MINUTES OF THE ORANGE COUNTY
HOARD OF COMMISSIONERS
August 15, 1966
The Board of Commissioners for the County of Orange, North Carolina, met in
adjourned regular session at 8:00 01clock, P.M., August 15, 1966, at the County
Courthouse in Hillsborough, North Carolina.
Present: Harvey D. Bennett, Chairman, and Commissioners Gordon B. Cleveland,
William C. Ray, and Henry S. Walker.
Absent: Commissioner Carl M. Smith.
Commissioner Cleveland introduced the following resolution which was read:
RESOLUTION CALLING A SPECIAL BOND
AND TAX ELECTION IN ORANGE RECREA-
TION DISTRICT OF ORANGE COUNTY
BE IT RESOLVED by the Board of Commissioners for the County of Orange:
Section 1. That a special bond and tax election is hereby ordered to be held
in Orange Recreation District of Orange County, on Tuesday, September 27, 1966,
between 6:30 A.M. and 6:30 P.M., Eastern Standard Time, at which there will be
submitted to the qualified voters of said Orange Recreation District of Orange Count;
(a) the question of issuing not exceeding $400,000 Recreation Facilities Bonds
for and in behalf of said Orange Recreation District of Orange County for the
purpose of providing funds, with any other available funds, for acquiring, improving
and equipping lands and buildings for parks, playgrounds, recreation centers and
other recreational facilities in said Orange Recreation District, and levying a
sufficient tax for the payment thereof, and
(b) the question of levying an annual tax of not less than three cents (3a) not
more than ten cents (10a) on each $100.00 of assessed valuation-of the taxable
property in said Orange Recreation District of Orange County for providing,
establishing, maintaining and operating recreational facilities.
Section 2. That there shall be a new registration of voters for said election,
the books for such new registration to be open from 9:00 A.M. until sunset on each
day beginning Saturday, September 3, 1966 and ending Saturday, September 17, 1966.
On each Saturday during such period said books shall be kept open at the polling
places. Saturday, September 24, 1966, shall be Challenge Day.
Section 3. That notice of said election and new registration shall be
published once a week for three successive weeks, the first publication to be at
least thirty (30) days before the election, in The Chapel Hill Weekly and in The
News of Orange County, newspapers published in Orange County and circulating in said
District, which notice shall be in substantially the following form:
NOTICE OF SPECIAL BOND AND TAX ELECTION AND NEW REGISTRATION
IN
ORANGE RECREATION DISTRICT OF ORANGE COUNTY
A special bond election will be held between 6:30 A.M. and 6:30 P.M., Eastern
Standard Time, Tuesday, September 27, 1966, at which there will be submitted to the
qualified registered voters of Orange Recreation District of Orange County, in
Orange County, North Carolina, which District comprises the territory hereinafter
described,
(a) the question of issuing not exceeding $400,000 Recreation Facilities Bonds
for and in behalf of said Orange Recreation District of Orange`-County for the purpose
of providing funds, with any other available funds, for acquiring, improving and
equipping lands and buildings for parks, playgrounds, recreation centers and other
recreational facilities in said orange Recreation District, and levying a sufficient
tax for the payment thereof, and
(b) the question of levying an annual tax of not less than three cents (3¢) nor
more than ten cents (10c) on each $100.00 of assessed valuation of the taxable
property in said Orange Recreation District of Orange County for providing,
establishing, maintaining and operating recreational facilities.
The boundary lines of said Orange Recreation District of Orange County are as
follows:
BEGINNING in the center line of State Road No. 1112, where the Chapel Hill and
Bingham Township line crosses said road; thence in a Southeasterly direction along
the center of said road 250 feet to a point where the center line of State Road No.
1113 intersects with State Road No. 1112; thence in a Northeasterly direction along
State Road No. 1113, 1,525 feet to a concrete marker in the center of said road;
thence South 719 201 East 4,390 feet to a oncrete marker in the East side of State
Road No. 1179; thence South 82° 30' East 5,480 feet to a concrete marker in the East
side of old N. C. Highway 86; thence South 81° 09, East 8,780 feet to a point 50 fee
East of the center line of State University Railroad; thence in a Northerly directio:
parallel with the center line of State University Railroad 3,350 feet; thence North
87° 151 East 23,940 feet to the Durham County line; thence in a Southerly direction
along the Durham County and Orange County line 53,750 feet to its intersection with
the Chatham County line; thence in a Westerly direction along the Orange County and

Chatham County line 39,475 feet to the intersection of said County line with the
township line between Chapel Hill and Bingham Township; thence in a Northerly
direction along the Bingham and Chapel Hill Township line 40,425 feet to the point
of BEGINNING.
If the Recreation Facilities Bonds referred to above shall be issued a tax will
be levied upon all taxable property within Orange Recreation District of Orange
County sufficient to pay the principal of and the interest on said bonds.
A new registration of voters has been ordered and no one will be permitted to
vote unless registered anew. The books for such new registration will be open from
9:00 A.M. until sunset on each day beginning Saturday, September 3, 1966, and
ending Saturday, September 17, 1966. On each Saturday during such registration
1period said books will be kept open at the polling places. Saturday, September 24,
1966, is Challenge Day.

provided by law, are as follows:

Any person who is not certain as to where he should register should contact the
Register of Deeds and ex officio Clerk of the Board of Commissioners at her office
in the County Courthouse in Hillsborough.

Section 4. The location of the polling places and the names of the registrars
and judges set forth in the foregoing form of election notice are the polling places
fixed by, and the registrars and judges appointed by, the Board of Commissioners for
Orange County, and such polling places and such registrars and judges shall be the
polling places and the registrars and judges for said election.
Section 5. That the form of the ballot to be used at said election shall be

Commissioner Cleveland moved the passage of the foregoing resolution entitled:
"RESOLUTION CALLING A SPECIAL BOND AND TAX ELECTION IN ORANGE RECREATION DISTRICT OF
ORANGE COUNTY", Commissioner Walker seconded the motion, and the resolution was
passed by the following vote:
Ayes: Commissioners Harvey D. Bennett, Gordon B. Cleveland, William C. Ray and
Henry S. Walker.
Noes: None
Commissioner William Ray introduced the following resolution which was read:
RESOLUTION DEDICATING A SITE FOR PUBLIC HEALTH BUILDING.
WHEREAS, this Board has completed the purchase of certain tracts or parcels of
land lying and being situate in the Southeastern section of the Town of Hillsborough
Orange County, North Carolina. This property is shown on survey and map prepared by
Davison Timber Management Services, Inc., under date of December 30, 1965, and is
recorded in Plat Book 14, at page 194, office of the Register of Deeds of Orange
County: and
WHEREAS, a part of the lands referred to in the preceding paragraph have been
purchased by the County of Orange at the request of the North Carolina Medical Care
Commission for utilization as a site for a public health building and related health
and medical purposes: and
WHEREAS, by agreement, it has been decided that a tract or lot containing 1.25
acres will be adequate for said building site, said lot being described by.metes
and bounds as follows:
BEGINNING at an iron stake in the South right of way line of Margaret Lane,
which stake is located by measuring from the Southwest intersection of Margaret Lane
and South Cameron Street along the South right of way line of Margaret Lane a distance
of 165 feet; and running thence West along the South right of way line North 84 deg.
00 min. West 160 feet to an iron stake, corner with Emma Walker lot; thence South 5
deg. 37 min. 51 sec. West 340 feet to a stake in the line of the property of D. T.
Roberts; thence a new line South 84 deg. 00 min. East 160 feet to an iron stake, a
new corner; thence North 5 deg. 37 min. 51 sec. East 340 feet to the place or point
of beginning.

THEREFORE, BE IT NOW RESOLVED that the tract of 1.25 acres above described by
metes and bounds be and it is hereby dedicated as a site for a new public health
building and related medical purposes exclusively.
The foregoing resolution was duly seconded by Commissioner Henry Walker and
unanimously passed.
A delegation of citizens from the Hillsborough area were present.. Mrs. Alfred
Engstrom was spokesman for the group and she voiced the group's opposition to the
style of architecture being used for the new proposed Health Center. The
delegation requested that a conference with the Architect, County Officials, and
Town Planning Board members be arranged in order that this matter might be further
discussed, with particular emphasis, being made for the possibility of changing
the exterior design of the proposed Health Building. The County Administrator was
directed to arrange a time and date for said meeting.
Doctor C. T. Kaylor, and Mrs. Nell Andrews, members of the County Planning Boar(
and Harry Palmer, Senior Regionkl Planner of the Research Planning Commission
appeared before the Board. Discussion ensued concerning a Planning Study now being
undertaken by the Planning Board in the Chapel Hill Township area. Drafts -and maps
of the proposed area and ordinance were presented and reviewed by the Hoard. Sectiol
Seven of the proposed ordinance was further discussed. The members of the Planning
Board were requested-to have Section seven of the proposed ordinance placed into
print and to also devise some method of reducing the size of the maps in order that
copies of said maps might also be printed. The Board requested further that once
these items had been completed they would upon presentation by the Planning Hoard be
ready to receive the proposed ordinance.
Tom Rose, Consulting Engineer of the Lake Orange Project, presented the.
following letter concerning the proposed lake:
"In a previous report that was based entirely upon information furnished by Mr.
W. C. Ray, I stated that Lake Orange would have an area of 150 acres and storage
volume of 490 million gallons, and would supply a daily draft of 3.9 million gallons,
Incomplete air and ground surveys to date substantially confirm the above
figures. From actual measurements taken from a partially completed topographic map
we find that the lake would cover 143 acres and have a volume of 471.2 million
gallons. These figures are within 5% of the original estimate and such a lake would
still be sufficient to furnish a raw water supply of 3.9 million gallons per day.
The following figures covering estimated costs of developing this lake are
based on the assumption that there is available within the area a sufficient supply
of proper material for an earth dam. This soil should be of an impervious nature,
suitable for compaction by rolling. The project would require a gate house just
above the dam and a supply pipe through the dam to control and supply water when the
lake level is below the spillway elevation.
At the west end of the dam there would be a chute type spillway lined with
concrete for most of its length.

If the Board desires to go further into this project, detailed studies of the
dam site and of available materials would have to be made before final plans could
be prepared."
Mr. Rose stated further that he felt the Lake Orange Project was feasable.
Commissioner Cleveland moved that the Board direct Mr. Rose to proceed with a soil
investigation of the proposed dam site for Lake Orange. Commissioner Walker
seconded the motion, and same was declared passed by Chairman Bennett.
There being no further business to come before the Board the meeting was
adjourned to meet again Monday, August 22, 1966 at 7:30 P.M. in the Commissioners
Room at the Courthouse in Hillsborough.
