Copy of Proposed Model 3, Peg Gignoux's Brochure 4, CD: "Wallwords" — Similar Project Showing Ms, Gignoux's Collaborative Process (under separate cover) PUBLIC HEARING: (Y /N) No INFORMATION CONTACT: Martha Shannon, 245 -2335 PURPOSE: To make a presentation on a new pARTnership project with the NC Museum of Art and the Orange County Department on Aging featuring Carrboro textile artist Marguerite Jay "Peg" Gignoux. Presenters will be Deborah Reid Murphy (NC Museum of Art), Peg Gignoux (Artist), Terry Colville (Orange County Department on Aging), Leah Rade (Chair, OCAC), and Martha Shannon (Staff, OCAC). BACKGROUND: The OCAC has been selected by the NC Museum of Art for their FY06 pARTnership program. In .January/February 2006, Carrboro textile artist Peg Gignoux will work with participants of the Orange County Department on Aging to create a fabric public art piece to be permanently displayed in a senior center in Orange County. This intergenerational project is an extension of Ms. Gignoux's residency with children and families at the NC Museum of Art during their Crosscurrents Exhibition in the fall of 2005. FINANCIAL IMPACT: The anticipated cost of this project totals $10,053, At the September 13, 2005 Board work session, Commissioners approved funding for the County Facilities Arts Reserve Project for fiscal year 2005 -06 in the amount of $5,000. The Arts Commission requests that the entire reserve appropriation of $5,000 be transferred to a senior center capital project for the proposed artwork. The proposed budget for this project has been approved by the NC Museum of Art. To date, the NC Museum of Art has approved $3,820 for its portion of this collaborative project, The Arts Commission plans to use $413 from the state Grassroots Arts program and a private sector contribution from Howard Perry and Walston Foundation totaling $820 for this project. Should the Board approve the proposed artwork project, the Budget Office will bring a capital project ordinance to the Board for approval at a future meeting and establish a budget for the artwork based on the information outlined in the financial impact and include it on a future Commissioner agenda. RECOMMENDATION(S): The Manager recommends the following: ■ the Board accept the presentation of the Orange County Arts Commission ■ Include this public art project in a senior center design committee ■ Request that the Budget Office update a senior center capital project ordinance to establish a budget for the artwork based on the information outlined in the financial impact (including the release of $5,000 from the County Facilities Arts Reserve Project). W Bending Color: a Community Art Collaboration North Carolina Community Partners: Textile Artist: Marguerite .Jay Gignoux; facilitator The pARTnership program of North Carolina Museum of Art Orange County Arts Commission Central Orange County Senior Center Under the direction of textile artist, Peg Gignoux a dynamic sculptural textile work will be designed and created for the central atrium of Orange County's Recreation Facility in Hillsborough, NC. The sculptural work: BENDING COLOR will be comprised of thirty strands containing multiple trapezoidal textile forms suspended from a graceful armature that fits to the large prominent curved wall in the Sportsplex atrium. The free moving strands will contain over 180 two -sided textile collages made from hand printed cotton and silk. Each stitched collage will be roughly 7" X 9" with six forms hanging per strand. Viewed together they will offer an ever - changing abstract landscape of lyrical shapes that perform beautiful bends with numerous color shifts. They will float and move quietly; responding to the energy and activity level of the visitors to the building. This kinetic work, a layered composition of multiple arcs of'complex colors honors the notion of movement. The recreational facility houses both a skating rink and pool and serves an active community of young and old. The process of creating the work will be cumulative and collaborative and is designed to artfully engage diverse populations. The entire sculptural installation will measure 60" H X 190 " W X 7 "D. Gignoux will engage youth, families and seniors in the creation of this kinetic work in cloth. Gignoux will conduct a series of hands on surface design workshops at the NC Museum of Art during the autumn of 2005. In January 2006, seniors at the Central Orange County Senior Center will continue the work by adding colorful layers of hand stitching to the collaged forms begun at the museum. The installation site requires additional lighting and painting prior to installation. Estimated completion date: March 2006. Proposed time for reception: Week of May 15 -19 (to coincide with National Senior Week) and potential ground breaking ceremony for renovations for new Senior Center at the Sportsplex. Proposed Timeline for Completing Textile Proiect: BENDING COLOR. August Gignoux creates and photographs maquette of proposed sculpture (three strands to scale: silk and cotton, machine stitched) Meet with Director of Senior Center and director of OCAC: schedule January workshops, Meet with Fire Marshall for installation guidelines September Gignoux research/ design armature design for artwork I October 10/3: Present Bending Color to Orange County Commissioners Gignoux prepares textile materials for outreach workshops 10/29: NCMA Discovery Day: a) Gignoux presents brief slide lecture: Painting with Thread (10 minutes)* b) Gignoux facilitate hands on surface design workshop: MAKING MARKS (Participants add patterns to cloth with textile inks; paint and stamp) November Studio Work: Gignoux arranges large geometric composition: combining patterned cloth with solid fabrics (30 lengths @ 14 " W x 48 " H) this design will be further developed in subsequent outreach work sessions. Gignoux dyes silk fabrics for collage. 11/12: NCMA Discovery Day Gignoux facilitates surface design workshop: COMPLEX COLOR (Participants cut, arrange, fuse large sweeping arcs of silk organza over base composition) Studio Work: Gignoux secures silk layers into place: machine stitching December 12/10: NCMA Discovery Day Gignoux facilitates surface design workshop: STITCHING PATHWAYS (Participants will deepen color and add surface texture of textile collages by adding hundreds of hand stitches along the silk arches) *Slide lecture can be offered at all three Discovery days at the museum January- February Central Orange County Senior Center: Gignoux will facilitate a series of textile workshops with seniors to complete surface stitching of collages. Gignoux will oversee 6 work sessions over 5 weeks. Studio Work: Gignoux will break larger compositions into smaller trapezoidal units, Finish edges and attach to cording. Collages will be secured to armatures, photographed, ready for installation.
