PURPOSE: To consider the appointment of two members to the Adult Care Home Community
Advisory Committee.
BACKGROUND: In May, the BOCC approved adding four additional seats to this Committee,
bringing it to 12 seats. With Sue Coppola's second term expiring June 30, 2003, there will be
four At-Large vacancies.
The Committee has reviewed the available applicants and has recommended appointment of
the following: Ms. Carla Julian and Mr. Caleb Moore to At-Large positions for initial one-year
training terms to expire June 30, 2004.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making appointments to the Adult Care Home
Community Advisory Committee as the Board may decide.

I have polled the ACHCAC about the nominations and I have their approval on the following:
1. For the member slot being vacated by Sue Coppola (term expires 6/30/03) we nominate Carla Jslian
and request that her nomination be presented to the Commissioners at the June 3rd meeting.
2. For ONE of the newly created positions (1 of 4) we nominate Caleb Moore (Y~orwarded his
application to me in January and I have confirmed that a is still interested in serving.) We request that his
nomination be presented to the Commissioners at the June 3rd meeting.
3. We request that the Commissioners approve the renewed nominations for two members -Cherie
Rosemond and Florence Soltys - at the June 3rd meeting.
4. For the additional THREE newly created positions, we will continue to find suitable applicants. I have
been in touch with the interested volunteers (people who have applied) and only one -Jerry Kruter - is
considering the position.
5. Your suggestion that Pam Tillett send a letter to the facilities to see if they have someone to nominate
is a good idea. I don't think we should hold these positions vacant if the facilities. don't nominate anyone
suitable.
6. Your suggestion that we are required to have a "Mental Health" representative I don't think is
accurate. We no longer visit the Developmentally Disabled Homes and so 1 don't see how we could be
required to have someone with this expertise. We are certainly are open to having someone with this
background.

I agree by my signature bebw that, if appointed, !pledge to comply with the following ethics guidelines for
advisory boards and.c~mmissions as adopted.by the Orange County Board of Commissioners.
Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or. potential conflict of interest.or an interest which reasonably might
appear to be in conflict with the concept of fairness in dealing with public business. A conflict of
interest.or-a. potential conflict occurs if a member. has a.separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideration. Any member who violates this
provision may be subject to. removal from the board or commission.
If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest an a particular issue, then that member should state this belief by the other members of
his/her respective advisory board or commission during the board or commission's public meeting.
The member should state the nature of the conflict, detailing that he/she has a separate, private, or
monetary interest, either direct or indirect, in the issue or transaction under consideration. The
member should then excuse himself/herself from oonsidering.and voting on the matter. In cases
where an advisory board or commission member dec{ares a conflict or potential conflict of interest,
the member shall. excuse himself/herselfirom the board table/voting area until all discussion,
consideration, and voting is completed an the matter in question.

Leadership in an Aging Society 2002 Summer Intern
Worked with Director of Orange County Department on Aging in Chapel Hill, NC on the development
of a Long Term Caze Facility Roundtable to improve quality. Organized planning task force to define
target population, structure, and mission of the Roundtable. Organized and scheduled all meetings and
