appoint ETJ members to the town's Planning Board.
NOW, THEREFORE, THE BOARD OF COMIvIISSIONERS OF THE TOWN OF HILLSBOROUGH
RESOLVES:
Section 1. The Orange County Board of Commissioners is respectfully requested to appoint the
following individual to an ETJ seat on the Hillsborough Planning Board, whose terns would expire in June 30,
2006:
Rachel Hawkins

Hillsborough, NC 27278
Section 2. If the Orange County Board of Commissioners fails to appoint persons willing to serve in
the capacity described above within 90 days after receiving this resolution, then the Hillsborough Town Boatel
may make this appointment.
Section 3. The Town, Clerk shall send a copy of this resolution to the Orange County Manager.
Sectaom 4. This resolution shall become effective upon adoption.
The foregoing resolution having been submitted to a vote received the following vote and was duly adopted this

Work Experience: I have most recently owned and operated amulti-million dollar manufacturing company
in North Raleigh. I was the President of the company until it was purchased in 1999. Before we moved to
Raleigh, Iwas a CFP -Certified Financial Planner in Boston working at a small financial services firm. I have
also worked at a large CPA firm doing tax preparation and financial planning.
Volunteer Experience: I have been very active on the North Carolina Hunter Jumper Association as a board
member for the last three year. I also managed the NCHJA annual horse show in Raleigh last year and am
doing it again this year. We are a charity horse show and raised $35,000 for the UNC Pediatric Oncology
Division and also, $5,000 for the NC State Vet School.
Education: I have a BS in Management from Northeastern University in Boston,MA. In addition, I am a
Certified Financial Planner.
Other Comments: I am currently semi-retired so I have time to get involved in our community. I am also a
very active tennis player and equestrian. I also own a large property in Orange County.

interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideration. Any member who violates this
provision may be subject to removal from the board or commission.

the member shall excuse himseif/itersefffrorn the board tabie/voting area until all discussion,
consideration, and voting is completed on the matter in question.
Any advisory board or commission member having questions or needing assistance regar~irig tfie
fnterpretatbn of these ethics guidelines or other conflict of interest matters should confect the
.administrative staff for the respective board ar commission, Staff vrill assist the member with
questions and interpretations and may provide a recommendation on whether or not the advisory
board or commission member should excuse himself/herselffrorn voting. The member may request
that the staff respond in writing. Staff may contact the County Manager for any additional assistance.
