PURPOSE: To contract with Accela Software, for software activity development, enhancement of
activities and additional training of the `Permits Plus' system within the Environmental Health and
Planning Departments.
BACKGROUND: `Permits Plus' was purchased 12/29/00 in order to provide increased intra- and
inter- departmental connectivity and tracking in the plan review, permit issuance and land
development processes. The program improves customer service by providing quicker inquiry
response times, better record keeping provides performance measurement indicators of staff and
project activities and including interface with GIS to track location.
The original contract included the program development of 14 different multi-departmental
identified case/permit activities. However, the workability of the software through Accela assistance
with respective staff tended itself to the creation of over 30 activities for the same original cost. The
value of the software and the future independent modification by staff will be an important asset to
the chosen software package.
The implementation of `Permits Plus' began in the summer of 2001, extensive `data scrubbing' was
conducted in the Building Inspections Division and the assessors/parcel data was converted into
`Permits Plus'. The Building Inspections Division implemented the new program system (`Permits
Plus') in late January 2002, Erosion Control `went live' February 2002, Environmental Health July
2002 and Current Planning, February 2003. The Fire Marshall's office and the Assessors' Office
are also peripheral users and were live early spring 2002.
Building and Erosion Control divisions have invested significantly into permits plus and have moved
from the implementation stages into automated data transfer, maintenance, auto-email to
customers and other county departments, data analysis through ad hoc and standardized report
development.

Environmental Health and Current Planning being the newest users of `Permits Plus' are in need of
additional enhancement and expansion of activities including but not limited to interconnectivity of
activities, reporting and training.
The specificities of enhancements for the Permits' Plus, geo based, land management systems
currently in place as mission critical software for the Planning & Inspections and Environmental
Health Departments are as follows:
• Enhancement of customer service through improved communications between all
departments and divisions involved in permitting services. As an example, establishing an
automated email system that would notify citizens when permits are ready, auto email
dependant departments that a permit application has moved to the next level of approval.
• Improvement to the hierarchical dependencies between Environmental Health, Building
Inspections, and Planning i.e.: the interrelated nature of permits and the ability to capture
and accumulate types of information such as amount of total impervious surface area used,
subdivision build out rates, etc.
• Implementation of the Workflow module of Permits' Plus. The Workflow aspect of Permits'
Plus is a graphical interface by which a user can instantly see where the applicants' permit
application/s are within the County's normal permit processes.
• Construction of required reports and billing statements for the Environmental Health Waste
Water Treatment Management Program.
• Integrating Current Planning subdivision, land use, site plan review, and zoning atlas
amendment activities with Building Inspections and Environmental Health and Land
Records.
This $20,000 along with the remaining $5,200 left on the original Purchase Order # 41091 will
provide approximately 200 to 220 hours of consulting and specialized programming assistance
towards this goal.
Information Systems Director Todd Jones has evaluated the need for the service.
FINANCIAL IMPACT: A contract extension not to exceed $20,000 would be used from the FY 02-
03 Planning budget `Contract Services' 10620020-63000 account for this supplemental contract
development.
RECOMMENDATION(S): The Manager recommends approval of the contract extension.
