BACKGROUND: As the Board will recall, work at the Whitted Building was suspended in early May 2003 in order to remove bat guano in above ceiling areas of the building that would need to be accessed for installation of new HVAC ductwork. The abatement contractor is progressing well with the basement level now completed and completion of the full abatement project anticipated by June 27, 2003. After suspending the job for approximately four weeks pending completion of the abatement in specific work areas, both the HVAC and the electrical contractors returned to the project on June 2, 2003. The Whiffed Building work basically runs on two parallel tracks. One track is the HVAC renovation, which is under contract with Environmental Air Systems (EAS), and the other the more cosmetic renovations of painting and replacing floor covering that is being coordinated by the Public Works Department under separate contracts. Pubic Works is coordinating the work such that the flooring/painting work is accomplished as the HVAC contractors complete a section and move to the next. In order to maintain the continuity of the project and to ensure the December completion time is met, certain work must be accomplished during the period that the Board is not in session (July 1 through August 19). Although each of the components will be bid as required, the flooring and painting bid amounts will fall into a range normally requiring Board approval (over $20,000). The Board is being asked to authorize the Manager or his designee to execute the paperwork necessary to place this work under contract. FINANCIAL IMPACT: Estimates for the work are as follows: • Paint: $32,000 (estimate) • Flooring o Carpet tiles and installation: $60,000 (estimate) o Rubber the supply and install: $78,000 (estimate) Funds are available within the project budget to support these expenses. RECOMMENDATION(S): The Manager recommends that the Board authorize the Manager or his designee to contract with vendors during the summer break for the referenced work at the Whiffed Building when that work exceeds the $20,000 threshold for Board approval.
