HomeMy WebLinkAboutMinutes - 19660725466 MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS July 25, 1966 The Orange County Board of Commissioners met in adjourned session,on Monday, July 25, 1966, at 8 O'clock p.m. in the Commissioners roon at the courthouse in Hillsborough, North Carolina. Members present: Chairman Harvey Bennett, Commissioners Gordon B. Cleveland, William C. Ray, Carl M. Smith and Henry S. Walker. Members absent: None The purpose of this meeting was to consider for adoption the proposed 1966-1967 county budget. Discussion ensued concerning the current school expense budget. Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, it was moved and unanimously adopted, that the per capita current expense allocation be increased for the two school units from the $48.00 (tentatively set) per student to $50.00 per student and that the tax levy.tentatively set at 942 be set at 950 per one hundred dollar valuation. The County Accountant was directed to determine the amounts that would be allocated to each school unit and to incorporate said amounts into the respective school budgets. Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, the following Appropriation Resolution and Tax Levy Resolution was unanimously adopted. Service 284,860.00 Welfare (General) 197,189.00 Welfare: Aid to Families with Dependent Children 267,260.00 Aid to Permanently and Totally Disabled 146,740.00 Old Age Assistance 207,900.00 Medical Aid to the Aged 11,200.00 Total Appropriations $2 ,835,322.00 The appropriation for School Current Expense shall be divided as follows: To the County Unit Per Capita $ 240,300.00 Non-Participation Revenues 71,057.00 Total County Unit $ 311,357.00 To the Chapel Hill Unit Per Capita $ 236,000.00 The total appropriations for Capital Outlay shall be divided as follows: County Unit $ 200,000.00 Chapel Hill Unit 34620.00 Total $ 546,620.00 Of the $200,000.00 Capital Outlay appropriated to the County Unit, $15,000 is reserved for the purchase of three school buses to be used by the Chapel Hill School System. Chairman Harvey D. Service .1722 Welfare (General) .0439 Welfare: Aid to Families with Dependent Children .0168 Aid to Permanently and Totally Disabled .0125 Old Age Assistance .0166 TOTAL RATE $ .9500 per $100.00 of property valuation (1) A poll tax of $2.00 shall be levied on all male persons between the ages of 21 years and 50 years. Twenty-five per cent (25%) of the proceeds of this tax shall be deposited in the welfare Accounts and seventy-five (75%) of the proceeds will be deposited in the School Current Expense Fund. (2) A Special School tax of $0.20 on the $100.00 of property valuation shall be levied on all property in the Chapel Hill School District. (3) A Special Fire Tax of $0.10 on the $100.00 of property valuation shall be levied on all property in the Greater Chapel Hill Fire District. II WA Special Fire Tax of $0.10 on the $100.00 of property valuation on all property in the Colony Woods Fire Protection District. (5) On each open female dog six (6) months of age or older the sum of $2.00, on all other dogs the sum of $1.00. (6) On each marriage license a tax of $4.00. (7) In accordance with Section B of the Revenue Act (Article 2, Chapter 5, of the General Statutes) and any other section of the General Statutes there is hereby levied a privilege license tax in the maximum amount permitted on all businesses, trades, occupations, or professions which the County is entitled to tax. Chairman Harvey D. Bennett called for a vote and there were five ayes and no nayes. The County Administrator brought to the attention of the Board that the County Planning Board was created and its members appointed on September 28, 1965, however, the terms of the individual appointed members were not specified. Upon motion of Commissioner Smith, seconded by Commissioner Ray, the following terms of appointment to the County Planning Board were set with the appointments commencing as of September 28, 1965.
