Mgr, 245 -2307 Judy Truitt, OPC/LME Director, 913-4037 PURPOSE: To authorize the release of a one-time County supplemental appropriation in the amount of $57,468 to OPC/LME to facilitate the divestiture (transfer) of EIFS/OG &KidScope to the Chapel Hill Training Outreach Project effective October 1, 2005. BACKGROUND: During the .)une 16, 2005 budget work session, County and OPC/LME staff updated Commissioners on the anticipated need for one-time supplemental "bridge" funding (in the approximate amount of one-month's operating expense) to help facilitate the divestiture of OPC programs serving Orange County residents as provided under the approved business plan for mental health reform. Attachment 1 is the Program Transition Worksheet that accompanied this item at the budget work session. At that time, the Board agreed to set-aside up to $93,882 to assist in the planned divestiture (transfer) of the Orange County Early Intervention and Family Services Program (EIFS), including KidScope and the Children's Learning Center. Following a competitive bid process and extensive analysis by staff and community stakeholders, the OPC/LME Board authorized negotiation of a contract award to Chapel Hill Training and Outreach Project, Inc. (CHTOP) on June 28, 2005. Negotiations were successfully completed to the mutual satisfaction of all parties, including concerns and considerations for the transition of existing OPC staff, and CHTOP will assume operation of programs and services effective October 1, 2005. The contract totals $57,468. In order to facilitate the organizational transfer, OPC/LME management requests release of the one-time County funding in an amount actually less than the original set-aside as described in the attached correspondence. OPC/LME as the contracting authority will be the transfer agent z to provide the set-aside funding from the BOCC to CHTOP. Attachment 2 is the formal letter of request for the supplemental funding from OPC/LME, FINANCIAL IMPACT: With the approval of the FY2005-06 operating budget, the Board established a Critical Needs Reserve fund that totaled $440,000. Monies available in this reserve fund would be available for the Commissioners to use, during the course of the fiscal year to address adverse State budgetary action as well as other unforeseen funding needs that arose after the adoption of original budget. To date, the Board has approved two appropriations from the reserve fund - $21,500 for the Health Department to conduct water sampling in the Mill Creek Road area and $50,000 far DSS to provide daycare subsidies for families, Funds totaling $368,500 remain in the Critical Needs Reserve Fund. Transfer of operational management is expected to occur on October 1, 2005 and I would request that the BOCC approve the release of one-time supplemental filnding to facilitate the divestiture of this program, In an effort to assure successful transition of the service program, the BOCC and OPC Area/LME Boards agreed to provide bridge funding for EIFS/OC & KidScope equal to one-month operating expenses or $93,882. OPC Area/LME Boards approved the use of continuation of effort monies already provided to OPC from the counties and staff set aside $36,414 for this program. The remaining $57,468 was requested and approved as one-time supplemental finding from the BOCC. Based on the above information, I would request that the Board of County Commissioners release $57,468 to OPC/LME.
