BACKGROUND: In June 1999, the Board adopted a goal, "To assess and respond to the needs of the growing Hispanic/Latino population in Orange County." As part of this goal, the Board decided to implement cultural diversity training for County employees. In March 2002, Phase 1: General Cultural Diversity Training was completed for all current employees. In December 2002, the Board approved Phase 2: Cultural Awareness Building training and approved the training agreement with Dr. Henry Meguid to implement this training. Phase 2 of the Cultural Diversity initiative is designed to move participants beyond an awareness of cultural differences by building skills and increasing employees' ability to work effectively in a multicultural environment. This training is tailored to meet the needs of individual departments and to provide education and culture specific information about the Hispanic/Latino and Asian communities, as well as others. The course objectives are to: Understand the need for developing cultural knowledge and skills in today's workforce and community ^ Understand how culture impacts behavior and relationships with our customers ^ Develop skills in applying knowledge about different cultural groups to improve customer satisfaction Since December 2002, the County has completed 10 Cultural Awareness Building training classes and provided training to over 300 employees. As developed, the training is meeting the stated objectives of developing skills in working with different cultural groups. Employees have expressed their satisfaction with the training and have consistently rated the classes with Dr. Meguid from "Very Good to "Excellent." The County would like to complete Phase 2: Cultural Awareness Building training with Dr. Meguid for all current employees. To accomplish this, the County will schedule up to 12 additional cultural awareness building training classes in 2003-04. Attached is the proposed training agreement with Dr. Meguid. Dr. Henry Meguid is a Training Coordinator at the Duke Health System Education Services Department and an independent consultant and trainer. He offers a series of workshops and seminars on Developing Cultural Competence, Working Effectively with a Medical Interpreter, Continuous Quality Improvement, concepts and methodologies, and Developing and Managing High Performance Teams. He has successfully provided training and consultation to Orange County in the area of achieving cultural competence since 2002. Among his other clients are Wake County Health Services, Southeastern Region's AHEC, and Alamance County. FINANCIAL IMPACT: The estimated cost to complete the Cultural Awareness Building training is $8,100. Funding was included in the approved 2002-03 budget for this purpose. RECOMMENDATION(S): The Manager recommends that the Board authorize the Board Chair to sign the attached agreement for training services with Dr. Meguid to provide cultural awareness building training to County employees. Attachment Memorandum of Agreement Between Training Facilitator Dr. Henry Meguid and Orange County This Memorandum of Agreement outlines the agreement between Training Facilitator Dr. Henry Meguid and Orange County for providing Cultural Awareness Building training to Orange County employees. A. Trainer Henry Meguid Responsibilities • Facilitate 12 cultural awareness building training sessions of five hours each at $675.00 per session, with a minimum of 15 employees attending each session. • Provide handouts and training curriculum originals for participants. B. Orange County Responsibilities • Provide staff assistance with equipment. • Provide necessary materials, copies and supplies for participants. • Provide appropriate training facility. • Pay all approved invoices within 30 days of receipt of the invoice not to exceed a total amount of $8,100 under this agreement. C. Termination • Either party may terminate this agreement at any time with two weeks advance written notice.
